CalFresh EBT card benefits stolen before I even got the card - $420 gone at out-of-state Sam's Club

I'm absolutely devastated right now. Just got approved for CalFresh last month after struggling to feed my family. When I called to set up my EBT PIN today, I discovered ALL my benefits ($420) were already spent at a Sam's Club in Nevada! I live in California and don't even have a Sam's membership! I immediately called the EBT customer service line and the representative confirmed it looked like fraud but then said there was NOTHING they could do to restore my benefits! She said even with a police report, they couldn't help me. How is this possible?? I hadn't even RECEIVED my card yet when the benefits were used! My kids are depending on this food assistance and now we have nothing for the month. Has anyone dealt with EBT theft before? Is there any way to appeal this or get emergency replacement benefits? The worker seemed so cold about the whole thing, like this happens all the time and I should just accept it. I'm desperate for any advice.

OMG that's AWFUL!!!! Something similar happened to my cousin last year but it was only like $75 of her benefits, not the whole amount! when u do police report make sure they write that the card was NEVER in your possession!! thats the key part that helped us. and get the report number to give to calfresh. good luck!!! don't give up!!
