How long does it take for unemployment to review your claim with California EDD?

So I'm sitting here on day 19 since I submitted my initial claim and I still haven't heard anything back from California EDD. My portal just shows 'pending' and there's zero explanation for why it's taking this long. For some context - I was laid off from my logistics coordinator position after my company lost a major contract and had to cut about 30% of their workforce. My employer confirmed the layoff in writing and I got my separation paperwork same day, so I don't think there should be any dispute about why I lost my job. What I can't figure out is whether California EDD is actually reviewing my claim or if it's just sitting in a queue somewhere. I've been filing my weekly certifications every Sunday like clockwork, but the payment status just shows 'pending' for every single week. I have no idea how long it takes for unemployment to review your claim or what the normal timeframe even is. The UI Online portal doesn't give me any specific reason for the delay - just that my claim requires 'further review.' I tried calling the 1-800 number four times this week. Twice I got a message saying all representatives were busy and to call back, once I waited 47 minutes and got disconnected right when someone picked up (I actually heard them say hello and then the line went dead), and the fourth time the automated system told me there was a 2+ hour estimated wait time. I genuinely don't know what to do at this point. My severance runs out in two weeks and I'm starting to get really anxious about covering rent. Has anyone been through something similar? How long did the review process take for your claim?

ugh the 'pending' limbo is the WORST. went through this exact thing last spring after my tech layoff. mine took about 5 weeks total before anything moved. the 'further review' language usually means an EDD rep actually has to manually look at your claim at some point, which is why it takes forever

0 coins

5 weeks!! ok that's both reassuring that it eventually resolved and terrifying for my timeline. did you have any idea what triggered the manual review for yours?

0 coins

never found out honestly. my employer was a small startup and i think maybe they flagged it because the company had some weird history with EDD. everything was fine on my end but yeah never got an explanation

0 coins

The standard processing time California EDD advertises is 3-5 weeks from when they receive your complete claim, but realistically right now you're looking at 4-8 weeks in many cases. The 'further review' status you're seeing means your claim has been flagged for adjudication - which is different from regular processing. Adjudication means an EDD representative needs to personally evaluate something about your claim before benefits can be issued. The most common triggers for adjudication on a straightforward layoff claim are: (1) your employer disputing the reason for separation even if they gave you paperwork, (2) a discrepancy between what you reported and what your employer reported to EDD, or (3) an automated flag because of your wages or employment pattern. Since you said it was a mass layoff, there's actually a decent chance it got flagged simply because EDD received a high volume of claims from the same employer at the same time - that can trigger additional review. Keep filing your weekly certifications no matter what. If your claim is eventually approved, you'll receive backpay for all the weeks you certified. Don't stop even if it feels pointless.

0 coins

This is really helpful context, thank you. The mass layoff angle makes sense - there were probably 40-50 of us all filing at the same time. Is there anything I can actually DO to speed this up or is it just a waiting game?

0 coins

seconding the keep filing your certifications advice - this is crucial. I made the mistake of stopping after 3 weeks because I thought something was wrong and it created a massive headache when my claim finally went through

0 coins

Unfortunately there's not much you can do to speed up adjudication itself. What you CAN do is make sure your UI Online account has no pending tasks or documents requested - sometimes claims stall because EDD sent a request and the claimant missed the notification. Check under 'Notifications' and 'Upload Documents' tabs regularly.

0 coins

honestly your best bet at this point is just getting a live person on the phone because the portal tells you basically nothing. i was in pending for almost 6 weeks and the only reason i found out what was happening was because i finally got through to an agent. she was able to see notes on my claim that weren't visible to me at all online. the calling situation is brutal though. what worked for me was using Claimyr - it's a service that basically navigates the EDD phone system for you and holds your place, then calls you when an agent is available. I was skeptical but after my 8th failed attempt to get through manually I just tried it. Got a callback with a live EDD agent in a few hours. Site is claimyr.com and there's a demo video at https://youtu.be/JmuwXR7HA10 if you want to see how it works before trying it

0 coins

wait this actually exists?? calling has been an absolute nightmare. the getting disconnected right when someone picked up thing nearly broke me. going to look into this

0 coins

used claimyr too after weeks of failed calls. it's legit, got through to someone who actually looked at my claim in real time and told me exactly what was causing the hold

0 coins

sounds too good to be true tbh. how does it work exactly? does it just auto-redial or something?

