PA UC claim shows active but can't file - seasonal layoff issue with 2025 system

I'm in construction and get laid off every year when winter hits. Been doing this dance with PA unemployment for years, but this season something's different. When I try to reopen my claim, the system says "your claim is active" and won't let me proceed any further. I'm 100% sure I need to reopen since I haven't claimed in 6+ months. Did PA UC change something in their system this year? Not getting any error codes, just stuck in this weird loop where it thinks I have an active claim but I definitely don't. Anyone else dealing with this seasonal worker issue? My foreman said 3 other guys are having the same problem.

same thing hapnd to me!!!! the system is totally broken this year. i tried like 5 times and kept gettin that message. wtf are we supposed to do when the system wont even let us FILE?? so frustrating

This is actually a known issue with seasonal claims this year. The system was updated in July 2025 and there's a glitch with benefit year calculations. What's happening is that your previous benefit year hasn't technically expired in the system even though you haven't been claiming. You need to call and have them manually reset the flag on your account. You should specifically ask them to check the "BYE Override" status on your claim. Don't let them just tell you to wait - this won't resolve itself automatically.

I had this EXACT issue last month. The system thinks you still have an active claim from your previous benefit year. If you go to your dashboard and look at "Claim Details" it will probably show your old benefit year dates. You have two options: 1. Keep calling PA UC until you get through (good luck lol) 2. File an appeal through your dashboard stating you need to reopen but system won't allow it I went with option 1 and it took 8 DAYS of calling to finally reach someone who fixed it in literally 3 minutes. They had to reset something on the backend.

They should fire whoever designed this terrible system! Every year there's always some new problem. Last year my PIN got locked for no reason, year before that they lost my work search records. And they expect US to jump through all these hoops perfectly or we don't get paid? RIDICULOUS!!

when is ur benefit year end date? if it hasnt ended u might need 2 file whats called a "additional application" not a reopened claim. check ur paperwork from last time

I checked and my benefit year technically doesn't end until February 2026, but I haven't claimed since March 2025. So maybe you're right about needing a different type of application? The system doesn't give me any option for that though.

After dealing with the same issue last week (also construction), I finally found a solution! I used Claimyr to get through to a PA UC rep immediately instead of battling busy signals. The agent told me this is affecting tons of seasonal workers because of a system update they did in July. Apparently if you've had a claim within the same benefit year but haven't filed in 4+ weeks, the system has a bug where it thinks you're still actively filing.

Yes, it worked for me and 2 other guys on my crew. It's just a call back service that gets you in the queue faster than you can do yourself. The UC agents are the same regular ones who fix your claim.

Just to add some additional info - this is specifically affecting people who have claims where: 1. You had an active benefit year 2. Stopped claiming for a period (like seasonal work) 3. Trying to reopen within the same benefit year The proper procedure should be allowing you to reopen, but the July system update incorrectly flags these as "already active" claims. An agent needs to manually change a setting in your account labeled "UI AROP status" (Additional ReOPen status) to allow the system to process your reopening request. I've heard they're working on a fix, but no timeline has been announced.

Thanks for the detailed explanation. I'm going to try calling again tomorrow morning right when they open. If that doesn't work, I might try that Claimyr service the other person mentioned. Just need to get this fixed before I miss too many weeks of benefits.

i gave up calling and went to the careerlink office in person. took 3 hours waiting but they have a direct line to UC. got it fixed that way. just bring ur ID and social security card

not all careerlinks can help with UC issues tho. called mine and they said they dont do that anymore. depends which office

UPDATE: Finally got through to someone at UC this morning! For anyone else having this problem - you need to specifically ask them to check your "AROP Status Flag" which got stuck due to the system update. The rep fixed it in minutes and I was able to reopen my claim right away. One week of benefits lost but at least it's working now. Thanks everyone for the help!

They said I could file an appeal for the missed week and explained it was due to the system error, but sounded like it might take 4-6 weeks to process. Better than nothing I guess.
