Can I use my CalFresh EBT card at Starbucks inside Target or Safeway?
Hi everyone, quick question about what I can buy with my EBT card. I've been on CalFresh for about 3 months now, and I'm still figuring out what's allowed. Someone told me that I could get Starbucks cold drinks if the Starbucks is INSIDE a Target or Safeway. Is this actually true? I know hot prepared foods aren't covered, but what about their cold frappuccinos or iced coffees? I don't want to try it and end up embarrassed at checkout. Thanks for any help!

Yes, this is partly true but there are specific rules. You CAN use your CalFresh EBT card at Starbucks locations inside grocery stores like Safeway or retail stores like Target, but ONLY for cold beverage items that are not prepared for immediate consumption. So a bottled Frappuccino is usually fine, but a custom-made cold drink from the barista generally isn't eligible. The key distinction is whether it's a pre-packaged cold item vs. something made to order.

ā¢Thanks for explaining! So basically the bottled drinks from the refrigerated case would work, but not if they make it fresh behind the counter? That makes sense with the CalFresh rules.

I work for a community organization that helps people navigate CalFresh benefits. The previous answer is correct. The rule is that CalFresh benefits cannot be used for "prepared foods intended for immediate consumption." Starbucks inside grocery stores can accept EBT but only for certain items: - Pre-packaged cold sandwiches - Bottled drinks (like their bottled frappuccinos) - Packaged coffee beans/grounds - Packaged snacks Custom-made drinks (even cold ones) from the barista are considered prepared foods and aren't eligible. The best way to know for sure is to look for the "SNAP Eligible" label on items or ask the cashier before you try to purchase.

This is actually rly confusing because I've tried using my EBT at two different Target Starbucks and got different results?? The one in Sacramento let me buy a bottled frapp but not a cold brew they made. But then the one in Oakland wouldnt let me use EBT for ANYTHING from starbucks even the bottled stuff?? they said it was store policy? idk if someone was just wrong or if different stores have different rules???

ā¢Unfortunately, this happens a lot with CalFresh. The federal rules are consistent, but individual store implementation can vary. Some employees aren't properly trained on what's EBT-eligible. If you encounter this again, you can politely ask to speak with a manager and reference the SNAP retailer guidelines. The bottled items should definitely be eligible at all locations as long as they're cold and pre-packaged.

I've been on CalFresh for 3 years now and here's what I've learned: it's WILDLY inconsistent from store to store. The official rule is that prepared foods aren't eligible, but cold pre-packaged items should be. But honestly, half the time the cashiers don't even know their own store policies. If you're trying to use benefits for something specific like Starbucks, I recommend calling the specific store location ahead of time to ask about their EBT policies. Saves the embarrassment at checkout. Also, the BenefitsCal app has a section on eligible food items that's pretty helpful.

ā¢Calling ahead is good advice but have you ever tried calling a Target? it's IMPOSSIBLE to get someone on the phone who actually knows the answer!!! i was on hold for 45 min last month trying to ask a question about using my benefits there. eventually hung up.

OMG this whole thing is dumb tbh. why can i buy a candy bar with ebt but not a coffee?? makes NO sense. the whole system needs to be updated for 2025, not stuck in like 1980s rules. i should be able to buy a cold coffee if i can buy a soda!!

ā¢The distinction comes from the federal guidelines that define CalFresh/SNAP as a program specifically for purchasing unprepared food items to be cooked or prepared at home. It's not actually about whether an item is healthy or not (which is why candy is allowed). The rule about prepared foods dates back to the program's original purpose, though many people agree these distinctions can feel arbitrary today.

Just wanted to add my experience from last week!! I successfully used my EBT card at the Starbucks inside Safeway in San Jose. I got two of those bottled mocha frappuccinos from their refrigerator (not the made-to-order kind). The cashier said anything that's pre-packaged and cold is usually fine. My suggestion is to just ask before you try to pay. Most cashiers are pretty nice about it if you ask upfront!

ā¢Thanks for sharing your experience! This is super helpful. I'll definitely check out the bottled options at my local Safeway. Glad to know it worked for you recently!

ā¢I feel you! That's why I always bring a backup payment method when I'm not 100% sure something is covered. The rules are confusing and not everyone working at these places knows them either. Don't be too embarrassed though - happens to a lot of us!

For everyone's reference, here's a simplified breakdown of the CalFresh EBT rules for stores like Target/Safeway with Starbucks inside: ā ELIGIBLE with CalFresh: - Bottled/packaged drinks (must be cold) - Coffee beans, grounds, or K-cups - Packaged snacks and pastries (not heated) - Bottled water and other pre-packaged beverages ā NOT ELIGIBLE with CalFresh: - Any hot prepared foods - Any custom-made drinks (even cold ones) - Ready-to-eat prepared items - Anything made to order by a barista Hope this helps clarify things! It's about whether the item is prepared for immediate consumption, not whether it's hot or cold.

ā¢This is SUPER helpful, thank you! I think I'll stick to the bottled drinks to avoid any confusion. Really appreciate everyone's advice on this.

Just wanted to share a helpful tip I learned from my caseworker - if you're ever unsure about whether something is EBT eligible at a store, you can actually check the California Department of Social Services website. They have a retailer locator that shows which stores accept CalFresh and sometimes includes specific details about what sections are eligible. Also, most stores that accept EBT are required to have signage indicating which items are SNAP eligible, so look for those little signs on the shelves! It's saved me from a lot of awkward checkout moments.
