NYSDOL Unemployment: No payment after 3 weeks of filing - Normal wait time?

I've been filing my unemployment claim for 3 weeks now and still haven't gotten paid. Is this normal? I tried checking my account online but the site was down. I got an email a couple weeks ago telling me to call them, which I did, but I'm still waiting. Anyone else dealing with this? How long did it take for you to get your first payment? I'm starting to get worried and could really use some advice on what to do next.
