PA UC withdrawal process - alternatives to mailing form after early filing and denial?
Is there ANY other way to withdraw a PA unemployment claim besides mailing in that stupid form??? I filed too early in January 2025 and got denied because my income during the base period quarters wasn't high enough (stupid mistake on my part). Now I want to withdraw completely and reapply after I have another quarter of earnings, but the website says I have to print some form and mail it? That's ridiculous in 2025! And trying to call is absolutely IMPOSSIBLE - been trying for 2 weeks straight and can't get through to anyone. Has anyone found a faster way to withdraw a claim or am I stuck with this denial for a whole year? Getting desperate here...

Unfortunately that form (UC-640) is the official way to withdraw a claim in PA. I had to do this last year when I accidentally filed before my last day of work. The system is so outdated! I mailed mine and it took about 3 weeks to process. You might try faxing it instead of mailing - the fax number should be on the form and sometimes that's faster.

•3 WEEKS?? That's insane! I don't even own a printer to print the form and definitely don't have a fax machine. This system is stuck in 1995.

u can also take the form to ur local careerlink office!! they can help u fill it out and they'll send it for u. that's what i did when i had the same problem last summer. the lady there was super nice about it.

•That's actually helpful, thanks! Didn't know CareerLink could do that. Is there usually a long wait to be seen there?

•This is incorrect information. If you've been denied for insufficient wages in your base period, you cannot simply reapply immediately. Pennsylvania has a rule that you can only have one benefit year determination in a 52-week period unless you withdraw your initial claim. Without a formal withdrawal, the system will not let you establish a new benefit year with the same SSN for 52 weeks from the date of your initial application.

Have you tried using Claimyr to get through to an agent? I was in a similar situation and needed to speak to someone directly. After trying for days on my own, I used Claimyr (claimyr.com) and they got me connected to a PA UC agent in about 30 minutes. The agent was able to give me specific instructions for my situation, which ended up saving me weeks of waiting. They have a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2. Definitely worth trying if you're stuck!

The system is BROKEN BY DESIGN!!! They make it nearly impossible to get through on purpose so people just give up. I spent 4 MONTHS trying to get an issue resolved last year. Mailed forms never arrived, faxes "disappeared", emails went unanswered. The whole withdrawal process is deliberately complicated to discourage people. You're better off just waiting the 52 weeks and reapplying then - at least that's guaranteed to work. The withdrawal form is a BLACK HOLE!!!!!

•I understand your frustration but this isn't actually helpful advice. Waiting 52 weeks when someone needs benefits is not a realistic option for most people. The withdrawal process does work - it's bureaucratic but it does get processed eventually.

Here's what you need to know about claim withdrawals in PA: 1. The UC-640 form is indeed the official way to withdraw a claim 2. However, if you call and get through to a representative, they can also process the withdrawal over the phone in some cases 3. If you visit a PA CareerLink office in person, they can assist with both filling out the form and expediting it 4. For denied claims specifically, some UC service centers will process an email request if you include your full name, last 4 of SSN, and explicit statement requesting withdrawal The email option is not officially documented but has worked for some claimants. Send to your regional UC service center with the subject line "CLAIM WITHDRAWAL REQUEST - [Last 4 of SSN]

•Thank you so much for this detailed information! I didn't know about the email option at all. I'll try getting through by phone first, then try the email method if that fails. This is really helpful!

I had this exact problem in March! Tried to file too early, got denied for insufficient wages. I ended up using that Claimyr service someone mentioned above to get through to UC, and they were able to process my withdrawal over the phone. Took about 5 business days to go through in the system, then I was able to file a new claim with my updated wages. Much faster than waiting for mail processing!

•That's exactly what I need! So they definitely can do it over the phone? The website makes it sound like mailing the form is the only option. I'm going to try getting through tomorrow.

my cousin works for unemployment and she says they're so understaffed right now it's crazy. she said mailed forms are taking 4-6 weeks to process because they have like 2 people scanning all the mail for the whole state. if you can get through on the phone that's definitely faster

Update for anyone finding this thread later: As of February 2025, PA UC has added a new online claim withdrawal option in the dashboard under "Manage Claim" for certain types of denied claims. If you don't see this option, you'll still need to use the traditional methods (form UC-640 or phone). This feature is being rolled out gradually, so not all accounts have access yet.

•Just checked my account and I don't have that option yet. But I did manage to get through on the phone using Claimyr this morning! The agent processed my withdrawal and said it should be completed within 5-7 business days. Then I can reapply with my new quarter of wages. Thanks everyone for the help!

•Glad you got it resolved! The system really needs to be modernized.

Wow, this thread is super helpful! I'm dealing with a similar situation right now where I filed too early and got denied for insufficient base period wages. It's so frustrating that in 2025 we still have to deal with mailing forms and impossible phone lines. I'm definitely going to try the Claimyr service to get through - seems like multiple people here had success with it. Also good to know about the CareerLink option as backup. The PA UC system really needs to catch up with modern technology!

•You're absolutely right about the system needing to modernize! I just went through this exact same process last month. The Claimyr service really does work - I was skeptical at first but it saved me so much time and frustration. Just make sure you have all your information ready when they connect you to the agent (SSN, claim number, etc.) so you can get everything handled in one call. The whole situation is ridiculous but at least there are workarounds now. Good luck with your withdrawal and reapplication!

I went through this exact same nightmare situation in December 2024! Filed too early, got denied for insufficient wages, and then discovered the archaic withdrawal process. Here's what actually worked for me: I tried the Claimyr service that others mentioned and got connected to an agent in about 20 minutes. The agent was able to process my withdrawal over the phone immediately - no mailing forms or waiting weeks! She explained that phone withdrawals are definitely possible for denied claims, it's just not well-publicized on their website. Cost me like $20 for the Claimyr service but saved me literally weeks of waiting. After the withdrawal was processed (took about 3 business days), I was able to file a new claim with my updated wages and got approved. The whole PA UC system is stuck in the stone age but at least there are ways to work around it now!

•This is really encouraging to hear! I'm in almost the exact same boat - filed in early January and got the dreaded insufficient wages denial. Been putting off dealing with the withdrawal because the whole mailing process seemed so antiquated. Your experience with Claimyr gives me hope that I can actually get this resolved quickly. $20 is totally worth it to avoid weeks of bureaucratic limbo. Did you have to provide any specific information when the agent processed your withdrawal over the phone, or was it pretty straightforward once you got connected?
