If you do need to talk to someone at Washington ESD and can't get through, I had success using Claimyr. They basically wait on hold for you and then connect you when an agent becomes available. Saved me a lot of time and frustration.
Several people have mentioned Claimyr now. I might have to give it a try if I can't get through on my own.
The bottom line is that in Washington state, you can typically receive both severance and unemployment benefits. The key is being honest about your situation and understanding the specific terms of your severance package.
