IRS threatening wage garnishment despite unprocessed 2023 return that covers balance - Filed Feb 7th

Filed my taxes on Feb 7th and they still havent processed them. Just logged in and saw a garnishment notice even tho my refund would cover what I owe them! How can they garnish wages when they haven't even processed my return that would clear the balance? This makes no sense!
