CalFresh benefits cut even though I'm under income limit - what gives?

I'm seriously confused right now. Just got my CalFresh notice saying my benefits are dropping from $423 to only $162 next month. But my income hasn't changed at all - I still make $1,875/month as a part-time home health aide, which is definitely under the income limit for a household of 2 (me and my teenager). When I tried calling the county office, I got stuck in their automated system for 45 minutes before getting disconnected. Nothing has changed in my situation - same job, same rent ($1,350/month), same utilities. The letter mentions something about 'standard deduction changes' but doesn't explain why such a dramatic cut. Has anyone else had their benefits slashed despite being under the income limit? Is there some new calculation method for 2025 I don't know about?

This happened to me too! My benefits dropped by $130 even though my income stayed the same. When I finally got through to my worker (took 3 days of calling), she explained that it could be because of a few reasons: 1. They might have recalculated your shelter deduction if they think your expenses changed 2. The standard utility allowance might have been removed 3. Sometimes they update the income thresholds but the benefit calculation formula changes too 4. Did your teenager turn 16 recently? That changes how they count your household Definitely request a state hearing if you think it's wrong - you only have 90 days from the notice date to appeal.

Thanks for the response! My son is 14, so that's not it. I'm going to try calling again tomorrow, but I might request that hearing just to be safe. It just makes no sense - we're struggling enough as it is, and this cut is going to hit us hard.

mite be cuz ur reported income dont match wat EDD or ur employer reported. happnd 2 me last yr and i got a big overpaymt notice later. check if they got ur paystubs right

I've been submitting all my paystubs with my SAR7 every 6 months like clockwork. But maybe there was a mistake? I'll double-check what they have on file. Thanks for the warning about a potential overpayment - that would be a disaster right now.

They did this EXACT SAME THING to me in February! Benefits got slashed even though nothing changed in my situation. When I called (after TEN attempts), they said it was because they "recalculated" my utility costs using some new standard from Sacramento. I had to send in my actual utility bills to prove my real costs were higher than their "standard" amount. After I sent those in, my benefits went back up. The system is DESIGNED to cut people off or reduce benefits using any technicality they can find. They HOPE you won't fight it because most people just give up after getting the runaround. DON'T give up!!

This is so true. The same thing happened to my neighbor. The caseworkers are overloaded and just push through whatever the computer tells them sometimes without actually reviewing the case. It's worth fighting!

Several factors affect your CalFresh benefit amount even when your income stays the same: 1. Standard deduction amounts change annually (this is likely what your notice referenced) 2. Maximum benefit allotments change based on federal adjustments 3. Utility allowance calculations (HEAP/SUA) may have changed in your case 4. Medical expenses may need to be re-verified if you're claiming them Request your case information using the BenefitsCal portal or by submitting a written request. You're entitled to see exactly how they calculated your benefit amount. If there's an error, you can request a state hearing by calling 1-800-952-5253 or submitting the form on the back of your Notice of Action within 90 days. California's income limits and benefit calculations did change slightly for 2025, but a drop that large suggests either a calculation error or a significant change in how they're counting your deductions.

Thank you for such detailed information! I wasn't aware of all these factors. I'll definitely check my BenefitsCal account tomorrow to see if I can get more details on the calculation. If I do need a hearing, do I need to bring anything specific with me?

Have you tried using Claimyr to get through to an actual person? I was in a similar situation last month and kept getting disconnected after waiting forever. Found this service at claimyr.com where they basically wait on hold for you and call you back when they have a live person. Saved me hours of frustration and I got my benefits issue fixed. They have a video showing how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 - definitely worth it when you're dealing with something important like a big benefit cut.

I've never heard of that service before! At this point I'm willing to try anything because I really need to speak to an actual person about this. I'll check out that video, thanks.

Does this actually work? I'm always skeptical of these services but I hate waiting on hold with the county for HOURS just to get disconnected.

One other thing to check - did you submit your SAR7 (Semi-Annual Report) on time? If it was even one day late, they might have recalculated your benefits based on incomplete information. Also, sometimes the county uses gross income instead of net income if they're missing documentation, which can dramatically affect your benefit amount. If you request a state hearing, bring: 1. All pay stubs for the last 3 months 2. Rent/mortgage receipts 3. Utility bills 4. Your past 3 benefit notices for comparison 5. Any medical expense documentation if applicable You can also request an Expedited Hearing if this reduction causes severe hardship.

