FINAL UPDATE: Went to the office today and got everything resolved! They updated my documentation and said my payment should be processed within 3 business days. The worker also helped me apply for CalWORKs since my RCA is ending after next month. She said there might still be a gap between programs but at least I'm prepared for it now. The deadline is usually 10 days from the discontinuance notice date - but since you didn't receive notice, argue that the clock hasn't even started. Don't give up! This is a clear violation of your due process rights under MPP Section 22-072.

The worker told me it was definitely a system glitch where the new CalSAWS was flagging stable income as "changes." Mine took 4 days to get restored once they reopened it, but I did get all the back pay from when it was cut off. Make sure you ask them to put a note in your file about this being a system error so it doesn't happen again next month. And definitely keep all your documentation showing your income never changed - I had to prove it twice before they finally flagged my case as "stable income, do not auto-discontinue." Fingers crossed you get this sorted before your rent is due! The stress is unreal when you're just trying to keep a roof over your kid's head.
One more thing I forgot to mention - make sure you're clear with the county that you need both the identity theft resolved AND immediate aid. These are two separate issues, and sometimes workers conflate them. The fraud investigation can proceed on its own timeline, but they can't deny you emergency benefits if you qualify right now based on your current situation. Request what's called a "presumptive eligibility determination" - this is when they approve you for benefits based on the assumption that you'll be determined eligible once the investigation concludes. If you have kids and no income, you should qualify. They'll likely issue one month of aid while continuing to investigate. Did you apply for regular Unemployment Insurance too? That won't affect your CalWORKs eligibility, and you should be able to receive both since you were working before losing your job.

I'll specifically ask for the presumptive eligibility determination. Yes, I did apply for UI as well but haven't been approved yet. The company that laid me off is disputing some claims, so that's another mess I'm dealing with. It feels like everything is going wrong at once.

btw if your only worried about if ur benefit was deposited n not tryna actually apply for something just call the EBT number on back of ur card. u can check ur balance n last deposits without logging in to the dumb website.

Another tip that's helped me a lot - if you have a smartphone, download the EBT Edge app. It shows you your balance and transaction history, but more importantly it has a map feature that shows you nearby ATMs that don't charge fees for EBT cards. Super convenient when you're out and about and need to find a fee-free option quickly. I've saved probably $40-50 in fees over the past few months just by using this app to locate Bank of America ATMs or stores that do cash back. The app is free and works way better than trying to remember all the different places or calling the number on your card every time.
