Received duplicate P-EBT cards for my son - Is using both considered fraud?

So I'm totally confused about what's happening with the P-EBT program in 2025. My 9-year-old son qualified for the school lunch program, and about three weeks ago we got his P-EBT card in the mail with around $580 on it. No problem there, I activated it and we've used some of the benefits already. But today, I checked the mail and found ANOTHER P-EBT card with his exact same name on it! I checked the balance online and this one has $455 on it. I'm really tempted to just activate and use this second card too since grocery prices are insane right now, but I'm worried this might be considered fraud or something? Will they catch this mistake and make me pay back the money from the second card? Has anyone else received duplicate P-EBT cards? Not sure if I should call and report it or just quietly use both...

DO NOT USE BOTH CARDS! This happened during the last P-EBT distribution too. The system is completely broken and they WILL catch up eventually. My sister used both cards last year thinking it was fine and got hit with an overpayment notice 6 months later requiring repayment of all "duplicate benefits" plus they temporarily suspended her regular CalFresh too as a penalty!!! The second card is 100% an error - different benefit amount is a clue.

Call the P-EBT hotline at 877-328-9677 RIGHT AWAY and tell them exactly what happened. They probably won't ask for the second card back (they didn't with my sister) but they'll note it in your file so you're protected. Take a photo of both cards together as proof you reported it. Document EVERYTHING with these people!!!!!

Thank you for such detailed advice! I'll definitely call tomorrow. I've tried calling the P-EBT line before and gave up after 40 minutes on hold. That Claimyr service sounds really useful - I'll check it out if I can't get through again tomorrow.

Its probably a mistake in there system but why you snitching on yourself??? Just use both cards lol its the governments fault not yours, they mess up peoples benefits all the time and dont care if your family goes hungry

I had something similar happen but with regular CalFresh, not P-EBT. I called my county office and waited on hold for almost TWO HOURS only to be told I needed to call a different department. It's so frustrating trying to do the right thing when their systems are so broken! I eventually got it sorted out but it took multiple calls and so much wasted time. I wish they would just fix their systems instead of putting the burden on us to report their mistakes. I'm a single mom working two jobs - I don't have hours to waste on hold!!!

They did thank me for reporting it, but honestly it didn't feel worth the hassle. If I had known about that Claimyr service someone mentioned above I definitely would have used it. Anything to avoid those ridiculous hold times!

That's a good point about keeping proof. I'll definitely ask for a confirmation number when I call. The cards look identical except for different card numbers, and they arrived about 3 weeks apart. The first one says 'School Year 2024-2025' on the letter.

Update: I called the P-EBT hotline this morning using that Claimyr service someone recommended (thanks for that tip - saved me sitting on hold forever!). They confirmed it was definitely a system error and thanked me for reporting it. They said to destroy the second card and that they would note it in my file. The agent said a lot of families have been getting duplicates due to a system glitch when they transferred records from the old system.