My SAR7 was definitely on time - I always submit it early because I'm paranoid about this stuff! I'll gather all the documents you listed just in case. I'm hoping I can resolve this by phone, but it's good to be prepared for a hearing if needed.

The same thing happened to me but it turned out they had accidentally put that I had assets over the limit - I don't even have a savings account! When they fixed that error my benefits went back to normal. Sometimes it's just a data entry mistake. Definitely worth calling and asking for a supervisor if the first person can't help.

ya data entry mistaks r super common. my frend had her benefits go 2 zero cuz they tyepd her income as $3750 insted of $2750

UPDATE: After THREE HOURS on the phone today (kept getting transferred), I finally talked to someone helpful. Turns out they incorrectly removed my utility allowance AND coded my son as living elsewhere half-time (completely false - he lives with me full-time). The worker fixed both issues and said my benefits should go back to normal next month, plus they'll issue a supplement for the difference this month. Thanks everyone for your advice - I never would have known what to ask about without your suggestions!

This is EXACTLY what I'm talking about! They make these "mistakes" all the time and count on people not fighting back. SO glad you got it fixed! Make sure to save that case number and the worker's name in case it happens again.

Great news! This is why it's so important to question benefit reductions that don't make sense. For future reference, whenever you get any notice about changes to your benefits, immediately request a detailed breakdown of how they calculated the amount - it's your right to see this information.

So glad to hear you got this resolved! This is exactly why I always tell people in our community to persist when something doesn't make sense. The system has so many moving parts and unfortunately errors like this are more common than they should be. For anyone else reading this thread who might be dealing with similar issues - Zoe's experience shows how important it is to: 1. Keep detailed records of your household composition and expenses 2. Don't accept confusing benefit changes without questioning them 3. Ask specifically about utility allowances and household member coding 4. Get case numbers and worker names for everything The fact that they had your son coded as living elsewhere half-time when he lives with you full-time is a perfect example of how one small data entry error can cascade into a major benefit reduction. Thanks for sharing the update - it will definitely help other community members who face similar situations!

This whole thread has been so helpful to read as someone new to CalFresh! I had no idea there were so many different factors that could affect benefits or that simple data entry errors could cause such big problems. Zoe, I'm really glad you got everything sorted out - it must have been so stressful dealing with that kind of benefit cut. And thank you to everyone who shared their experiences and advice. I'm bookmarking this conversation in case I ever run into issues with my own benefits. It's reassuring to know there's a community here that actually helps each other navigate this complicated system!

This is such a valuable thread for anyone dealing with CalFresh issues! Zoe, I'm so relieved you got this resolved - what a nightmare to deal with such a massive benefit cut due to clerical errors. For anyone else facing similar situations, I'd add one more tip: if you're having trouble getting through by phone, try calling right at 8:00 AM when offices open, or during lunch hours (12-1 PM) when call volume might be lighter. Also, some counties have walk-in hours where you can speak to someone in person, which sometimes gets faster results than phone calls. It's frustrating that we have to become experts in navigating these systems just to get the benefits we're entitled to, but sharing experiences like this really helps. Thanks to everyone who contributed advice - this community support makes such a difference when you're dealing with bureaucratic maze!

I'm new to this community and just wanted to say how incredibly helpful this whole discussion has been! As someone who's been considering applying for CalFresh but was intimidated by the process, reading about everyone's experiences - both the challenges and the solutions - has been really eye-opening. Zoe, congratulations on getting your benefits restored! Your persistence really paid off. And the tip about calling at 8 AM is gold - I never would have thought of that timing strategy. It's amazing how this community comes together to share practical advice and support each other through these complicated systems. Thank you all for creating such a welcoming space for people to ask questions and get real help!

This thread perfectly illustrates why community support is so crucial when dealing with government benefits! As someone who works with families navigating these systems, I see stories like Zoe's all the time - major benefit reductions caused by simple data entry errors or miscommunication between departments. What really stands out to me is how many different people jumped in with specific, actionable advice based on their own experiences. From Jamal's breakdown of possible causes to Amara's detailed hearing information to the practical tips about calling times - this is the kind of peer-to-peer knowledge sharing that makes a real difference. For anyone reading this who might be hesitant to question benefit changes: your instincts matter! If something doesn't make sense given your situation, it's absolutely worth investigating. The system is complex and errors happen more often than they should. Don't let intimidation or frustration stop you from advocating for yourself. Zoe, I'm so glad you persisted and got this resolved. Your willingness to share the update will definitely help others facing similar issues. This is exactly the kind of community support that helps people successfully navigate these challenging systems!
