Why do people pay unemployment taxes - confused about NYS Department of Labor funding

I was looking at my paystub and noticed the unemployment tax deduction and got curious - why exactly do we pay unemployment taxes? Like I get that it funds the NYS Department of Labor unemployment system but how does it actually work? Do employers pay into it too or is it just us workers? And does the amount we pay affect how much we can get if we file a claim later? Sorry if this is basic but I never really understood the whole funding structure behind unemployment benefits.

my company had massive layoffs last year and our HR explained that their unemployment insurance rates went up because of it. kinda makes sense that the companies causing more claims pay more into the system
