Just want to add that holds can also happen if Washington ESD is cross-referencing your claim with other state databases. Sometimes there are false matches that need to be cleared up manually.
UPDATE: I was able to get through to Washington ESD this morning using that Claimyr thing. Turns out my hold was because I reported working 3 hours last week but didn't report any earnings (I did volunteer work, not paid work). The agent fixed it right away and said my payment should process tonight. Thanks everyone for the help!
Perfect example of why it's important to be very specific when reporting work activities. Volunteer work should be reported differently than paid work.
One more thing - when you file your UI claim, be completely honest about why you quit. Don't try to sugarcoat it or make it sound better than it was. Washington ESD will investigate anyway and if they find out you weren't truthful, it'll hurt your case badly.
Good luck! Remember you can always reach out to Washington ESD directly too, though getting through by phone is tough. That Claimyr service mentioned earlier might help if you need to talk to someone quickly.
Just saw this thread and wanted to add - make sure you understand Washington's job search requirements if you do get approved for UI. You'll need to log job search activities weekly even while your claim is in adjudication. Don't want you to get caught off guard by that requirement.

The whole unemployment system is such a pain but you really have nothing to lose by filing. Even if you only get benefits for a few weeks while you find another job, that's better than nothing. And if you don't file, you definitely won't get anything.

I used it when I had questions about my job search requirements and it saved me hours of frustration. Sometimes you just need to talk to a real person to get things sorted out.

One last tip - write down all your questions ahead of time! During the hearing you might forget to ask something important. Having a list in front of you helps make sure you cover everything.
