Can I apply for unemployment with California EDD? Not sure if I qualify
So I just got let go from my job last Friday and I'm trying to figure out if I can apply for unemployment through California EDD. I worked at a logistics company for about 2 years and they said it was a 'workforce reduction' which I'm pretty sure just means layoff. I have no idea how any of this works and honestly the EDD website is overwhelming. I don't even know where to start or what questions they're going to ask me. Do I qualify just because I got laid off? Does my work history matter? I've never filed for unemployment before and I'm kind of freaking out because rent is due in three weeks. Any help would be really appreciated.

Yes, you can absolutely apply for unemployment if you were laid off due to a workforce reduction. That's actually one of the clearest paths to approval because you were separated through no fault of your own, which is the main eligibility requirement. Here's what California EDD looks at: your base period earnings (basically your wages over the past 18 months), whether you're able and available to work, and whether you're actively looking for new jobs. With 2 years at a company, you almost certainly earned enough to qualify for benefits. Go to edd.ca.gov and file your UI Online claim as soon as possible because benefits generally don't start until after you file, they don't backdate to when you lost your job.

AuthorThank you so much, this is really helpful. Do I need to do anything before I file or can I just go straight to the website?

You can go straight to UI Online at edd.ca.gov. Just have your Social Security number, employment history for the past 18 months, your employer's name and address, and your last day of work ready. The whole application takes maybe 45 minutes.

also make sure you know your gross wages not net, they ask for before tax amounts

Just went through this exact situation two months ago. Got laid off from a warehouse job I'd been at for 3 years. Filed on a Monday and got my approval letter about 10 days later. The process is pretty straightforward when it's a clear layoff. The thing that tripped me up was the base period calculation - EDD looks at wages earned from roughly 5 to 17 months before you file, not the most recent months. Kinda weird but that's how they calculate your weekly benefit amount. Definitely file NOW though, the sooner the better.

AuthorWait so they don't count my most recent paychecks? That seems strange

Yeah I know it's confusing. The standard base period is the first four of the last five completed calendar quarters. But if you don't qualify under that, they'll automatically check an alternate base period that includes more recent wages. So you should be fine either way.

same happened to me they used the alternate base period and I still qualified no problem

One thing worth knowing - after you file your initial claim, there's typically a waiting week before benefits start paying out. You still need to certify for that week, you just won't receive payment for it. After that you'll certify every two weeks through UI Online or by phone. Also, EDD will contact your former employer to verify the reason for separation. Since it was a layoff they're not going to fight it, but just be accurate when you describe the separation reason on your application.

AuthorWhat does certifying mean exactly? Is that like proving I'm still unemployed?

Lucas Turner
Certifying is basically confirming every two weeks that you're still unemployed, able to work, and actively looking for jobs. You answer a series of yes/no questions through UI Online or the EDD phone system. It's required to keep receiving payments - if you skip a certification period you can lose those benefits for that week.

don't forget the job search requirements!! you have to look for work and keep a log of your contacts. california requires a certain number per week

Lucas Turner
Good point. California EDD requires claimants to make at least one job search contact per week during most weeks. You need to keep records of your search activities because EDD can ask to see them during random audits.

I was in your shoes about six months ago and I remember how stressful the whole thing felt. I want to add - if your claim ends up going to adjudication for any reason (which sometimes happens randomly or if EDD has questions about your separation), don't panic. It just means they need more info. BUT you'll probably need to actually talk to an EDD agent to resolve it quickly. The phone lines are notoriously brutal. I spent two full weeks trying to get through before someone on a forum like this mentioned Claimyr. It's a service at claimyr.com that basically gets you connected to an actual EDD agent without the endless hold music and disconnections. Saved my sanity honestly. There's even a demo video at https://youtu.be/JmuwXR7HA10 that shows how it works.

Ella Russell
AuthorOh wow I didn't even think about adjudication. Is that common for regular layoffs?
0 coins
Anna Stewart
For a clean workforce reduction layoff it's less common but it does happen. Sometimes the employer disputes the reason or EDD just flags it randomly. Just good to know your options before you hit that wall.

seconded on the phone line struggle. called 47 times in one day and never got through. edd phone system is a nightmare

okay so I was also confused about this when I first applied but here's the basic eligibility checklist: 1) you earned enough wages during your base period, 2) you lost your job through no fault of your own, 3) you're physically able to work, 4) you're available to work, 5) you're actively looking for work. A layoff hits #2 automatically. The wage requirement is usually not an issue if you worked full time for 2 years. So honestly you should qualify no problem. Just file as soon as you can because every day you wait is potentially money you're not getting.

AuthorThis makes me feel so much better thank you. So I don't need to like... prove I was laid off with documentation?

