Do furloughed employees have to look for work while on unemployment in California EDD?
So I got furloughed from my warehouse job about two weeks ago and my supervisor told me the company plans to bring everyone back once things pick back up but there's no set date yet. I filed my California EDD claim and started getting benefits, but now I'm seeing the weekly certification asking about job search activities and I'm genuinely confused. Do furloughed employees have to look for work while collecting unemployment in California? I don't WANT to go find another job because I'm planning to return to my current employer when they call me back. But I also don't want to lie on my weekly certifications or get disqualified for not doing job searches. I've read some conflicting stuff online. Some places say if you're on a temporary furlough you might qualify for standby status which waives the job search requirement. Other places say you still have to look for work no matter what. My employer never mentioned anything about standby and I have no idea if they even filed anything with California EDD on my behalf. Has anyone dealt with this situation before? Like do I need to be out here applying to random jobs even though I'm fully expecting to be recalled? What happens if I don't do the job searches and it turns out I was supposed to?

Great question and this trips up a LOT of furloughed workers. Here's the deal with California EDD and job search requirements for furloughed employees: If your employer set you up on **standby status** with California EDD, then YES your job search requirement is waived. Standby is specifically designed for temporary layoffs and furloughs where the employer expects to recall workers. Under standby, you certify weekly, collect benefits, and do NOT have to submit job search contacts. HOWEVER - standby doesn't just automatically happen. Either your employer has to request it, or you can request it yourself when filing or during your claim. The key requirements are: - Your employer must expect to recall you within 60 days - The layoff must be temporary in nature - You must be available to return when called If standby was NOT set up on your claim, then technically yes, you are required to do job searches. California EDD currently requires 3 job search contacts per week for most claimants. I'd strongly recommend calling California EDD to check whether standby is noted on your claim. That's the most important thing you need to find out right now.

AuthorThis is really helpful thank you. So the question is whether standby is already on my claim or not. My employer never mentioned anything to me about filing for standby on my behalf. Is there any way to check my claim status online to see if standby is listed?

You can log into UI Online and look at your claim details but honestly the standby designation isn't always clearly visible on the claimant-facing side. Calling is really the most reliable way to confirm. When you certify weekly it should also ask you a question about whether you expect to return to your employer which is kind of a soft indicator but not definitive.

Also worth noting - even if standby isn't on your claim YET you can request it retroactively in some cases if your situation clearly meets the criteria. Don't just assume you're stuck either way.

i was furloughed last year and went through this exact thing. my employer never set up standby for any of us and california edd still expected job searches. i found out the hard way when i got flagged during an audit. nothing terrible happened but i had to backfill documentation for the weeks i hadn't properly logged contacts. not fun. just do the 3 job search contacts a week to be safe until you can get standby confirmed. you can contact your old employer, check their website for postings, apply to one place per week just to have it on record. keep a log with dates, company names, position titles, method of contact. california edd can ask for that at any time.

AuthorUgh that sounds stressful. So even during a furlough you can list your current employer as a job search contact? Like checking in with them about your recall date?

CosmicCowboy
honestly i'm not 100% sure if contacting your own furloughing employer counts as a valid job search contact. i wouldn't risk it as your ONLY contact. mix it in with actual outside applications just to be safe

Amina Diallo
Yeah definitely don't rely solely on contacting your own employer. California EDD's definition of a job search contact is reaching out to a DIFFERENT employer about potential employment. Include at least 2 outside contacts per week.

This. Cover yourself with real outside contacts. It takes like 15 minutes to submit 3 applications online per week. Not worth risking your benefits over.

OK so the whole standby vs job search thing was confusing me too when I got furloughed from my restaurant last spring. I literally could not get anyone on the phone at California EDD to answer my question for TWO WEEKS. Kept getting the busy signal or getting disconnected after holding forever. Someone in another forum mentioned Claimyr and it honestly saved me so much frustration. It basically gets you connected to an actual California EDD phone agent without you having to sit there redialing for hours. I got through within the same day I signed up. The agent confirmed I did NOT have standby on my claim and helped me request it right there on the call. You can check it out at claimyr.com - there's also a video showing how it works at https://youtu.be/JmuwXR7HA10 For a situation like yours where you genuinely need a yes or no answer from California EDD about your standby status, it's worth it to actually talk to someone instead of guessing.

FURLOUGHED WORKERS SHOULD AUTOMATICALLY GET STANDBY AND NOT HAVE TO JOB SEARCH THAT IS THE WHOLE POINT OF THE FURLOUGH DESIGNATION sorry for caps but this misinformation drives me crazy. california edd has a specific program for this. why is the system so bad at communicating this to people?? like you'd think when someone marks that they were furloughed by a specific employer expecting recall, the system would just... flag it for standby review automatically. but NOPE. you have to know to ask for it. classic california edd.

