< Back to California Paid Family Leave

EDD maternity leave benefits still MIA after transitioning from Kaiser SDI to PFL - filed in February, it's JUNE!

I'm at my wit's end with EDD! I filed for pregnancy disability through Kaiser back in February (had my baby in March), and my leave officially ended on 4/23. I received confirmation with an R number and even got assigned a processing number, but ZERO actual payments have arrived. It's now JUNE for crying out loud! I've tried calling EDD literally 30+ times over the past few weeks but either get disconnected or sit on hold until the office closes. I can't physically go to an EDD office because I'm home with a newborn and no childcare yet. I thought Kaiser was supposed to make this process easier?? I've already transitioned to baby bonding PFL and haven't seen a single dollar from either benefit. Our savings are completely drained, and I'm starting to panic about rent next month. Has anyone else experienced this ridiculous delay with Kaiser disability claims? Did you eventually get paid? I'm desperate for advice on how to actually speak to a human being at EDD!

The EXACT same thing happened to me with Kaiser SDI in 2024. R number, processing number, then nothing for months. It turned out they had put a "flag" on my account because I had worked partial hours during one week of my pregnancy (doctor appointment scheduling mistake). I had to speak to a claims specialist to clear it up. Have you checked your online account to see if there's any notification about issues with your claim? Sometimes they don't actually notify you if there's a problem.

Thanks for the reply! I've checked my online portal obsessively and there's nothing indicating any issues. Everything just says "pending" with no explanation. Did Kaiser eventually process your claim? I'm seriously losing my mind here.

July?? That's insane! Did she do anything special to finally get through to someone? I've been calling daily but no luck so far.

This is unfortunately very common with the Kaiser/EDD process. Two important things to check: 1. Did Kaiser actually submit all required medical documentation? Call Kaiser's disability department directly (not your doctor) to confirm. 2. There's often a coding issue when transitioning from SDI (pregnancy disability) to PFL (baby bonding). Your R number should have different claim ID numbers for each phase, and sometimes the second phase gets stuck. To resolve this, you MUST speak with an EDD claim specialist, not just a general representative. The regular EDD phone lines won't help. You need to specifically request a "claim specialist callback" when you do reach someone.

Thank you for this detailed response! I didn't realize I needed to specifically ask for a claim specialist callback. I'll try Kaiser's disability department tomorrow to make sure they submitted everything. Do you happen to know if there's a direct number for the claim specialists at EDD?

Try Claimyr to reach EDD! After weeks of frustration with my maternity leave claim (similar situation as yours), I discovered this service that actually gets you through to an EDD representative. It cost money but was 1000% worth it since I was missing thousands in benefits. Got through in 20 minutes after weeks of failed calls. Check out the demo at https://youtu.be/DOLxZQb92wM?si=6N1iCQ3a8Cdb2Ay5 and their website is claimyr.com. Seriously saved my sanity during my maternity leave nightmare.

Is this legit? Feels sketchy to pay money just to talk to a government agency we should be able to reach normally. Has anyone else used this service?

I used it last month when my baby bonding PFL was stuck in pending for 7 weeks. It's actually legitimate - they use a business line that has priority routing. Got through to EDD in about 25 minutes when I had been trying for weeks without success. The rep was able to fix a coding issue on my claim immediately and I had my payment within 3 days. Not affiliated with them at all, just another desperate mom who needed her benefits!

Thank you both for the suggestion! At this point I'm willing to try anything. I'll check it out today. Just want this nightmare to be over so I can actually focus on my baby instead of financial stress.

The REAL issue here is that EDD is DELIBERATELY understaffing their phone lines to save money while new parents SUFFER!!! I've been through this THREE TIMES with three different kids and it gets WORSE every time! The system is BROKEN BY DESIGN. They hope you'll just give up and go back to work without collecting your LEGALLY ENTITLED BENEFITS. I've worked in HR for 20 years and I see this ALL THE TIME!!!

this!!! 👆👆👆 my friend works at edd and says they literally tell staff to process the easy claims first to get their numbers up and complicated ones just sit there for months!!!

Hi again - one more thing to check: did you verify that both your pregnancy disability claim AND your baby bonding PFL claim were filed correctly? They're actually two completely separate claims that must be filed separately. Many people assume that one automatically transitions to the other, but you needed to file a DE2501F for the pregnancy disability portion first, then a separate DE2508 form for the PFL baby bonding portion. Kaiser only handles certifying the disability portion, not the PFL portion. If you haven't explicitly filed for PFL with form DE2508, that might explain why you're seeing zero payments for the baby bonding period.

Oh no... I think this might actually be the problem. Kaiser's disability department told me everything would transition automatically after my 6 weeks of disability. I don't think I ever submitted a separate DE2508 form for the baby bonding portion. Is it too late to file it now? Will I lose those weeks of benefits?

You can still file for PFL baby bonding! You have 12 months from your child's birth to claim those 8 weeks of benefits. File the DE2508 immediately through your SDI Online account. As for your pregnancy disability portion, that's the more urgent issue since the timeframe is more limited. Definitely try calling Kaiser's disability department first (their number should be on your paperwork) to verify they properly certified your claim. Then use one of the methods suggested above to reach EDD directly about the SDI portion. Keep us updated on your progress!

I just filed the DE2508 for baby bonding and called Kaiser's disability department. They confirmed they submitted everything on their end for the disability portion back in March! So frustrating that EDD seems to have just lost it or something. I'm going to try Claimyr tomorrow to speak with someone directly. Thank you all for your help - I'll update once I get this resolved!

My sister went through something similar and finally got her money after contacting her state assemblyperson's office!! They have special liaisons who deal with EDD issues. Worth trying if the other suggestions don't work. Good luck mama!!
