Does unemployment count as income for taxes and benefits in Washington?

I'm getting confused about whether my unemployment benefits from Washington ESD count as income. I'm filling out some forms for other assistance programs and they're asking about all sources of income. Do I need to report my UI payments? Also worried about tax time - do I have to pay taxes on unemployment? I've been getting $450 a week for the past 8 weeks and want to make sure I'm handling this correctly.