0 coins

@2 it's more than auto-redial - it actually works through EDD's queue system. the video demo explains it better than i can. claimyr.com

ok so I work in HR and deal with EDD stuff from the employer side pretty regularly. when there's a mass layoff event - which is what yours sounds like - EDD sometimes groups those claims together for review. this can actually work in your favor eventually because once they process one they often process the batch, but the initial wait can be longer than a standard individual claim. the 'further review' language you're seeing is standard adjudication language. it does NOT mean you've been denied or that anything is wrong with your claim necessarily. it just means an EDD adjudicator has to sign off on it manually rather than it processing automatically.

0 coins

This is really good to know from an employer-side perspective. Did you happen to know if there's a way I could find out whether my former employer is disputing anything? That's one of my big fears.

0 coins

From the employer side, if we dispute a separation we have to respond to a specific EDD notice within a set timeframe. If your company filed a mass layoff notice (WARN Act) that actually often makes it EASIER to verify the separation reason, not harder. I'd ask your HR contact if they filed a WARN notice.

0 coins

didn't know employers had to respond to a notice - i always just assumed they could dispute anything anytime. good info

0 coins

mine took exactly 31 days from claim submission to first payment hitting my Bank of America debit card. i counted. no adjudication flag, just regular processing. the 3-5 week thing EDD says is roughly accurate for clean claims. yours is already at 19 days with a further review flag so your timeline is going to be longer unfortunately

0 coins

Yeah I'm resigning myself to this taking longer than 5 weeks at this point. Just hoping it doesn't stretch into 3+ months like some of the horror stories I've read.

0 coins

3 months would be unusual for a layoff claim with no real dispute. that kind of timeline is more for misconduct disqualifications or fraud investigations. you should be ok

0 coins

I want to address something because I see a lot of people panic about 'further review' - it doesn't automatically mean adjudication in the formal sense. Sometimes EDD just uses that language for claims that need a basic manual check. Actual adjudication (where you might need to participate in an interview or provide documentation) looks different - you'd typically receive a written notice called a Notice of Determination or a request for a phone interview. If you haven't received any written notices requesting information from you, your claim might just be in a manual processing queue rather than full adjudication. Check your UI Online message center AND your physical mail - EDD still sends some notices by mail and they can take 5-7 days to arrive after they're generated.

0 coins

I've been checking UI Online obsessively but honestly haven't been as careful about my physical mail. Going to make sure I'm watching for that. Thank you for the distinction between general review and actual adjudication - that's helpful.

0 coins

this is accurate - i got a notice in the mail that wasn't in my online portal at all. almost missed it. EDD's mail and online systems don't always sync well

0 coins

exactly @12 - the mail/portal sync issue is real and causes a lot of people to miss deadlines. physical mail is still very much part of EDD's process even though they have an online portal

0 coins

lmao spent 3 weeks trying to get through to edd before my roommate told me about claimyr and honestly it changed everything. got a rep on the line who pulled up my claim right there and told me there was a simple employer contact issue causing the hold - something that would have resolved itself in another 3 weeks anyway but knowing WHAT was happening made such a difference. claimyr.com is where i found it

0 coins

Knowing what's causing it would be huge. Even just knowing it's not something I did wrong would let me sleep at night honestly.

0 coins

yeah that was my main thing too - just the uncertainty was killing me. once the rep told me what was happening and that i wasn't disqualified i could actually relax and wait

0 coins

random question - you mentioned you're filing weekly certifications every Sunday. are you answering the job search questions correctly? i ask because a lot of people get tripped up on the 'did you look for work' questions and accidentally answer in a way that triggers a review. like if you put that you didn't look for work in a given week without having a valid exemption that can cause issues

0 coins

I've been answering yes to job search activities every week and logging 3 contacts per week as required. But now I'm second-guessing myself - is it 3 per week? I want to make sure I haven't messed anything up.

