CalFresh EBT card not working at out-of-state ATMs - technical error message?

I'm in Nevada for the next few weeks helping my mom after her surgery, and I'm having issues with my CalFresh EBT card. I tried withdrawing cash benefits yesterday at two different ATMs (Chase and Bank of America) but both gave me a "technical issue" error message. Has this happened to anyone while using their card out of state? I'm getting worried because I need this money while I'm here, and I can't afford to have my benefits stolen by scammers. I tried calling the customer service number on the back of my card but couldn't get through to an actual person - just the automated system. Anyone know what might be causing this or how to reach a real human at CalFresh? I've never had problems using my card in California.

This happened to me last summer when I was in Arizona. The problem is that California EBT cash benefits are sometimes restricted to in-state use only, depending on your specific benefit type. You need to call your county worker to have them authorize out-of-state transactions temporarily. It's a security feature to prevent fraud. The customer service number on the back of the card won't help much with this specific issue - you need to speak with your actual county eligibility worker who handles your case.

Thanks for the info! I had no idea there were restrictions on using my benefits out of state. I've been trying to reach my county office for 2 days now but just get put on hold forever. Do you know if there's any faster way to reach them? I'm really stuck without access to these funds.

I work as an eligibility specialist, and I can confirm that out-of-state EBT usage sometimes triggers security protocols. A few things to know: 1. CalFresh food benefits should work nationwide at authorized retailers 2. CalWORKs cash benefits often have state restrictions 3. You need to contact your county office specifically Make sure you're clear about which benefit type you're trying to access. Many people confuse CalFresh (food benefits) with CalWORKs (cash aid). The ATM withdrawal suggests you're trying to access cash benefits, not food benefits. Call your county office and ask them to speak with your worker about "authorizing temporary out-of-state EBT cash withdrawals" - using those exact words can help.

i had this happen and waited on hold for like 3 HOURS trying to get someone to fix it... so annoying. they make everything so complicated just to access your own money!!

Try Claimyr.com to reach your county worker faster! I was in the EXACT same situation last month - stuck in Oregon with a disabled EBT card and couldn't get through to anyone. Claimyr helped me skip the phone wait and got me connected to a human at my county office in about 20 minutes. They have this video that shows how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 My worker was able to authorize out-of-state transactions right away once I explained the situation. Was totally worth it because I was panicking about not having access to my benefits while traveling.

Omg thank you!! I've never heard of this service before but I'm desperate at this point. I'll check out the video and give it a try. Did they ask for any special documentation to authorize the out-of-state usage?

make sure ur not trying to use the SNAP part of ur benefits at an ATM!! thats only for food at stores. the cash part is different. a lot of people mix these up.

I definitely know the difference between my food and cash benefits. I receive both CalFresh and CalWORKs and was specifically trying to withdraw from my cash benefits. Thanks though.

The WHOLE SYSTEM is designed to make it impossible to get your benefits when you need them most!!! I've been dealing with this garbage for years and it NEVER gets better. They claim it's for "security" but really they just don't want poor people to have access to THEIR OWN MONEY whenever and wherever they need it. I bet if rich people had to deal with these restrictions there'd be a law against it in 5 minutes flat!!! And good luck getting through to your worker - the phone system is a JOKE. I've been hung up on automatically after waiting 2+ hours multiple times. It's CRIMINAL how they treat us.

I understand your frustration, but there actually are legitimate security reasons for some of these restrictions. EBT fraud has been increasing dramatically in the past few years with skimming devices and out-of-state transactions are a red flag. That said, the system should absolutely make it easier to get exceptions when you have legitimate reasons to be traveling. The communication could definitely be improved so people know about these restrictions before they travel.

did u try going inside an actual bank? sometimes the atm gives errors but if u go inside with ur card and ID they can help... worked for me once when i was visiting family in oregon

I didn't try that yet! I assumed it had to be at an ATM. Do you know if any bank can help or does it have to be a specific one? I'll try going inside tomorrow morning.

