Can I get ESD Training Benefits after moving out of WA state?
Hi everyone, I recently relocated to Oregon for family reasons but I'm still collecting unemployment benefits from Washington where I worked for the past 5 years. I'm considering going back to school for IT certification training and heard about WA's Training Benefits program. Has anyone successfully applied for and received Training Benefits through ESD while physically living in another state? I definitely qualify under one of the TB categories (dislocated worker), but I'm not sure if my current out-of-state residence would disqualify me. The ESD website isn't clear about this situation, and I've been on hold forever trying to talk to someone directly. Any insights would be really appreciated!

ive been on TB for the last 2 months while staying in idaho with my parents. didnt have any issues getting approved. as long as your claim is based on WA employment you should be fine

I'm a career counselor who works with unemployment claimants. You can absolutely receive Training Benefits while living out of state, as long as your unemployment claim is based on Washington employment. The key requirements are that your training program must be approved, you must demonstrate that you're a dislocated worker or meet another eligibility category, and you must submit your application within the required timeframe. Make sure the training program you're considering meets ESD's criteria. Your program needs to prepare you for a high-demand occupation and be offered by an institution on their approved provider list. They do accommodate online programs which would be perfect for your situation.

I tried to get Training Benefits after moving to Arizona and it was a NIGHTMARE trying to reach someone at ESD who could answer my questions!! I spent WEEKS trying to get through on the phone lines with no luck. The online system kept giving me error messages when I tried to submit my TB application, probably because my address was out of state. I finally gave up and just used regular UI while taking some classes part time. So frustrating!!

They connected me to an ESD agent in about 15 minutes when I needed to resolve an issue with my Training Benefits application. The agent confirmed that out-of-state residents can definitely receive TB as long as your claim is based on WA employment.

Quick question - does anyone know if you still have to do the 3 job search activities per week while on Training Benefits? I know the rules changed in 2023 but can't remember if that applies to TB too.

However, until your TB application is approved, you must continue to conduct your 3 job search activities weekly and report them. After approval, you'll just need to certify your training participation instead of reporting job searches.

Hate to be the bearer of bad news, but Training Benefits are TERRIBLE. I got approved for them last year and it was barely worth the hassle. The payment amounts are too low to cover good training programs, and ESD is constantly messing up payments or asking for more documentation. Plus the Commissioner Approved Training option is super limited now compared to a few years ago. Just my two cents - you might be better off with regular UI and finding an affordable online program yourself.

•The out-of-state part wasn't really the problem for me. It was more the constant verification of enrollment they required, and how slow they were to process everything. One time they missed a payment because they claimed they didn't receive my progress report, even though their system showed I uploaded it. Just lots of bureaucratic headaches.

•I had the complete opposite experience! TB was amazing for me last year - covered my entire coding bootcamp and I got a job within 2 months of finishing. But I was in WA still so maybe the experience is different. For the record, you DO qualify if you're out of state but your claim is based on WA employment history. The key is getting a good career counselor at WorkSource who knows what they're doing with TB applications.

one thing to remember is that once ur on TB, the benefits last longer than regular unemployment! i think its like 26 weeks vs the normal 13 weeks or something? dont quote me on the exact numbers lol but def worth it if ur doing a longer training program

Update: I finally got through to ESD today! They confirmed that I CAN apply for Training Benefits while living out of state, as long as my unemployment claim is based on Washington work. The rep said I need to make sure my training program is on their approved provider list, which I can check online. If anyone else is in this situation - it is possible! Thanks to everyone who shared their experiences. I'm going to start my application this week.