0 coins

The current California requirement is a minimum of 3 job search activities per week for most claimants. You can log them through the UI Online portal. Make sure each activity is a genuine employer contact or job application - EDD can audit these. Sounds like you're doing it right but always good to double check your records.

0 coins

yeah 3 per week is right, and make sure you're keeping your own records with dates/company names/contact methods because EDD has been doing more spot audits lately

0 coins

how long does it take for unemployment to review your claim really depends on whether your claim is 'clean' or not. my first time filing back in 2022 was totally clean, took maybe 3 weeks. second time two years later had some kind of flag and it was 9 weeks before i got anything. same job type both times. the difference was my second employer apparently submitted their quarterly wages late to EDD so there was a wage verification issue. nothing i did wrong, just bureaucracy

0 coins

Wage verification issue - interesting. My employer did have some turnover in their payroll department earlier this year. I wonder if that could have affected anything.

0 coins

definitely possible. EDD cross-references wages their end with what you report. if there's any mismatch they have to reconcile it before they can process your claim. usually resolves itself but adds time

0 coins

The absolute most important thing nobody is saying: did you get confirmation that EDD actually received your complete initial claim? Not just that you submitted it, but that they confirmed receipt with no missing information? I ask because I spent 4 weeks thinking my claim was in review when it actually had a technical error on submission that prevented it from fully registering. UI Online showed it as submitted but EDD's backend showed an incomplete filing.

0 coins

Oh no. How do I verify this? I have a confirmation number from when I submitted but I never got like an explicit 'your claim is complete and received' message.

0 coins

Log into UI Online and look for your Claim Summary page - it should show your benefit year begin date and an assigned claim number (different from your confirmation number). If both of those are there your claim was fully received. If you only have a confirmation number but no claim number that's a problem you need to call about immediately.

0 coins

Just checked - I do have both a benefit year begin date and a claim number. So it sounds like the claim was properly received. That's a relief at least.

0 coins

went through 7 weeks of this last year. what nobody tells you is that there are different 'lanes' inside EDD processing and depending on which lane your claim lands in wait times vary wildly. layoff claims technically should process faster than quit or misconduct claims but the manual review queue doesn't distinguish between them - everything goes into the same pool once it's flagged for any kind of human review

0 coins

this tracks with my experience. my layoff claim took almost as long as my friend's quit claim even though mine should have been simpler

0 coins

exactly. once you hit the manual queue you're in the manual queue regardless of claim type. the system is just not designed efficiently

0 coins

Update question for OP - have you received or are you eligible for any continuation of health insurance through your former employer (COBRA or similar)? I only ask because sometimes there are EDD interaction questions around benefits received from a former employer that can affect claim processing. Just want to make sure you haven't accidentally answered something in a way that flagged a question about employer-provided separation benefits.

0 coins

I'm on COBRA but I didn't report it as income because my understanding is COBRA payments come from me, not from my employer. Is that actually an issue? Now I'm worried I answered something wrong.

0 coins

You're correct - COBRA premiums you pay are NOT income and do not affect unemployment benefits. You answered correctly. I was more asking whether you received any severance, continuation pay, or extended benefits FROM the employer - those can affect timing of when unemployment starts. Since you have severance, that actually may be worth double-checking.

0 coins

This is an important point. Severance pay can affect your EDD benefit start date depending on how it's structured. If it's paid as a lump sum it's generally treated differently than continuation of salary. If EDD is trying to determine whether your severance constitutes 'wages in lieu of notice' that could absolutely be what's triggering the review on your claim.

0 coins

i dont want to be that person but i waited 11 weeks once and called every single day starting week 3 and got nowhere until i filed a complaint with my state assembly member's office. they have constituent services staff who can contact EDD on your behalf and it actually moves things. not saying you're at that point but if this goes past 8-9 weeks that's a real option

0 coins

I had no idea that was even an option. How do you file a complaint with an assembly member? Do you just contact their regular office?

