CalFresh EBT cash benefits stolen twice in two months - what's going on?

I can't believe this is happening AGAIN! Someone just stole all my CalFresh EBT cash benefits for the second month in a row!! First time was December ($842 gone overnight), reported it to the fraud department, went through all their questions, and they finally replaced it after 3 weeks. Now January's benefits just posted yesterday ($842) and this morning - GONE AGAIN!! I haven't shared my PIN with ANYONE, always cover the keypad, don't shop at sketchy places. Has anyone else experienced back-to-back theft? Did you get your money back the second time? The county worker I talked to seemed suspicious like I was lying. I have 3 kids and rent is due next week. This is absolutely insane.

This is happening to so many people now. There's a huge problem with card skimming at ATMs and stores. When you report it the second time, make sure you're very clear about the different dates of the two thefts. Request a "Benefit Theft Affidavit" form specifically, not just a general fraud report. Also ask for a replacement EBT card with a new number immediately. The law changed in 2023 and in California they're required to replace stolen benefits as long as you report within 90 days. But yes, the second claim will get more scrutiny.

Yes, they legally have to replace stolen benefits regardless of how many times it happens, but the investigation gets more thorough each time. Make sure you haven't used the card at any non-bank ATMs, as those are common skimming locations. And definitely request the new card - don't take no for an answer.

This happened to me 3 TIMES last year!!!! The county office is USELESS and made me wait 10 weeks the last time. They act like we're all criminals. I filed a police report which helped speed things up. And I ONLY use my card at the bank ATM now, nowhere else.

Filing a police report is a good suggestion. The county offices are required to expedite EBT theft claims that have an accompanying police report. Also worth noting that skimming devices are more common at checkout terminals in certain stores than bank ATMs. Grocery store self-checkouts are particularly vulnerable.

I went through this exact situation last fall. The second time I called, I was on hold for 4+ hours trying to reach someone who could actually help. I'm definitely going to try that service! I got disconnected twice already today. And I didn't think about contacting the County Supervisor - that's a great idea. Did they replace your full benefit amount the second time or only part of it?

They replaced the full amount both times for me, but it took about 3 weeks the second time (compared to 10 days the first time). The County Supervisor's office called the CalFresh office directly on my behalf which definitely helped.

have you checked if your calfresh isnt being reduced because ur CalWorks increased? sometimes they balance out and it looks like money is missing but its actually just differently distributed

I don't get CalWorks, just the CalFresh cash benefit. And I can see in the transaction history that someone withdrew the entire amount at an ATM in a city 30 miles from me at 2:17am! I was definitely asleep at home.

I had this same problem end of last year... turns out someone installed a skimmer on the ATM at my regular grocery store. What I learned after going through this twice: 1. ALWAYS wiggle the card slot before inserting your card (skimmers will often come loose) 2. Only use bank ATMs if possible (they have better security cameras and are checked more often) 3. Change your PIN each month right after benefits are loaded 4. Check your balance daily so you catch it immediately 5. Keep all receipts from legitimate transactions For getting it back, I found that providing a detailed timeline of everywhere I'd used my card in the 7 days before the theft helped my case a lot. Yes, the first time took about 2 weeks, the second time was closer to 4 weeks. They definitely investigate more thoroughly the second time. I had to fill out more paperwork and answer more detailed questions. But I did get 100% of it back both times.

my freind says get ur benifits early in the AM on the day they load and take ALL the cash out right away dont leave anything on the card

While this might prevent the theft issue, it creates other security risks. Keeping large amounts of cash at home has its own dangers. A better approach is requesting a new EBT card, using only bank ATMs, and checking your balance frequently.

The WHOLE SYSTEM is broken!!! My neighbor had hers stolen THREE times and the third time they basically accused her of lying and denied the claim. She had to get legal aid involved to get her money back. DOCUMENT EVERYTHING and don't let them push you around!!

That's exactly what I'm afraid of - them denying my claim because it's the second time. It's not my fault their cards aren't secure! Did your neighbor eventually get her money back the third time?

YES but ONLY after legal aid sent an official letter. Took almost 3 months!!! The system is DESIGNED to make us give up.
