Bottom line - file your claim! Washington ESD will investigate and make the determination. Even if you think you might be disqualified, let them decide rather than assuming. Worst case you get denied and can appeal if you think it's wrong.
Also keep in mind that even if you're initially disqualified, you can often requalify later by earning enough wages in new employment. Disqualifications aren't always permanent.
The tax thing is definitely separate but just be aware that if you get a big unemployment payout, it might bump you into a higher tax bracket for this year. Plan accordingly so you're not surprised next April.
Bottom line - file your unemployment claim ASAP. Tax debt won't stop you from getting benefits and you need that income now more than you need to worry about what might happen later. Take care of immediate needs first.
Bottom line - your cousin should definitely apply. Even if there's a chance of denial, it's better to try than assume you won't qualify. The worst they can say is no, and you can always appeal if you think they made a mistake.
One more thing - if you had multiple jobs and only lost one of them, you might still qualify for partial unemployment benefits. Washington ESD has specific rules about this that a lot of people don't know about.
The whole system is confusing but once you get your first payment you'll see exactly how much you're getting. Just be patient with the initial processing - mine took about 3 weeks to get the first payment after filing.
If you're really struggling to get answers from Washington ESD about your benefit amount, that Claimyr service people mentioned actually works. I was skeptical at first but they got me through to someone who explained exactly how my weekly amount was calculated and when I'd get my first payment. Worth checking out their site.
I used Claimyr too and it saved me so much frustration. Actually talking to a Washington ESD person instead of guessing from their website was huge.

One more thing - when I was going through this process, I really needed to talk to someone at Washington ESD to understand what was happening with my claim. The phone lines were always busy, but I ended up using Claimyr to get through. It's at claimyr.com and they basically call for you and wait in line. Saved me hours of frustration trying to get through on my own.

•How much does something like that cost? I might need to check my status at some point.

•It's worth checking out their site for current pricing. For me it was worth it just to get peace of mind about my claim status.

The bottom line is that Washington ESD processes thousands of these claims every week. If your separation was a legitimate layoff, the system is designed to approve it efficiently. Don't stress too much about your former employer - they're probably just going through the motions like everyone else.
