FAFSA submission blocked without SSN - attestation form sent but can't sign application

I've been trying to submit my FAFSA for 3 weeks now and I'm at my wit's end! I don't have a Social Security Number, so I followed the instructions to send all my identification documents (state ID, birth certificate) plus the attestation form to confirm my identity without an SSN. Everything seemed fine until the signature page - it won't let me sign and complete my application! I've called the FAFSA helpline FIVE times, and every rep tells me something completely different: - First call: "Wait 3-5 business days for processing" - Second call: "You need to resubmit your attestation form" - Third call: "Your case is pending with verification team" - Fourth call: "We don't see any issues in the system" - Fifth call: "You need to submit a MANVER form" (whatever that is?) They gave me a case number and a MANVER# but nothing has changed in my account. My school's priority deadline is coming up in two weeks and I NEED this financial aid! Has anyone without an SSN successfully submitted their FAFSA? What actually worked?

Going through the same nightmare right now. No SSN, sent in all required docs over a month ago, but my application is stuck in limbo. Every time I call, I get transferred between 2-3 different departments and nobody can give me a straight answer. Not having an SSN makes everything 10x harder with FAFSA! When I went through this last year, what FINALLY worked was having my school's financial aid office call FSA directly on my behalf. They have special access channels and can often get things resolved when we can't. Try contacting your school's aid office ASAP and explain the situation - they deal with this stuff all the time.

They needed my name, birthdate, FAFSA ID, and the case number I was given. Also helpful to give them the dates you submitted everything and any confirmation numbers you have. Good luck!

the whole systm is BROKEN!!!! i had same issue last yr but with my parents (they dont have ssn). wasted 3 MONTHS trying to fix. missed priority deadline & lost $4500 in grants. fafsa is discriminating against families without ssn's & nobody cares!!!!

While I understand your frustration, FAFSA isn't intentionally discriminating - they're just terribly equipped to handle situations outside their standard process. The new simplified FAFSA was supposed to improve things for families without SSNs, but the rollout has been a disaster. If you reapply for next year, start extra early and document EVERYTHING.

Sorry for the confusion - you're right that you can't technically submit an incomplete FAFSA. What I meant is that most schools have a process for students with pending FAFSA issues. It's called a "FAFSA Filing Intent Form" or something similar. It basically tells the school you're actively working on your FAFSA but experiencing system issues beyond your control. This puts you in their system as having "intended to file by the priority deadline." Not all schools offer this, but many do - especially with all the FAFSA problems this year.

I actually stayed on the phone with them while I tried it just to make sure it worked! The signature page loaded normally and I was able to complete the entire application without any issues.
