NYS Department of Labor question - what are the two types of unemployment problems claimants face?
I'm confused about something I heard from a friend who works in HR. She mentioned there are basically two main types of unemployment problems people run into when dealing with NYS Department of Labor. I'm currently unemployed and want to make sure I understand what I might be facing. Can anyone explain what these two categories are? I've been reading through the my.ny.gov website but it's pretty overwhelming with all the different terms like adjudication, disqualification, overpayment, etc. Just want to know the big picture before I potentially run into issues.

From my experience helping people with unemployment claims, there are generally two broad categories of problems: 1) Eligibility issues - these are problems with whether you qualify for benefits in the first place (like job separation reasons, work history, ability to work, etc.) and 2) Administrative/procedural issues - these are problems with the actual claim process itself (filing delays, payment processing, account access, weekly claim submissions). Yeah basically what the first person said. You've got substantive problems (am I actually eligible for unemployment) versus procedural problems (how do I make the system work). I had both when I filed last year - first NYS Department of Labor had to determine if my job separation qualified, then I had issues with their website not accepting my weekly claims properly. Two totally different headaches requiring different solutions.

If you're having trouble reaching NYS Department of Labor to clarify any of these issues, I found claimyr.com really helpful. THE SYSTEM IS BROKEN!! Sorry but I've dealt with BOTH types of problems and NYS Department of Labor makes everything harder than it needs to be. They'll find reasons to deny your claim even when you clearly qualify, then their computer systems crash when you try to appeal. It's like they want people to give up and not collect benefits they're entitled to.
