NYS Department of Labor claim stuck - trying to determine which statement is true about high unemployment periods

I've been dealing with NYS Department of Labor for 6 weeks now and my claim is still pending adjudication. During this whole process I keep seeing conflicting information about what happens during high unemployment periods. Some sources say benefits get extended automatically, others say the opposite. I'm trying to determine which statement below is true of high unemployment - that benefits become harder to get approved, or that more people qualify for extended benefits? My weekly claims keep showing as 'pending' and I can't figure out if this delay is normal during periods when lots of people are filing. Has anyone else experienced longer processing times when unemployment rates are high in their area?
