EDD SDI denial for out-of-state pregnancy claim - appeal help needed!

I'm currently living in Nevada but worked in California until my maternity leave started in February 2025. I mailed in my SDI pregnancy claim since I can't access the online system as a non-resident. After waiting 4 weeks, I finally received my Notice of Computation, which showed I'd qualify for $1,250 weekly benefit. Then I got a request for address verification, which I promptly returned with my Nevada utility bill and driver's license. Today I received a denial letter saying I failed to submit required documents! I'm 35 weeks pregnant and panicking about finances. Two questions: 1. What EXACTLY do I need to include in my appeal? I sent exactly what they requested (address verification and ID) - what else could they possibly want? 2. The denial letter says I need to "continue certifying" - but how do I do that as an out-of-state mail-in applicant? There's no certification form enclosed, I can't access the online system, and the phone system keeps disconnecting me. Does certification even apply to pregnancy disability claims when you're denied?

This actually happens quite often with out-of-state SDI claims - especially pregnancy ones. For your appeal, you need to include: 1) Copy of your denial letter, 2) A written statement explaining that you DID submit documents on time, 3) Copies of EVERYTHING you previously sent, 4) Proof of mailing if you have it, and 5) A DE 2501 appeal form (download it from the EDD website). Regarding certification - yes, you absolutely need to keep certifying even during the appeal process. For mail-in claimants, you can request paper certification forms by calling the SDI office. Make sure to specifically ask for DE 2500A Continued Claim forms for disability insurance.

Thank you so much for your detailed response! I don't think I have proof of mailing since I just dropped it at the post office without tracking. Will this hurt my appeal? And do I just call the main SDI number to request those DE 2500A forms? Every time I call I just get disconnected after waiting for an hour!

omg i had the EXACT same thing happen with my pregnancy claim last year!!! so frustrating!!!!! EDD is THE WORST for out of state claims!!!!

yea i got approved after like 6 weeks of fighting with them. had to fax like 100 pages of stuff 3 different times. make sure u get a fax confirmation page for EVERYTHING

You might be confused about what documents they actually wanted. For out-of-state claims, EDD typically requires: - Proof of identity (state ID or driver's license) - Proof of ADDRESS (utility bill, lease, etc.) - Proof of PREGNANCY (doctor's certification form DE 2501) - Proof of CA EMPLOYMENT (paystubs showing CA state tax withholding) If you're missing any of these, that could explain the denial. The certification process is mandatory - even for pregnancy claims - but it's particularly challenging for out-of-state claimants. You need to call the special non-resident line at (different from the main number) to request continued claim forms.

Thanks for the detailed breakdown. I definitely sent the identity and address proofs. The pregnancy certification was sent by my doctor directly (she confirmed it was sent). But I didn't include any paystubs! That must be it. Will include those in my appeal package.

EDD is TRASH with out-of-state claims!! They DELIBERATELY make it hard and deny people hoping you'll just give up. I went thru three denials before finally getting approved for my back injury. The system is broken and nobody cares!! Document EVERYTHING and send it with signature confirmation so they can't lie about receiving it.

While the system can be frustrating, I don't think they're deliberately denying people. The out-of-state process is just more complex due to identity verification requirements to prevent fraud. But good advice on sending everything with signature confirmation!

I had trouble getting through to EDD when I was dealing with my pregnancy claim last year (I was in Arizona). Yes, it worked for me! The agent I spoke with actually found that my doctor's certification form had been received but was sitting in a different department unprocessed. Once she transferred it to the right place, my claim was approved within a week.

Just a heads up - there's a difference between SDI pregnancy claims and Paid Family Leave (PFL). Make sure you're applying for the right program. SDI is for your own disability (including recovery from childbirth), while PFL is for bonding with the baby. I'm confused why you'd be filing a claim before giving birth for bonding leave... are you sure you're applying for the right program?

She's applying for SDI, not PFL. Pregnancy disability (SDI) can begin before birth - typically 4 weeks before the due date, or earlier with medical complications. PFL bonding leave would come after the pregnancy disability period ends.

Here's what I recommend for your appeal based on my experience as an out-of-state claimant: 1. Call and request a copy of your claim file through a formal information request - this will show exactly what they received/didn't receive 2.