I've helped several clients with this issue. Here's what's happening: California implemented enhanced security protocols in 2025 that automatically flag out-of-state EBT transactions as potential fraud. It's actually for your protection, but it can be incredibly frustrating when you're legitimately traveling. You need to contact your county office and request an "out-of-state use authorization." This typically requires: 1. Verification of your identity 2. Reason for travel 3. Expected duration 4. The state(s) where you'll be using the card Once approved, it usually takes 24-48 hours to update in their system. The authorization is typically granted for 30 days at a time, though they can extend it if needed. Keep in mind that food benefits (SNAP/CalFresh) should work nationwide without special authorization - it's primarily cash benefits that trigger these restrictions.

Thank you so much for this detailed explanation! This is exactly the information I needed. I'll call my county office first thing tomorrow and ask for the "out-of-state use authorization" specifically. Really appreciate you laying out exactly what I need to tell them!

my sister had this happen and it turned out her card was actually compromised!!! check ur acct history online to make sure nobody stole ur benefits that might be why its not working

This is good advice. You can check your EBT balance and transaction history at www.ebt.ca.gov or through the CalFresh Mobile app. If you see any transactions you don't recognize, report them immediately by calling the EBT Customer Service line at 1-877-328-9677 and requesting a fraud investigation.

UPDATE: I finally got through to my county worker! For anyone who might have this issue in the future - I used the Claimyr service that someone recommended here and it worked great. Only had to wait about 15 minutes instead of hours. Turns out it WAS the out-of-state security block. My worker was able to authorize my card for use in Nevada for the next 45 days. She said they implemented stricter rules this year because of all the skimming fraud happening. The cash benefits should be available for withdrawal tomorrow. She also recommended that I set up direct deposit for my cash benefits in the future so I don't have to deal with EBT card issues while traveling. Apparently that's an option I never knew about! Thanks everyone for your help!!

glad it worked out for u!! thx for updating us

So glad you got it resolved! This is really helpful info for the rest of us. I had no idea about the direct deposit option for cash benefits either - that could save a lot of headaches. Thanks for taking the time to update everyone with what worked. Hope your mom's recovery goes well!

Yes, the direct deposit option is a game changer! I switched to that about 6 months ago and it's been so much better. No more worrying about lost cards, ATM fees, or situations like this. You can set it up through your county worker - they just need your bank account info. Makes everything so much simpler, especially if you travel regularly or have family emergencies like this. Hope your mom heals up quickly!

This is such valuable information for anyone who travels with EBT benefits! I had no idea about the enhanced security protocols they implemented in 2025. The direct deposit option sounds like a real lifesaver too - I'm definitely going to ask my worker about setting that up. It's frustrating that they don't make these restrictions more widely known, but at least now we have this thread to reference. Thanks for sharing your experience and the update on how you resolved it!

This whole thread has been so eye-opening! I'm new to receiving CalFresh benefits and had no clue about any of these travel restrictions or security protocols. It's really frustrating that they don't explain these things upfront when you first get your benefits - seems like basic information people should know before they run into problems like this. The Claimyr service sounds amazing too, I'm bookmarking that for future reference. Thanks to everyone who shared their experiences and solutions here!

This thread is incredibly helpful! I'm currently receiving CalFresh benefits but haven't had to travel out of state yet. Reading through everyone's experiences makes me realize I should probably set up that direct deposit option now, before I potentially run into this issue. It's crazy that they don't inform people about these travel restrictions when you first get your benefits - seems like something that should be included in the welcome packet or orientation. @Ava Thompson - so glad you got everything sorted out and your mom is getting the care she needs! The Claimyr service sounds like a real lifesaver for cutting through the bureaucratic red tape. Thanks for taking the time to update us with the resolution - this whole thread is going to help so many people who face similar situations.

