PA UC job search requirement now showing up for seasonal workers with recall dates - claim under review

I'm confused about the PA unemployment weekly certification process changing. I've been filing for about 3 weeks during my seasonal layoff (work in landscaping) and suddenly this week there's a new question asking if I searched for work. I'm supposed to be exempt from job searches since I have a confirmed recall date with my employer (returning April 2025). I answered truthfully that I didn't search because I have a recall date, but now my claim shows "under review" status. Has anyone else with seasonal work and a recall date run into this? Did I mess up by indicating I didn't do job searches? Getting worried because I need this payment for rent next week.

Yes, PA UC recently updated their system and now EVERYONE gets asked the job search question, even people who are supposed to be exempt. The key is to select "No" for job search but then select the proper exemption reason from the dropdown (something like "employer recall within 12 weeks" should be one of the options). If you did that correctly, the "under review" status might just be temporary while they verify your exemption status. My husband is seasonal construction and had the same thing happen last month.

Thanks for responding! I did select the exemption reason (I think it was something like "recall date established" or similar wording). How long did your husband's claim stay under review before it got resolved? I'm getting nervous seeing that status.

The job search question was implemented in the latest system update. What's important to understand is that seasonal workers with a definite recall date (within 12 weeks) are still exempt from work search requirements, but you must select the correct exemption reason. The "under review" status is common after system changes as claims are verified against new parameters. If your review continues for more than 14 days, you should contact the UC office directly to ensure there's no additional information they need. Continue filing your weekly claims as normal during this review period.

I HAD THE EXACT SAME ISSUE!!!! Been claiming since January (seasonal construction) and never had to do job searches before because of my recall date. Then suddenly this week, they ask about job search and put my claim "under review" too!! This system is RIDICULOUS - they keep changing things without explaining properly. I bet they're trying to deny more people benefits. My supervisor gave me a written recall date for May 12, 2025, so they CAN'T make me job search. But now I'm worried my payments will stop.

The same thing happened to my cousin and his payment was only delayed by 3 days. Don't stress too much yet.

If you're still showing "under review" after 7-10 days, you might want to call the PA UC office to check on your claim status. I know it can be nearly impossible to get through on the phone lines though. I was dealing with a different issue last month and used a service called Claimyr (claimyr.com) to get through to an agent without spending all day redialing. They have a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2. Saved me a ton of frustration and the agent was able to fix my issue right away.

Thanks for the suggestion. I'll give it another week and if it's still under review, I'll try calling. That service sounds helpful - I've tried calling PA UC before and it's basically impossible to get through.

Actually I think they changed this rule completely. My buddy works at a ski resort and they told him that seasonal workers DO have to look for jobs now even with a recall date. Something about new federal guidelines maybe? Not 100% sure tho so don't quote me on it.

That's not accurate. The PA UC rules for seasonal workers with definite recall dates haven't changed. What changed is that the system now requires everyone to answer the job search question, but you can still claim an exemption if you qualify. If you have a verified recall date within 12 weeks, you remain exempt from the work search requirement. This is clearly stated in the PA UC handbook and on their website.

im seasonal too and I just got back on uc this week after being laid off and that job search question was there for me. I checked the exempt box cause I have a recall date but my claim went straight to paid status not under review. maybe you clicked something wrong?

That's interesting... I wonder if I did something wrong then. When you checked the exempt box, did you have to provide any additional information about your recall date or employer? I'm pretty sure I selected the right option but now I'm doubting myself.

I work for an employer that handles many seasonal workers. Let me clarify a few things: 1. The PA UC system was updated in February 2025 to ask ALL claimants about work search, but exemptions still apply 2. Seasonal workers with a definite recall date within 12 weeks are still exempt from work search 3. "Under review" status often happens after answering exemption questions the first time as the system verifies your situation 4. Most reviews resolve automatically within 7-10 days 5. Your employer may need to verify your recall date - check if they received any notification 6. Continue filing weekly claims during the review period If the review continues beyond 10 days, contact the UC service center. The fastest way is to call early in the morning (7:45am) when they first open.

Thank you for such a detailed explanation! I feel much better now understanding what's happening. I'll check with my employer tomorrow to see if they got any verification requests, and I'll keep filing my weekly claims as normal. Really appreciate you taking time to explain all this.

last year I had a similar thing happen with my seasonal job at the marina. thye kept asking me about job serches even though I had a start date for the next season. it took like 3 weeks but then everything went back to normal and I still got all my money just delayed a bit. the UC system is always glitchy when they update things!

That's reassuring to hear. At least you still got your payments even though they were delayed. Seems like this might just be a temporary hiccup with their system update.

It's ridiculous how they constantly change these requirements without properly notifying people! I wish they would just UPDATE THEIR WEBSITE with clear instructions instead of making us all panic and figure it out through trial and error. My claim was under review for the same reason but just got approved today (after 9 days of stress and checking the portal constantly). This is my livelihood they're messing with!!!

omg 9 days of review? thats so stressful! but good to know it eventually went thru. i'm on day 4 of review status and checking like crazy too

I just checked the official PA UC website to make sure I had accurate information. Here's what it says about seasonal workers: "Claimants with a definite recall date within 12 weeks from their last day of work may be exempt from work search requirements." The key word is "may" - they evaluate each case. Make sure your employer has actually registered your recall date with the UC system, not just told you verbally. That might be why some people are having their claims reviewed while others aren't.

That's a really good point about the employer registering the recall date. I'm not sure if my boss just gave me a verbal date or if he actually submitted something to UC. I'll call him tomorrow to check on this. Thanks for looking up the exact policy!
