NY unemployment frustration - can't reach anyone since December, ID.me issues after moving

I'm at my breaking point with NY unemployment. Been claiming since December 2024 and haven't received a SINGLE payment yet. I try calling literally the second the phone lines open and all I get is 'we're experiencing high call volume' then it hangs up!!! I went through the id.me verification process but since I moved recently, they won't accept half my documents. My address doesn't match on everything and now I'm stuck in verification hell. Can't reach a human being to save my life. Lost my job right before the holidays and burning through savings. Anyone found a way to actually get through to a real person? This is beyond frustrating.

I had similar issues in January. Have you tried calling exactly at 7:58am? The system sometimes connects calls slightly before their official 8am opening time. Also, make sure you're calling the main claims center (888-209-8124) and not one of their other departments. For the ID.me issue, you'll need to upload a signed statement explaining your move and why your documents have different addresses. Include your lease/mortgage document as supporting evidence.

Thanks for the tip about calling at 7:58! I'll try that tomorrow morning. I've been calling the 888-209-8124 number but never thought to try a couple minutes early. For the ID.me stuff - do I just upload the explanation letter in the same section where they're asking for the ID documents? I tried uploading my new lease but the system kept saying it wasn't an accepted document type.

The whole system is DESIGNED to be impossible to navigate!!!! They WANT you to give up. I went through the same thing last year and it took me 3 MONTHS to see a penny. The politicians don't care about regular people trying to survive. They make the system complicated on purpose so they can deny more claims.

While I understand your frustration, the system is actually overloaded because of staffing issues, not by design. NYSDOL is working with about 60% of the staff they had pre-covid. It doesn't help the OP, but it's not a conspiracy - just bureaucratic inefficiency.

Did you have to do anything special to finally get it resolved? Or just keep calling until you got lucky?

I work with unemployment claims every day, and here's what's happening: When you move during a claim period, it triggers an automatic verification hold. For the ID.me issue, you need to select the "Special Circumstances" option in the verification portal, which allows you to upload a change of address form along with ONE current and ONE previous address document. For the phone issues, instead of calling repeatedly, I'd recommend using Claimyr (claimyr.com). They've developed a system that waits on hold for you and calls when an agent is ready. I've had clients who were in similar situations who used it after months of trying. They have a video showing how it works: https://youtu.be/Rdqa1gKtxuE Finally, send a message through your online account portal using the contact form. Specifically state "ADDRESS VERIFICATION HOLD" in the subject line, which routes it to the correct department.

THANK YOU for the detailed advice! I didn't see any "Special Circumstances" option in ID.me, but I'll look again. I've been sending messages through the portal but with generic subjects, so I'll try your specific wording. That Claimyr service sounds worth trying at this point - I'll check out the video. After 3 months of no income, I'm desperate for any solution.

Have you tried contacting your state assembly person? Mine helped when I had a similar issue last year. They have direct contacts at DOL that regular people don't have access to. Google your district and give their office a call.

I'm dealing with NY unemployment right now too, and while I didn't have your exact issue, I did have problems verifying my identity. What finally worked was uploading my documents as JPEG files instead of PDFs. For some reason, their system processes images better than PDFs. Also, try calling on Wednesday afternoons around 2-3pm - that's when I finally got through after weeks of trying mornings. One more thing: have you checked your spam folder regularly? My first correspondence from them went straight to spam, and I almost missed a deadline because of it.

That's so interesting about JPEGs vs PDFs! I was uploading everything as PDFs because I thought it would look more professional. I'll definitely try converting them to JPEGs and reuploading. And I've been trying early mornings with no luck, so I'll give Wednesday afternoon a shot too. I have been checking spam but will double-check again. Thanks for the specific advice!

Just to add some clarity to your situation: 1. Claims since December without payment indicates a hard hold, not just a verification delay 2. The ID.me address mismatch will continue to block your claim until resolved 3. When documents don't match, you need to file a Request for Reconsideration (Form UI-501R) Most importantly, make sure you continue certifying every week while you resolve these issues. Missing even one week of certification can cause additional problems. Once your identity is verified, you should receive retroactive payments for all properly certified weeks. Don't give up - the system is frustrating but persistence pays off in these situations.

Where do I find this UI-501R form? Is it on the main NY unemployment website? And yes, I've been religious about certifying every single week, even though it's depressing to keep doing it without seeing any money.

You can find the UI-501R form under the "Forms" section of your online account. If it's not there, you may need to specifically request it through the message center. Just select "Forms Request" from the dropdown and specifically ask for the UI-501R Reconsideration form. Good job keeping up with your weekly certifications - that will make the backpay process much smoother once this is resolved.

I was having the EXACT SAME PROBLEM in February! Called for weeks and nothing. Then I tried that Claimyr service someone mentioned above. Got through to an agent the same day who fixed my claim. Had all my backpay within a week. Before that I was ready to give up completely. The video on their site explains it pretty well. Worth every penny when you're waiting on thousands in benefits!

That's amazing you got your backpay so quickly after connecting! Did they ask for any special documentation when you finally got through to someone? I'm wondering if I should have specific things prepared for when I finally talk to a person.

Have your ID ready, your claim confirmation number, and dates of all your weekly certifications. The agent asked me about my employment history for the last 18 months too, so have that info handy. Good luck!!

I'm in the same boat right now except I'm dealing with a former employer who's contesting my claim. THREE HOURS on hold yesterday and then the call dropped. This is America in 2025 - can't even get basic services working right. Makes me want to move to Canada honestly.

Canada's unemployment system has its own problems. My sister lives in Toronto and says their system is just as backlogged.

Just checking in - were you able to try any of the suggestions? The early morning call trick works about 40% of the time in my experience.

I tried the 7:58am call yesterday and today - no luck yet. I'm going to try the Claimyr service tomorrow if I still can't get through. I did find and submit that UI-501R form and converted all my documents to JPEGs for the ID.me verification. Fingers crossed something works soon. Really appreciate everyone's help!

Sounds like you're taking all the right steps! The UI-501R form usually takes 7-10 business days to process, so don't worry if you don't hear anything immediately. Keep us posted on how things work out.