This is exactly the kind of information I wish I had when I first started receiving benefits! I'm also pretty new to the CalFresh program and had no idea about any of these travel restrictions. It's really concerning that such important information isn't provided upfront - like you said, this should definitely be in the welcome materials. I'm going to call my county office next week to ask about setting up direct deposit too, especially after reading how much smoother it makes everything. Thanks to everyone who shared their experiences here - this thread is like a crash course in navigating the EBT system that we never got officially!

This thread is incredibly informative! I'm relatively new to receiving CalFresh benefits and had absolutely no idea about these out-of-state restrictions or the enhanced security protocols that were implemented in 2025. It's really frustrating that this critical information isn't clearly communicated when you first get your benefits - I feel like I'm learning more about the system from this community than I ever did from the official sources. The direct deposit option that several people mentioned sounds like a game-changer, especially for anyone who might need to travel for family emergencies or other situations. I'm definitely going to contact my county worker to set that up proactively. @Ava Thompson - I'm so glad you were able to get this resolved and that the Claimyr service worked for you! It's awful that you had to deal with this stress while caring for your mom, but your detailed update is going to help so many people who find themselves in similar situations. Wishing your mom a speedy recovery! This whole discussion really highlights how much we rely on each other in this community to share the practical knowledge that should be provided officially but often isn't. Thanks to everyone who took the time to share their experiences and solutions!

This thread has been such a lifesaver! I'm also fairly new to the CalFresh system and had no clue about any of these travel restrictions. It's honestly pretty shocking that they don't tell you about this stuff upfront - like, what if someone has a family emergency and needs to travel suddenly? They'd be completely blindsided by their card not working. The fact that so many people here have experienced similar issues really shows this is a systemic communication problem, not just individual cases. We shouldn't have to rely on community forums to learn basic information about how our benefits work! I'm definitely going to look into that direct deposit option and bookmark the Claimyr service just in case. Thanks to everyone for sharing their experiences - this is exactly why communities like this are so valuable for navigating these complex systems!

This whole thread has been such an eye-opener! I'm planning to visit family in Texas next month and had no idea about these out-of-state restrictions. Reading everyone's experiences here probably just saved me from a lot of stress and panic when I'm away from home. It's really concerning how many people seem to discover these restrictions only when they're already traveling and desperately need access to their benefits. This should absolutely be standard information provided when you first receive your EBT card - not something you have to stumble across in community forums! I'm going to call my county office this week to ask about setting up that direct deposit option and getting pre-authorized for out-of-state use. Better to be proactive than deal with the emergency situation like @Ava Thompson had to. Thanks to everyone who shared their experiences and solutions - this community really fills in the gaps where official information falls short. Hope your mom continues recovering well, Ava!

Absolutely agree about being proactive! I'm in a similar situation - planning to visit family in Oregon this summer and this thread just saved me from potential disaster. It's wild that we have to learn about these restrictions through community posts instead of official channels. I'm definitely calling my county office tomorrow to set up direct deposit and get that out-of-state authorization sorted ahead of time. The last thing anyone needs is to be stuck without access to benefits during a family visit or emergency. This community is honestly more helpful than any official documentation I've received!

This thread is incredibly helpful! I've been on CalFresh for about 8 months now and never knew about these travel restrictions either. It's honestly pretty alarming how many basic operational details aren't explained when you first get benefits. Reading through everyone's experiences makes me realize I should probably call my county office to ask what other "security features" or restrictions I don't know about. The direct deposit option sounds amazing - no more worrying about card issues, ATM fees, or situations like this. I'm definitely going to set that up ASAP. And bookmarking that Claimyr service too, because waiting hours on hold is just not sustainable when you actually need help. @Ava Thompson - so relieved you got this sorted out! Having to deal with bureaucratic nonsense while caring for a family member is the worst. Thanks for updating us with the solution - this whole discussion is going to help so many people avoid the same panic and frustration.

