What is a 1099-G for unemployment from Washington ESD?

I got this form in the mail from Washington ESD called a 1099-G and I'm completely confused about what it's for. I received unemployment benefits last year but I thought that was just temporary help, not something I'd need to pay taxes on? The form shows $8,400 in box 1 which seems about right for what I got, but there's also boxes for state tax withheld and federal tax withheld that are mostly empty. Do I really need to report this unemployment money as income on my tax return? I'm using TurboTax and it's asking me to enter this information but I don't want to mess up my taxes.
