I'm completely stuck trying to create an FSA ID as a non-US parent contributor for my daughter's FAFSA 2025-2026. Even though they supposedly 'simplified' the system for people without SSNs, I'm hitting a weird technical loop that's driving me crazy! The box to indicate I don't have one completely disappears. I've tried this process 16 times over the past 6 weeks with the same result. My daughter (US citizen) got her FSA ID instantly with no issues. I know I'm supposed to be able to verify my identity as a non-US citizen by submitting my passport, but I can't even get to that verification page! Her school's priority deadline is next week, and they've already started awarding aid packages. Has anyone else experienced this glitch? Any workarounds? I've called the helpline 5 times but never get through to an actual person.

This is actually a known bug in the new FSA ID system for parent contributors without SSNs. The mobile verification step is incorrectly routing non-US citizens back to the SSN requirement page instead of moving forward to the identity verification section. You need to use a specific workaround: Try completing the process using a desktop computer (not mobile device) with a VPN set to a US location. Also, make sure you're using Chrome or Firefox (Edge has compatibility issues). When you get to the phone verification step, leave it blank initially and look for a tiny "verification alternatives" link at the bottom of that page - it's easy to miss. This will route you to the document upload page where you can submit your passport.

omg im dealing with the EXACT same issue with my dad!!! he lives in singapore and we've tried like 8 times to get his FSA ID. the system is so broken lol. every time we call the number it just disconnects after 20 mins on hold. did u ever get this figured out??

Not yet, but I'm going to try the approach suggested above. It's so frustrating that they claim the system is "simplified" but it actually seems more broken for international parents. I'll update here if I get it to work with the VPN/different browser approach.

Have you tried submitting a support ticket through the StudentAid.gov website instead of calling? When I had a similar issue (though I'm a US citizen with SSN), I got a response within 3 days. Also maybe your daughter could talk to her school's financial aid office - sometimes they have direct contacts at FSA and can escalate these technical issues.

This doesn't work for international parent issues. I tried submitting three different support tickets for this exact problem, and they just sent back generic responses saying "non-US citizens without SSNs must select the appropriate checkbox" - which is exactly what the system isn't allowing! School financial aid offices are helpful for application content questions but have zero ability to fix FSA ID technical problems. The FSA ID system is completely separate from the institutional aid processes.

tHE WHOLE FAFSA SYSTEM IS TRASH!!!! i wasted SIX WEEKS trying to help my nephew's mom (from mexico) create her FSA ID. ended up having to submit paper forms and now financial aid is delayed. dont trust ANYTHING the new "simplified" system claims!!! its all lies.

does anyone know if this affects the SAI calculation if parents cant get logged in? will they just use the student info only or will they deny the whole application?????

Great question. It won't affect SAI calculation once properly submitted, but it will delay it. The system requires the parent contributor information to generate a complete SAI. The application won't be denied, but it will remain in "incomplete" status until the parent portion is submitted. Schools can sometimes make preliminary aid offers based on the student portion and prior year information, but the final package requires complete parental data for dependent students.

UPDATE: I tried using Firefox with all extensions disabled as suggested, and I FINALLY found that tiny "Need help verifying your information?" link at the bottom of the phone verification page! It was literally the smallest text on the entire page and easy to miss. This took me to an alternate pathway where I could upload my passport. I received an email saying they'll verify my identity within 3-5 business days. Thank you all so much for your help - especially the tip about using Firefox specifically. That's great news! The FSA ID verification team is actually pretty quick with international documents - my verification was completed in about 48 hours. Once you get your FSA ID confirmed, make sure you immediately log in and complete your portion of the FAFSA. There's a separate bug where some parent FSA IDs get deactivated if not used within 7 days after verification.

my brother had same problem when helping with my fafsa. he doesn't have ssn, he lives in canada. we ended up using my mom instead because she has green card. sometimes easier just to use different parent if possible?

Unfortunately I'm a single parent, so there isn't another parent I could use for the application. My daughter's father isn't in the picture and hasn't been for years. Glad you were able to find a workaround though!
