Confused about Social Security spousal benefits from ex-husband - one check or two separate payments at FRA?

I'm trying to understand how SS payments work for divorced spouse benefits. My sister (62) just reached her full retirement age this month and applied for both her own retirement benefits and divorced spouse benefits based on her ex-husband's record (they were married for 13 years). She received her first payment yesterday and is completely confused. The amount she got is only $1,840, which is WAY less than what she expected based on her ex's earnings. She thought she'd get around $2,750 (half of his benefit). Now she's wondering if SS made a mistake or if there's supposed to be a second payment coming to make up the difference?