This is exactly why I love this community - we're all learning from each other's experiences and filling in the knowledge gaps that the system leaves! I'm also going to call my county office to ask about other restrictions or features I might not know about. It's frustrating that we have to be proactive about finding out basic information that should be provided upfront, but at least we can help each other navigate these issues. The direct deposit option really does sound like the way to go - removes so many potential problems!

This entire discussion has been incredibly valuable! As someone who's been on CalFresh for over a year, I'm embarrassed to say I had no idea about these out-of-state restrictions either. It really highlights how poorly communicated these important details are when you first receive benefits. I travel frequently for work and have been lucky so far that I haven't needed to access cash benefits while away, but reading this thread made me realize I've been playing with fire. I'm absolutely going to contact my county office this week to: 1. Set up direct deposit for cash benefits 2. Get pre-authorized for out-of-state use since I travel regularly 3. Ask what other restrictions or security features I should know about The Claimyr service sounds like a lifesaver too - I'm bookmarking that for future reference. It's ridiculous that we have to use third-party services to actually reach our own case workers, but if it works, it works! @Ava Thompson - thank you so much for sharing your experience and following up with the resolution. This thread is going to help countless people avoid the same stressful situation. I hope your mom's recovery continues to go well!

This whole thread has been such a learning experience! I'm relatively new to receiving benefits and honestly feeling a bit overwhelmed by how much important information seems to be missing from the official onboarding process. Reading everyone's experiences makes it clear that we're all figuring this stuff out together, which is both reassuring and concerning at the same time. I'm definitely going to follow your checklist approach - calling my county office to set up direct deposit, ask about travel authorizations, and find out what other "surprises" might be lurking in the system. It's frustrating that we have to be so proactive about discovering basic operational details, but this community makes it so much easier to navigate. The fact that so many experienced benefit recipients are just learning about these restrictions really shows how much the system needs to improve their communication. At least we have threads like this to help each other out! Thanks to everyone for sharing their knowledge and experiences.

This thread has been such an incredible resource! I'm fairly new to CalFresh (started receiving benefits about 4 months ago) and I'm honestly shocked that I had to learn about these travel restrictions through a community forum instead of official channels. It's really concerning how many critical details aren't communicated upfront. I actually have a trip planned to visit my sister in Arizona next month, so this discussion literally saved me from what could have been a nightmare scenario. I'm going to call my county office tomorrow to: 1. Set up direct deposit for my cash benefits 2. Request pre-authorization for out-of-state use 3. Ask what other important restrictions or features I might not know about The Claimyr service recommendation is gold - I'm definitely saving that link for future reference since getting through to county offices seems to be universally terrible. @Ava Thompson - I'm so glad you were able to get everything resolved and that your mom is getting the care she needs! Thank you for taking the time to update everyone with the solution. This whole thread is going to help so many people avoid similar stress and confusion. This community really demonstrates how we have to rely on each other to navigate these systems properly. It shouldn't be this way, but I'm grateful we have places like this to share knowledge and experiences!

This is such an amazing thread! I just joined this community and I'm blown away by how helpful everyone is. I've been on CalFresh for about 2 months now and honestly had no clue about ANY of these travel restrictions. Reading through all these experiences is like getting a crash course in how the system actually works versus what they tell you when you first sign up. I don't have any immediate travel plans, but after reading this I'm definitely going to be proactive and call my county office to ask about direct deposit and what other important details I might be missing. It's pretty alarming that so many people - even those who've been on benefits for months or years - are just finding out about these basic operational rules. The fact that @Ava Thompson had to deal with this stress while caring for her mom really highlights how these communication gaps can create real hardship for people who are already dealing with difficult situations. Thank you so much for sharing your experience and the solution - this thread is going to help so many people! Also bookmarking that Claimyr service because it sounds like getting through to county offices is a universal nightmare. This community is honestly more informative than any official documentation I ve'received!
