Freshbooks didn't send me a 1099 for 2022 - over $12k in payments

So I've been using Freshbooks for my freelance graphic design business and received over $16,000 in client payments through their platform during 2022. The IRS actually delayed the $600 threshold implementation at the last minute. It was originally supposed to start for 2022, but in December 2022 they announced a delay, keeping the threshold at $20,000 AND 200 transactions for the 2022 tax year. Some payment processors may have still sent out 1099-Ks for lower amounts either because they had already prepared them before the announcement or to be extra cautious. But legally speaking, they weren't required to unless you hit both the $20k and 200 transaction thresholds.

No need to specifically note that you didn't receive a 1099. Just report the total income accurately on your Schedule C. The IRS doesn't actually require you to explain why you don't have certain forms - they just want you to report all income correctly. Keep your Freshbooks reports and any other documentation (bank statements showing deposits, etc.) for at least 3 years in case you're ever audited. Having your own solid records is actually more important than having the official forms from third parties.

I use TurboTax Self-Employed and had the same situation. When it asks about 1099 income, there's actually an option for "Income not reported on 1099s." Just select that and enter your total income from your Freshbooks reports. I've done this for 3 years with no issues.
