PA UC claim disqualified after reporting part-time hours - now facing another waiting week?

Totally frustrated with my PA unemployment situation right now! I was working full-time at a warehouse until they did temporary layoffs in February. Got approved for UC benefits right away. Recently my weekend retail job offered me more shifts (needed the money obviously). I reported those hours honestly on my weekly claim (worked 22 hours last pay period) and suddenly got DISQUALIFIED for that week. Fine, whatever. But this week I only had 15 hours at the retail job, so I went to file again and now the system is telling me I need to REOPEN my entire claim?? And serve ANOTHER waiting week?? This can't be right! I thought partial benefits were a thing - I'm still technically laid off from my primary job. Anyone deal with this before? Do I really have to restart everything just because I picked up some extra hours for ONE week?

This is actually correct based on PA UC rules. When you earn over a certain threshold amount (usually about 30% more than your weekly benefit rate), you get disqualified for that week. And yes, when you get disqualified, the system automatically closes your claim. You do need to reopen, but the good news is that you shouldn't have to serve another waiting week if it's within the same benefit year. The system might say that initially, but the waiting week is only served once per benefit year. Just make sure when reopening you select "still unemployed from original job" as your reason.

Thanks for explaining! The system def said I'd have another waiting week which is why I panicked. So I should still reopen the claim even though I'm in the same benefit year? Will I get back payments for the weeks I missed while figuring this out? The warehouse says they might bring us back in 3 weeks but nothing guaranteed.

The system is DELIBERATELY designed to trip people up and deny benefits!!! I got disqualified TWICE last year over technicalities that weren't even my fault. And then when you try to call to fix anything GOOD LUCK actually reaching anyone. It's all part of their plan to save money by making it impossible to actually collect what you're entitled to!!!

This is super helpful! My WBR is $487 so I guess I can earn up to about $680 before getting cut off. That makes sense why the 22 hours disqualified me since I make $32/hr at the part-time job. I'll definitely keep track of this going forward. I just wish the UC website explained this clearly!

Not to make things more confusing, but I think everyone is missing a key point - if you're TEMPORARILY laid off and expect to return to your full-time job soon, you should be on STANDBY status, not regular UC. With standby status, working part-time at another job works differently. You should call and specifically ask about this because temporary layoffs with a return date have special rules. My husband went through this exact situation in January.

That's partially correct, but PA has phased out most of the special standby provisions post-pandemic. As of 2024, the main standby benefit is waiving the work search requirement if there's a definite return-to-work date within 6 weeks. The earnings disqualification rules remain the same whether you're on standby or regular UC. The 140% threshold applies to both scenarios.

Whenever you get disqualified for ANY reason, you ALWAYS have to reopen. It's one of the MANY TERRIBLE design flaws in PA's system. I literally had to reopen my claim THREE TIMES last year because of similar situations. As for the waiting week - the system SAYS you'll serve another one, but you actually WON'T. It's just poor programming. You'll still get paid for that week if you qualify. The whole system is a mess!!

Just to follow up on what others have said - make sure you reopen your claim promptly. There's a time limit (usually 14 days) to reopen without complications. If you wait too long, you might lose benefits for those weeks. Also, when you reopen, be very careful about answering the question about why you're unemployed - select the option that indicates you're still in the temporary layoff from your original employer. If you select something else by mistake, it can create new issues with your claim.

Thank you! I just reopened my claim and made sure to select that I'm still on temporary layoff from my original employer. The system did mention a waiting week, so I'm hoping what everyone says is true and I'll still get paid for this week. Really appreciate all the advice here - was having a full panic attack thinking I'd messed everything up by picking up those extra shifts.

I strongly advise against this approach. PA UC regularly crosschecks earnings with employer reporting. If they discover underreported earnings, you could face an overpayment determination, potential fraud penalties, and even be disqualified from future benefits. The penalties for intentional misreporting can be severe and follow you for years. It's not worth the risk for a short-term benefit.
