Just want to add that if you're working for a temp agency while on unemployment, make sure they understand you're on benefits. Some agencies are good about scheduling around your benefit requirements, others not so much.
Bottom line - you can work and collect benefits in Washington, just be honest about your earnings and understand the calculation. When in doubt, call Washington ESD or use a service like Claimyr to get through to someone who can explain your specific situation.
The whole process seems overwhelming at first but it's really not that bad once you get started. Just take it one step at a time and don't hesitate to ask for help if you get stuck.
I tried using that Claimyr thing someone mentioned and it actually got me through to ESD when I needed to ask about tax withholding. Worth checking out if you can't get through their regular lines. The demo video explained it pretty well.
Bottom line for anyone reading this - unemployment benefits are taxable income, period. Plan accordingly by either having taxes withheld or setting money aside. Don't get caught off guard like so many of us did!
Bottom line: no age restriction for unemployment in Washington state. If your daughter worked, earned wages, and lost her job through no fault of her own, she can file. The rest is just paperwork and following the normal UI process.

One last tip - if you do find full-time work, make sure to properly close your unemployment claim. Don't just stop filing - actually go through the process to close it out cleanly.