EDD verifies directly with your employer. You don't need to submit paperwork proving the layoff yourself, you just need to accurately describe the separation when you apply. If your employer confirms it was a reduction in force you're golden.

just make sure you get a separation notice or final pay stub before you leave the workplace, not required for the application but useful to have

can i ask a dumb question - does the amount they pay you depend on what you were earning? like my friend got $450 a week and I got like $280 so I'm confused why its different
0 coins
Mohammed Khan
Not a dumb question at all. Your weekly benefit amount is calculated as roughly 60-70% of your average weekly wages during your base period, up to a maximum. The current maximum weekly benefit in California is $450. So if your friend earned more during their base period they'd get more, up to the cap.
0 coins
Kai Rivera
ohhhh okay that makes sense. so higher earners get more up to a point
0 coins
Nathan Kim
Exactly. And the minimum is pretty low so even part time workers can qualify for some benefit amount. The EDD website has a benefits calculator you can use before you even file to get an estimate.

I have to be honest this thread is making me realize I made a mistake when I filed last year. I quit my job and just assumed I wouldn't qualify so I never applied. Turns out there ARE situations where you can get unemployment after quitting, like if you left for good cause related to the job. Wish someone had told me that before I just gave up on it. For OP though a layoff is way cleaner, you definitely should apply.
0 coins
Ella Russell
AuthorWait seriously? You can sometimes get unemployment after quitting? I had no idea
0 coins
Kaylee Cook
Yeah it's called quitting for good cause and it covers things like unsafe working conditions, significant reduction in pay or hours, harassment the employer failed to address, things like that. It's harder to prove than a layoff but it's not automatic disqualification like a lot of people think.
0 coins
Eleanor Foster
this is the misinformation that spreads tho. most quits DO get denied. the good cause exception is real but narrow. don't go quit your job thinking you'll get benefits
0 coins
Kaylee Cook
Fair point. I'm not saying quit and expect benefits - just saying if you're already out of a job due to circumstances that might qualify, it's worth applying rather than just assuming no.
0 coins
Layla Sanders
OP just file NOW seriously. Every week you wait is a week of benefits you can't get back. The waiting week already costs you one payment, don't add more to that by procrastinating. The UI Online application takes less than an hour and you can do it any time day or night.

Good luck! Make sure to set up your Bank of America EDD debit card preference or direct deposit while you're in there so you don't have to wait for the card to arrive by mail.

Something else worth knowing for after you file - California EDD will send you a Notice of Unemployment Insurance Award if you're approved, which shows your weekly benefit amount and the total award available to you. Keep that document. It's useful for understanding what you're entitled to and also sometimes required when applying for other assistance programs while you're job hunting.
0 coins
Ella Russell
AuthorDo they send that by mail or email?
0 coins
Lucas Turner
It will show up in your UI Online inbox and they'll also mail a physical copy. I recommend checking your UI Online account regularly because sometimes notices don't trigger email alerts and you don't want to miss something time-sensitive like an interview notice or document request.
0 coins
Anna Stewart
This is super important - I almost missed an interview notice because I wasn't checking my online inbox. Those things have tight deadlines and if you miss it your claim can get denied or delayed significantly.

the job search requirement trips up so many people including me when i first filed. you HAVE to look for work every week you certify. california edd requires at least one employer contact per week. just emailing your resume to a job posting counts. keep a simple spreadsheet with date, company, position, how you applied. edd can audit you randomly and ask for your records
0 coins
Ella Russell
AuthorIs there a specific form EDD gives you for tracking job searches or do you just make your own?

make your own is fine. just needs date, employer name, position, method of contact. i used a simple google sheet. never got audited but glad i had records just in case

Some people use CalJOBS which is the state's job search website and it automatically logs your job search activity there. It's connected to EDD so it can be convenient.

anyone know if you can work part time while on unemployment? my cousin said she was working like 15 hours a week and still collecting but I thought that was not allowed
0 coins
Mohammed Khan
Yes, you can work part time and still receive partial unemployment benefits. If you work and earn less than your weekly benefit amount plus $25 (or 25% of your weekly benefit, whichever is higher), you'll receive a reduced payment. You MUST report all earnings when you certify though - not reporting wages is fraud and EDD catches it.

Oliver Alexander
oh interesting okay so she wasn't doing anything wrong. I assumed it was all or nothing
0 coins
Nathan Kim
Yeah the partial benefits thing is really useful for people who can find gig work or temp work while job hunting. Just be totally transparent when you certify about what you earned that week.