0 coins

yes just look up your assembly member by zip code on the CA legislature website, call or email their district office and explain you have a pending EDD claim and ask for constituent services help. they have people specifically for this. kept it in my back pocket until week 8 but wish i'd done it sooner honestly

0 coins

the assembly member route is real and it works. i've heard multiple people say this moved their stalled claim faster than anything else. worth knowing about

0 coins

circling back because I want to flag something practical - when you DO eventually get through to an EDD agent (whether through calling yourself or using something like Claimyr), have your info ready before the call: social security number, claim/confirmation number, employer name and last day of work, and a specific question ready. agents have limited time per call and the more prepared you are the more useful the call will be. mine was able to look at my claim, identify the issue, and tell me estimated resolution time in under 10 minutes because I had everything ready

0 coins

Really good practical advice. I'll put together a little cheat sheet before my next attempt. What's the best time of day to try calling if I'm going it alone?

0 coins

Tuesday-Thursday right at 8am when they open tends to have the shortest waits from what I've heard. Mondays are brutal, Fridays can be okay. But honestly at this point with everything going on with EDD call volume I'd just use Claimyr rather than the call lottery - claimyr.com saved me probably 15 hours of hold time across what I was spending every week

0 coins

8am on Tuesday is the conventional wisdom and it does help but even then there are no guarantees. call volume is just unpredictably high

0 coins

something that helped me understand the timeline better: California EDD's target is to process 85% of claims within 21 days. that sounds good until you realize 15% of claims take much longer and if you get flagged for any kind of review you almost certainly land in that 15% bucket. 'further review' basically means you've exited the normal processing track.

0 coins

That context is genuinely useful even if it's not what I wanted to hear. At least I understand why the 3-5 week advertised timeframe doesn't apply to my situation.

0 coins

yeah the advertised timelines are for the standard track. once you're in manual review the timeline is basically 'when we get to it' which is why getting a human on the phone to check status matters so much - they can sometimes see where you are in the queue

0 coins

just want to share a win because this thread is getting heavy - my claim was in 'further review' for 6 weeks and then one day I woke up and all my pending weeks had paid out simultaneously, backdated. no explanation, no call, just suddenly money in my account and all statuses showing 'paid.' whatever was holding it up apparently resolved on its own. so sometimes the system does work even if it takes forever

0 coins

This is the kind of outcome I'm hoping for. Did you do anything differently or did it truly just resolve on its own?

0 coins

truly on its own as far as I can tell. I had called a couple times without getting through, so maybe someone saw my claim during one of those queue entries? no idea. just keep filing certifications and it can resolve

0 coins

same thing happened to me - sudden batch payment with no explanation. i think when adjudication resolves they just process all the back weeks automatically

0 coins

the backdated batch payment thing is so common. weeks of nothing then suddenly multiple weeks hit at once. good to know going in so you're not confused when it happens

0 coins

OP I know you're probably exhausted by this thread at this point lol but one more thing - make sure your bank account linked to your EDD debit card or direct deposit is active and in good standing. I've seen people go through the whole process only to have payment fail at the final step because of an account issue. Just a quick sanity check to avoid a whole new problem after all this waiting

0 coins

Ha, definitely not exhausted - this thread has been more helpful than anything I've found anywhere else. Good call on the bank account - I'm set up for direct deposit and the account is active. Will double check it though.

0 coins

alright OP here's my final take having been through this twice: the review process for unemployment claims at California EDD when there's any flag involved takes anywhere from 4-10 weeks realistically. your situation (mass layoff, no separation dispute that you know of, correctly filed weekly certs) sounds like it should resolve on the shorter end of that range. the main action items are: keep filing weekly certifications without fail, check portal AND physical mail for any notices, try to get a live agent on the phone to check status (Claimyr at claimyr.com is honestly the easiest way to do that right now given call volumes), and know that the assembly member constituent services option exists if this drags past 8 weeks. you're doing everything right.

0 coins

Thank you - and thanks to everyone in this thread. This is exactly the kind of realistic picture I needed. I'll keep filing, keep watching my mail, try to get through to an agent to at least confirm what's going on, and try not to spiral in the meantime. Will update the thread when something moves.

0 coins

good luck - come back and update us. threads with updates help the next person who goes through this

0 coins

rooting for you OP. the waiting is genuinely hard but you're doing the right things

0 coins

update us when it resolves - these threads are genuinely useful for people searching this exact question later
