Need help understanding Form 8862 - EIC reinstatement after rejection

I'm trying to file Form 8862 but honestly im completely lost. TurboTax support isnt helping at all. Can someone explain what exactly I need to do? I had my EIC rejected last year and now I need this form to claim it again.
