Filed joint return - got federal refund but state kept taxes. How to pay $88 balance?

Filed taxes jointly with spouse for first time and just found out through a letter that state is keeping my refund. We got our federal refund no problem but state says I owe them. Wondering if its normal to owe state but not federal? They're holding my state refund and saying I still need to pay $88 but the letter doesn't explain how to pay. Really confused about what to do next.

Check if your state has a payment plan option. Mine let me split it up over 3 months when I was in the same boat

its probably bc of different withholding rates between federal and state. might wanna adjust your w4 for next year so this doesnt happen again