Eleanor Foster
the earnings calculation is a little complicated but EDD walks you through it during certification. just report honestly and let them do the math

I got denied the first time I applied even though I was laid off. Turned out I put the wrong reason code for separation or something. Had to appeal the denial which added like 5 weeks to the whole process. Really stressful. Make sure when you're filling out the application you take your time and read each question carefully especially the part about why you separated from your employer.
0 coins
Ella Russell
AuthorThat sounds awful. How does the appeal process work if something like that happens to me?
0 coins
Lara Woods
You get a Notice of Determination in the mail saying if you're approved or denied and the reason. If denied you have 30 days to file an appeal. The appeal goes to the California Unemployment Insurance Appeals Board. I had to do a phone hearing where both me and my employer could tell our sides. It was nerve-wracking but I won.

During my adjudication mess I really needed to speak to an EDD agent to clarify what was wrong. The phone system was impossible but Claimyr at claimyr.com got me connected to an actual human within a reasonable time. Highly recommend having that option in your back pocket if your claim hits any snags.

quick tip - when you set up your UI Online account use a personal email not a work email. seems obvious but someone in another forum said they lost access to their EDD account after getting laid off because they used their work email and IT locked them out

I work in HR and just want to confirm a few things for this thread: workforce reductions and layoffs are considered non-disqualifying separations under California UI law. The employer has the burden to show the claimant was discharged for misconduct if they want to fight the claim. A simple layoff? They won't fight it and EDD approves these routinely. OP you have nothing to worry about on the eligibility side.
0 coins
Ella Russell
AuthorHaving someone in HR confirm this is so reassuring. I was worried they might try to say something bad about me to EDD.
0 coins
Molly Chambers
Totally understandable worry but for a workforce reduction there's no incentive or legal basis for the employer to dispute. The unemployment insurance system is literally designed for situations like yours.

this is good info. my friend was scared to file because she thought her boss would say mean things about her but the employer can't just make stuff up - there are consequences for that

ugh I remember when I first had to apply and I sat staring at the EDD website for like two hours too afraid to start. once you actually get into the application it's not as scary as it looks from the outside. just go section by section, answer honestly, and don't overthink it

one more thing nobody mentioned - if you have any vacation pay or PTO payout from your last employer that affects when your benefits start. EDD treats certain types of severance and payout differently. if your former employer is paying out unused vacation as a lump sum that may count as wages for UI purposes and could push back the start date of your benefits
0 coins
Ella Russell
AuthorOh no they did pay out my remaining PTO. Does that mean I have to wait longer?
0 coins
Eleanor Foster
It depends how your employer categorizes it and how EDD handles it in your specific case. Sometimes it's an issue sometimes it isn't. When you file just accurately report any payments you received at separation and let EDD make the determination. If it does cause a delay it's not the end of the world.
0 coins
Lucas Turner
If you're unsure about how your PTO payout will affect your claim and you want clarification from EDD before or after filing, that's a good time to try reaching them by phone. The main EDD number is always swamped but some people have had luck using tools like Claimyr - claimyr.com - to actually get an agent on the line. They also have a video at https://youtu.be/JmuwXR7HA10 explaining how it works.

does anyone know if it matters what industry you worked in? like I keep hearing tech layoffs are treated differently but that seems made up to me
0 coins
Mohammed Khan
Industry doesn't matter for California UI eligibility. The rules are the same whether you worked in tech, logistics, retail, healthcare, whatever. A layoff is a layoff. The only thing that changes your specific benefit amount is your prior wages, not your industry.
0 coins
Eli Butler
okay yeah that makes sense I figured it was a myth

Confirmed - California UI law doesn't have industry carve-outs for eligibility. Some industries have different union arrangements or negotiated severance but the underlying UI eligibility rules are uniform.

filed my claim last week still waiting. how long does it usually take to hear back from EDD after you apply? its been 6 days and nothing in my UI Online inbox yet
0 coins

Usually takes about 10-21 days for a determination in a standard case. 6 days is still within normal range, sit tight. Check your UI Online inbox daily and also watch your physical mail because some correspondence only comes by mail.

okay thank you. I'm so anxious about it. trying not to refresh UI Online every 5 minutes

The waiting is the worst part. If it goes past 3 weeks with no determination and nothing in your inbox, that might be a sign to call EDD and check on the status. Use every tool available to get through to an agent if needed - the standard hold times can be brutal.

I just want to throw in that you should screenshot or save every step of your application as you go through UI Online. Take notes on dates, confirmation numbers, everything. Sounds paranoid but EDD's online system has glitches sometimes and if something goes wrong having documentation of what you submitted and when can be a lifesaver during any dispute

Also save the confirmation email you get after submitting. And set up text alerts if UI Online offers them so you know when something changes on your claim.
