Social Security COLA increase reduced my CalFresh benefits - no actual gain?
Just got my January CalFresh notice and I'm feeling frustrated. My Social Security went up by $87 this month with the new 2025 COLA adjustment, but then my CalFresh benefits dropped by $78! I'm basically getting only $9 more total between both programs. What's even the point of these "increases" if they just take away food benefits? I've been on CalFresh for 3 years now and this happens EVERY January. Anyone else dealing with this? Is there anything I can do to keep my food benefits from dropping when SS goes up? My rent also increased $50 this month so I'm actually WORSE off than before the "raise.

This happens to a lot of people with the annual COLA adjustments. CalFresh benefits are calculated based on your income, so when your Social Security increases, your CalFresh naturally decreases. It's frustrating, but it's how the system is designed. The programs are meant to work together - as your income increases, your need for food assistance is considered less. One thing that might help: make sure ALL your expenses are being counted. Are you reporting your full rent increase? Medical expenses? If you're over 60, you can deduct medical expenses over $35 monthly. Sometimes people forget to report these changes which could help offset the reduction.

•Thanks for explaining. Yes, I reported my rent increase on the SAR7 I submitted last month. I didn't know about the medical expense deduction though! I spend about $125/month on prescriptions and copays. How do I get them to count that? Do I need to call my caseworker?

•Exactly! And everything costs so much more now too. My electric bill is up $30 from last year. That tiny "extra" doesn't cover anything.

This is a common issue with benefit programs. For CalFresh specifically, benefits are reduced by approximately 30 cents for every additional dollar of income. So your numbers actually align with that formula - $87 increase in Social Security would typically reduce CalFresh by about $26. Since you mentioned being on Social Security, I'm assuming you're either disabled or over retirement age. Make sure you're claiming ALL possible deductions: 1. Medical expenses over $35/month (including prescription costs, doctor visits, health insurance premiums, transportation to medical appointments) 2. Full shelter costs (rent/mortgage, property taxes, insurance, utilities) 3. Dependent care expenses if applicable You'll need to submit verification documents for these expenses. A recalculation could increase your benefits even with the higher income.

•Wait are we supposed to keep ALL medical receipts?? I've been on calfresh for 2 years and nobody told me this! I'm 67 and spend like $200/month on medicines and doctor visits!!! Ugh govt programs make me so mad sometimes, they never explain this stuff clearly!!!

Okay I called my county office yesterday and they put me on hold for 45 minutes before hanging up on me. Called again today and got the same automated system but couldn't get through to anyone. I need to talk to someone about adding my medical expenses! Anyone know how to actually reach a real person at the CalFresh office??

•I had the exact same problem last month - couldn't get through no matter how many times I called. Try using Claimyr.com - it's this service that calls the county office for you and then calls you back when they have a real person on the line. Worked for me after days of trying on my own. They have a video showing how it works here: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8. Totally worth it to avoid the endless hold times and disconnects.

•I understand the concept, but it seems counterproductive when the COLA is supposed to help seniors keep up with inflation, but then our food benefits get cut. I wouldn't mind if my total was actually increasing enough to make a difference.

The whole system is DESIGNED this way on purpose!! They WANT you to stay poor and dependent. If you try to get ahead they PUNISH you by taking away benefits. It's the same with ALL government programs - Section 8, CalWorks, etc. This is why so many people are trapped in poverty. The minute you make a dollar more they take away two dollars in benefits. The whole thing is rigged against us!!

•While I understand the frustration, CalFresh is designed as a supplemental program that adjusts based on need. It's not a punishment when benefits decrease with income increases - the total resources available to you should remain stable or slightly increase (as in the OP's case). The system isn't perfect, but there are legitimate reasons for the income-based calculations.

I want to follow up on your medical expenses question. For CalFresh, if you're elderly (60+) or disabled, you can deduct medical expenses over $35/month from your countable income. This includes: - Prescription medications and co-pays - Over-the-counter medications approved by your doctor - Health insurance premiums including Medicare premiums - Medical equipment and supplies - Transportation costs to medical appointments (bus fare, mileage, etc.) - Dental care, vision care, hearing aids To claim these, you'll need to: 1. Complete a Medical Expense Deduction form (CW 62) 2. Provide receipts or bills showing your expenses 3. Submit these to your caseworker This could significantly increase your monthly benefits. Some counties let you submit this documentation through BenefitsCal.com or by mail if you can't reach someone by phone.

•Thank you! This is extremely helpful. I just logged into BenefitsCal but couldn't find where to upload medical expenses. I'll try to submit that CW 62 form once I get through to someone. Really appreciate the detailed info!

I had this same problem last year!!! My social security went up like $70 something and my calfresh went down almost the same amount. I called and asked about it and they explained that's just how it works. The lady was nice but couldn't really do anything. Just the way the system is set up i guess 😕

Just wanted to add another thought - check if you're eligible for the utility allowance. In California, there's a Standard Utility Allowance (SUA) of about $487 for 2025 that can be deducted from your income when calculating CalFresh benefits if you pay for heating or cooling separately from your rent. There's also a Limited Utility Allowance (LUA) if you have at least two non-heating/cooling utility bills. These allowances could help offset the reduction from increased Social Security income.

•I think I'm already getting the SUA because I pay electric separately from my rent. I remember seeing that on my approval letter. But I definitely need to add the medical expenses - that could make a real difference.

its so weird how different counties handle this stuff too!! my friend in alameda county gets more calfresh than me even tho we have almost identical income?? makes no sense

•The benefit calculation should be the same across counties since CalFresh is a federal program (SNAP) administered at the state level. The difference could be due to variations in reported expenses, household size, or perhaps your friend has deductions you don't (like the medical expense deduction we've been discussing). Different counties shouldn't result in different benefit amounts if all other factors are equal.
