ESD depositing pandemic waiver refund after 2 years - can't reach anyone to confirm
I'm in a weird situation with ESD and need advice. Back in 2021, I filed a pandemic waiver for an overpayment. After almost TWO YEARS of hearing absolutely nothing, I randomly got an email from my old bank saying WA unemployment was trying to make a deposit! When I logged into my ESD account, I noticed the overpayment balance I previously owed ($4,275) is completely gone. No messages, no updates, nothing explaining what's happening. I immediately updated my banking info since that old account is barely active anymore. It's been 10 days, and I haven't seen any deposit hit my new account. I've called ESD at least 15 times but either get disconnected or can't get through the queue. I'm not even sure what's happening. Did they approve my waiver after all this time? Is this some kind of weird glitch? How can I confirm what's going on when I can't reach a human? Any suggestions on next steps would be super appreciated!

Sounds like your waiver was approved!! This happened to my brother last year - no communication from ESD at all but then the money appeared. The system is so backed up right now. Have you tried calling right when they open at 8am? Sometimes that works better.

•I've tried the 8am thing twice now - first time I got the "call volume too high" message, second time I sat on hold for 45 mins then got disconnected! So frustrating. Did your brother get any kind of official notification EVER? I'm worried about spending the money if it's some kind of mistake.

•I thought it was just me having these problems! Been trying to call about a completely different issue for weeks. The system automatically hangs up when the queue is full which is like...always??

Here's what likely happened: ESD has been working through a massive backlog of pandemic waiver requests since 2023. When a waiver is approved, the system automatically zeroes out your balance and initiates a refund if you had made any payments. The fact your balance is gone is actually good news! As for next steps: 1. Check if you have eServices correspondence settings enabled - sometimes they send notices there without emails 2. Send a secure message through your eServices portal specifically asking about the status of your waiver approval and refund 3. Try contacting your state representative's office - they often have direct channels to ESD 4. Continue trying to call, but be strategic (Wednesdays and Thursdays tend to have shorter wait times) It's frustrating, but the zero balance is definitely a positive sign. Let us know when you get confirmation!

•Thanks for this info! I didn't even think to check my correspondence settings - just did and they were set to online only, not email! Going through them now to see if there's something I missed. The secure message is a good idea too, just sent one but who knows when they'll respond. I'll definitely try the Wednesday/Thursday trick and report back!

Have you tried using Claimyr? I was in the same boat last month with my standby status issue and couldn't get through for weeks. Someone on here recommended it and I was talking to an ESD agent in less than 2 hours. You can see how it works at https://youtu.be/7DieNd3C7zQ?si=26TzE_zGms-DODN3 - basically they wait on hold for you and call when an agent is ready. Saved me so much stress with my standby issue and the agent was able to confirm everything for me on that first call. Their site is claimyr.com if you want to check it out.

•Does this actually work? I've seen it mentioned but seemed sketchy. Did they need a lot of personal info? I need to reach ESD about adjudication but getting thru seems impossible!

•It's legit - I was skeptical too but it worked exactly as advertised. They just need basic contact info to call you back when they get an agent. Totally worth it for me because I was going crazy trying to get someone on the phone.

The vanishing balance is clear evidence your waiver was approved. I went through this exact process in 2024. Here's what happens behind the scenes: - They review your waiver request (can take 12-24 months currently) - When approved, the ESD system zeroes out your overpayment balance immediately - If you made payments toward that balance, the system then initiates a refund - The refund process is separate and can take 2-3 weeks after approval - When they tried to deposit to your old account and it failed, that adds another 7-10 business days to the process For the banking update, it's actually good you did that, but now you'll need to wait for their system to process the returned payment and reroute it. I recommend continuing to try reaching them by phone, but also checking your eServices messages daily, as they sometimes post updates there without notification. Regarding the lack of communication - that's unfortunately normal with ESD. I never received formal notice of my waiver approval either, just the disappeared balance and eventual refund.

•Thank you so much for this detailed explanation! The timeline makes so much more sense now. I'll keep watching my eServices account and my bank account. It's really helpful to know someone else went through the exact same thing. Did your refund eventually come through as expected?

•Yes, my refund did eventually come through - took exactly 17 business days from when I updated my banking info. One thing I forgot to mention: when it finally posts, it will show as "UI TREAS OFFSET" on your bank statement, not the usual ESD payment description. That confused me at first!

•Yes, they're still processing pandemic waivers from 2021-2022. Definitely worth checking your account, especially if you haven't logged in recently. They're working through them in roughly chronological order, so 2022 submissions are being processed now.

they did this to me to and guess what? 2 months later they REVERSED it and said i owed all the money AGAIN!!!! make SURE you keep all your paperwork and take screenshots of everything showing a zero balance. don't trust ESD!!!!

•Oh no! That's exactly what I'm afraid of! Just took screenshots of everything showing the zero balance. Was there any explanation for why they reversed it for you? Did you end up having to pay it all back?

•they claimed "system error" at first but when i appealed they admitted they "applied the waiver to the wrong account" whatever that means!!! i had to file another appeal and it took 4 more months but they finally fixed it. DOCUMENT EVERYTHING!!!

I'm curious - did you get any confirmation when you first submitted the waiver back in 2021? I submitted mine a few months ago for a similar situation and never got anything beyond the confirmation page when I uploaded my documents. No email, no letter, nothing in my eServices messages... makes me wonder if they even received it properly.

•I had the exact same experience! Just the confirmation page after uploading my docs, and then complete radio silence for almost 2 years. No acknowledgment, no case number, nothing. It's so stressful not knowing if they're even looking at it. Based on what's happened with mine, I'd say they probably have yours, they're just incredibly slow.

has anyone else noticed how they're suddenly processing all these old pandemic things now? my friend just got a random letter about her 2021 pua claim last week. seems like they're clearing out old cases before the end of the year or something?

•Yes, there's a federal requirement to resolve all pandemic-era unemployment claims and issues by December 31, 2025. They received additional funding specifically to clear the backlog, which is why we're seeing movement on cases that have been dormant for years.