Keisha Johnson
You're mostly right that standby SHOULD be the standard handling for furloughs but unfortunately it's not automatic. The employer can request it, the employee can request it, or in some cases an EDD interviewer can approve it during initial claims review. But none of that happens without someone actively requesting or triggering it.

right and most workers don't even know standby exists until they stumble across a forum like this one. meanwhile california edd is out here disqualifying people for not doing job searches they didn't know they had to do. love this system.

this happened to my coworker. got hit with a disqualification notice weeks after the furlough because standby was never set up. had to go through the whole appeal process. nightmare.

Quick practical tip while you're sorting out the standby question: document EVERYTHING right now. Screenshot your UI Online claim status page, save all your certification confirmations, and if you do end up doing job searches in the meantime, log them immediately - don't rely on memory later. California EDD has been auditing claims more closely in 2025 and having clean records protects you whether you end up with standby approved or not. I kept a simple spreadsheet with date, company name, job title, application method, and any response received. Takes five minutes a week and saved me when I got a random audit notice six months later.

AuthorReally smart advice. I've been sloppy about documentation so far. Going to start a spreadsheet today.

what do you put for application method? like is 'submitted online' enough or do you need to include the actual website URL?

Isabella Costa
I always included the website or job board (Indeed, LinkedIn, company's own website, etc.) and the specific URL of the job posting when possible. Whether required or not, more detail is always better if you ever get audited.

wait i'm confused about something. my boss also furloughed me and said it was 'indefinite' meaning no set return date. does standby still apply or is it only for furloughs with a specific recall date? cause if there's no date that sounds less temporary to me
0 coins
Keisha Johnson
Great question and this matters a lot. California EDD's standby program technically requires a reasonable expectation of recall within 60 days. If your employer said 'indefinite' with no timeline, EDD may not approve standby because there's no confirmed temporary nature to the layoff. In that case you'd likely be treated as a regular unemployed claimant with full job search requirements.
0 coins
Freya Christensen
ugh that's what i was afraid of. my boss literally said 'probably a month or two but we're not sure' - is 'probably' enough to qualify?
0 coins
Keisha Johnson
It might be enough if your employer can verify it in writing. A letter from your employer stating they anticipate recall within 60 days can support a standby request even without a hard date. Definitely worth asking your employer for written documentation and then calling California EDD.
0 coins
Natasha Orlova
Yes the employer letter is key. I went through this and having even a brief email from my manager saying 'we expect to bring you back within 8 weeks pending business conditions' was enough to support my standby approval.

i honestly just did the job searches to be safe even tho i was expecting to be called back. applied to a couple places per week on Indeed, took 20 mins max, and when my employer recalled me 5 weeks later I just stopped filing. never had any issues and didn't have to worry about whether standby was approved or not
0 coins
Yara Sayegh
AuthorThat's probably the low-stress approach honestly. Just do the searches in the meantime and get the standby question sorted out when I can actually reach someone at EDD.

Omar Farouk
yeah exactly. the job searches are kind of a pain but it's way less stressful than worrying about whether you're doing something wrong. and who knows, maybe you find something better before recall happens lol

ok so I work in HR and deal with California EDD stuff regularly so let me clarify a few things I've seen in this thread: 1. Standby is NOT automatic. Ever. An employer must submit a request OR a claimant must request it during certification or by calling. 2. The 60-day window is a guideline, not a hard cutoff. EDD can approve standby extensions if the situation warrants. 3. Furlough does NOT equal standby from EDD's perspective. The furlough is between you and your employer. Standby is a designation on your EDD claim that modifies your eligibility requirements. 4. If you're furloughed and standby is NOT on your claim, you MUST complete job search activities or risk disqualification. The original poster needs to call EDD or log in and check their claim status. This is the most important thing right now.

Yara Sayegh
AuthorThank you for this clear breakdown. I had no idea furlough and standby were separate things. My employer absolutely did not mention anything about filing for standby with EDD.

Malik Thomas
This is exactly the problem. Employers furlough workers, workers assume california edd knows it's temporary, and no one files the standby request. then workers get disqualified for not job searching. the system requires everyone to know information they're never told.
0 coins
NeonNebula
Unfortunately that's accurate. Employers are supposed to provide notice about the unemployment process when furloughing workers but in practice many don't explain standby at all. It falls on the claimant to figure out.

