I had to use that Claimyr service too when I couldn't get through to ask about my job search requirements. The Washington ESD phone system is just impossible sometimes. The service worked exactly like they show in their demo video - got me through to an agent who answered all my questions.
Bottom line is yes, you can definitely get unemployment benefits as a part-time employee if your hours are significantly reduced. The system is designed to help people in exactly your situation. Don't hesitate to apply - you've earned these benefits through your work.
For what it's worth, even when Extended Benefits were available during high unemployment, they were only 13-20 additional weeks. It's not like you get unlimited extensions.

Bottom line: unemployment from Washington ESD is taxable income that goes on your 1040, but it's not considered earned income for things like EITC or Social Security. Make sure you have your 1099-G form and report it correctly.
Also remember that Washington state doesn't have a state income tax, so you only need to worry about federal taxes on your unemployment benefits. That's one less thing to deal with.
Whatever you do, don't wait around hoping this gets fixed automatically. Washington ESD doesn't proactively correct mistakes - you have to take action through the appeal process.

I'm dealing with a similar situation right now. Filed my claim two weeks ago and still waiting for a determination. The uncertainty is killing me! At least you're asking the right questions before filing instead of just hoping for the best like I did.