Side note for OP - even if you DO end up doing job searches during your furlough, you are NOT obligated to accept a job offer if you receive one before your recall date. As long as you're genuinely looking, you maintain eligibility. If someone offers you something and you decline without good cause THEN you can get disqualified. But actively searching doesn't mean you have to abandon your recall.
0 coins
Yara Sayegh
AuthorOh that's actually really reassuring. I was worried that if I started applying and somehow got an offer I'd be in a weird spot. Good to know I have some protection there.
0 coins
Amina Diallo
Exactly. 'Able and available' to work doesn't mean you must take the first thing that comes along. You can decline offers that aren't suitable given your expected recall situation, pay requirements, commute, etc. EDD evaluates whether your reason for declining was reasonable.
0 coins
Paolo Longo
This is technically true but I'd be careful. If you're declining multiple offers over multiple weeks EDD may start questioning your availability. One or two declines with documented reasoning is fine. Declining every offer consistently looks suspicious.

tried calling california edd about my own claim status today and sat on hold for 2 hours before getting disconnected. this is after two previous failed attempts this week. it's insane that we can't even get basic yes/no answers about our own claims without this level of effort

That's exactly what I was dealing with before I found Claimyr. Honestly for a specific claim question like 'is standby on my claim' you really do need to speak to a live agent. Does anyone know if the job search requirement is different for part time workers who got furloughed? I was only working 25 hours a week and now collecting partial unemployment. Do I still need to do 3 contacts per week or is it scaled somehow?
0 coins
Keisha Johnson
The standard job search requirement in California is 3 contacts per week regardless of whether you're on full or partial UI benefits. The requirement doesn't scale with your hours. However, if you're on partial unemployment because you still have SOME work, that situation has its own rules around availability and job search that get more complicated. Are you completely off work or still working reduced hours?
0 coins
Ravi Malhotra
completely off work right now, it's a full furlough. so i guess 3 contacts per week applies to me the same as everyone else then
0 coins
Keisha Johnson
Correct. 3 contacts per week, document them, and look into standby if your employer expects to recall you.

My furlough situation got really messy when I had an EDD phone interview about my eligibility and the interviewer seemed to have NO IDEA how standby was supposed to work. She kept saying I needed to look for work and when I mentioned standby she put me on hold for like 8 minutes and came back still confused. Eventually approved me but it took three weeks of phone tag to sort out. Point being: even when you DO reach someone at California EDD, not every agent knows the nuances of standby status. If the first agent you reach seems unsure, ask to speak with a supervisor or call back and try again. You want someone who confirms in clear terms that standby is noted on your claim.

Yara Sayegh
AuthorThis is a bit discouraging to hear honestly. I assumed if I could just get through to someone they'd sort it out quickly.

It often does go smoothly! I just had a difficult experience. The majority of EDD agents do know standby procedures. Just know that if you get someone uncertain, you have the right to request escalation or a callback from a supervisor.
0 coins
NeonNebula
Yes this. California EDD agents vary wildly in their depth of knowledge on specific programs. Standby is a legitimate option that any supervisor should be able to confirm or apply. Don't give up after one confusing call.

quick update just to add this - i went through the whole standby situation last year and wanted to share what the actual UI Online certification questions look like when standby IS on your claim. instead of asking for job search contacts, it just asks if you're still expecting to return to your employer. that's how you know standby was approved. if your weekly cert is still asking for job search contact names and dates, standby is NOT active on your claim.
0 coins
Yara Sayegh
AuthorOh this is really helpful. I just certified for my second week and it definitely asked for job search contacts. So standby is not active. I need to get this sorted.

Yeah that's your confirmation. Call EDD and specifically ask to have standby added to your claim. Have your employer's name ready, your expected recall date if you have one, and any written communication from your employer about the furlough.

honestly the amount of information a regular person has to know to correctly navigate a california edd furlough claim is absurd. standby requests, job search documentation, certification question interpretation... none of this is explained anywhere obvious when you file. you basically have to stumble across forums like this one to figure it out.

UPDATE: I finally got through to California EDD today. I used Claimyr after seeing it mentioned in this thread and honestly it was much faster than my solo attempts had been. The agent confirmed standby was NOT on my claim and helped me request it right then. She said she'd flag it for review and I should see an update in UI Online within 5-7 business days. She also told me to keep doing job searches in the meantime until standby is officially confirmed, which lines up with what people here said. Going to keep logging contacts this week just to be safe. Thank you all so much for the information in this thread. I had no idea furlough and standby were separate things before posting here. Will update again when standby is confirmed.

One thing nobody has mentioned - if you DO get a job while waiting for standby to be confirmed (or if standby gets denied), and your old employer then recalls you, you can stop claiming unemployment at that point. You're not locked in. The furlough situation is fluid and California EDD understands people's employment statuses change.

So to summarize this thread for anyone who finds it later: - Furloughed employees are NOT automatically exempt from California EDD job search requirements - You need standby status specifically on your EDD claim to waive job search requirements - Standby requires employer expectation of recall within ~60 days - Standby is not automatic - someone has to request it (employer or you) - If standby is NOT on your claim, do 3 job search contacts per week and document them - You can tell standby is active when UI Online stops asking for job search contacts during certification - Call California EDD to check your standby status if unsure
