Why is my California EDD unemployment payment so low?

So I just got my first payment from California EDD and I'm completely confused. The amount they're paying me every two weeks is way less than I expected. Like significantly less. I was making decent money at my last job and I thought unemployment was supposed to replace a good chunk of your income but this amount barely covers my rent let alone anything else. I didn't get any letter explaining the calculation and the UI Online portal just shows the amount without any breakdown of how they came up with it. Did I do something wrong when I filed? Is there a way to get this recalculated? Has anyone else dealt with their weekly benefit amount being way lower than it should be?

This is actually super common and most people are shocked when they see their first payment. California EDD calculates your weekly benefit amount (WBA) based on your highest earning quarter during your base period, not your most recent salary. The base period is typically the first four of the last five completed calendar quarters before you filed. So if you had a quarter where you earned less (maybe you switched jobs, took time off, had reduced hours), that can drag your benefit amount way down even if you were earning more recently. The maximum weekly benefit amount in California right now is $450 which honestly isn't much for most people.

0 coins

Wait so they don't just look at what I was making when I got laid off? That seems really unfair. I was at my highest salary ever when I lost my job but apparently some quarter from like a year ago is affecting my amount?

0 coins

yeah the base period thing got me too, I had taken a leave of absence one quarter and it tanked my whole benefit amount, system is really broken

0 coins

The base period calculation is correct but worth noting there's also an alternate base period you can request if the standard one doesn't work in your favor. The alternate base period uses the last four completed calendar quarters instead. Some people get a higher WBA that way so definitely worth asking California EDD about it.

0 coins

also make sure you reported your wages correctly when you filed. if you accidentally put in wrong income figures or forgot to include some quarters it can affect your benefit amount. I made that mistake and my payments were low until I called to get it corrected

0 coins

How did you get through to someone at EDD to fix it? I've been calling for days and either get disconnected or just get the automated message saying they can't take my call

0 coins

honestly it took me forever too. I eventually used a service called Claimyr (claimyr.com) that basically helps you get through to an actual EDD agent on the phone. There's a video showing how it works at https://youtu.be/JmuwXR7HA10 - it got me connected way faster than I ever managed on my own and I was able to get my wage information corrected which bumped up my payments

0 coins

seconding this, getting through to EDD on the phone is nearly impossible without some kind of help

0 coins

something people don't realize is that the WBA calculation only goes up to that $450 max. so even if you were making six figures your unemployment is capped. California hasn't raised the maximum benefit amount in years and it's honestly embarrassing how low it is compared to cost of living here

0 coins

THIS. I was making almost $90k and getting like $450 a week from EDD. Do the math. That's not even close to replacing my income. The system is designed to be inadequate on purpose I swear

0 coins

Yeah I'm starting to realize the system just doesn't pay what people need. But I still want to make sure I'm at least getting the maximum I qualify for based on my actual earnings

0 coins

Totally valid concern. If you think your WBA is wrong based on your earnings you absolutely have the right to request a wage audit or ask EDD to review your base period wages. Just make sure you have your pay stubs or W2s ready to verify.

0 coins

did you have any weeks in your base period where you were self employed or doing gig work? that income doesn't always get reported to EDD automatically and if it wasn't included when you filed it might be why your amount is lower than expected

0 coins

No I was a regular W2 employee the whole time. So all my wages should have been reported automatically right?

0 coins

yeah W2 wages get reported by your employer directly to EDD so they should have that info. But sometimes there are discrepancies especially if you changed employers or had overlapping jobs. Worth double checking

0 coins

Good point. You can actually view the wage information EDD has on file for you by logging into UI Online and checking your claim details. If the wages listed don't match your actual pay stubs that's something to flag with an EDD agent immediately.

0 coins

I went through the exact same thing six months ago and spent probably two weeks trying to figure out why my payments were so low. Turns out my employer had reported my wages to the wrong quarter somehow and it completely messed up my base period calculation. I never would have caught it if I hadn't actually gotten through to talk to someone at EDD

0 coins

How long did it take to get fixed once you found the problem?

0 coins

about three weeks after I reported it. They had to do a wage investigation and get confirmation from my former employer. Kind of a pain but my WBA went up by almost $80 a week after so it was worth it

0 coins

three weeks sounds fast honestly. I've heard of these taking months

0 coins

Here's a breakdown of how California EDD actually calculates your weekly benefit amount so you can figure out if yours seems right. They take your highest earning quarter from your base period and divide it by 26. So if your highest quarter was $11,700 your WBA would be $450 (the max). If your highest quarter was $8,000 your WBA would be around $307. You can calculate what yours should be and compare to what you're receiving. If there's a big gap something may have gone wrong with your wage records.

0 coins

Ok this is actually really helpful. I just did the math and my highest quarter was definitely above $11,700 so I should be getting $450 a week but I'm getting way less than that. Something is definitely wrong.

0 coins

In that case you need to talk to EDD directly and request a wage audit. They should correct it and potentially issue back pay for the difference. This is exactly the kind of thing worth fighting for.

0 coins

yes definitely pursue this. A difference of even $100 a week adds up to a LOT over a typical claim period. Don't just accept a low payment if the calculation seems wrong.

0 coins

EDD just randomly underpays people and hopes they don't notice or don't bother fighting it. I had to appeal THREE separate issues on my last claim. Three! And every single time I was right and they were wrong. The burden is always on us to catch their mistakes which is insane when you're already stressed out from being unemployed

0 coins

preach. the system absolutely puts all the burden on claimants

0 coins

This is so discouraging to hear. I really don't have the energy for a fight right now but it sounds like I might not have a choice

0 coins

I hear the frustration and it's valid. But to be fair EDD does have a process for correcting wage errors and most of the time when you can show documentation they do fix it without needing a formal appeal. The key is getting through to them which is admittedly the hardest part.

0 coins

my unemployment was low because i only worked part of the year before getting laid off. didnt have enough wages in enough quarters to qualify for a higher amount. is that maybe your situation?

0 coins

No I worked full time for over two years at the same company. So I should have plenty of wages in my base period.

0 coins

oh then yeah something is definitely off with your calculation. you should definitely look into it

0 coins

I want to come back and mention Claimyr again because honestly if you need to get this wage issue resolved quickly it's the best option for actually reaching EDD by phone. I wasted so much time dialing and redialing before someone in another forum told me about it. You can check out claimyr.com or watch their demo video at https://youtu.be/JmuwXR7HA10 to see how it works. For something like a wage dispute where you need to actually talk to an agent it saved me so much time and stress.

0 coins

is this actually legit? seems a little sketchy that you need a service just to call a government agency

0 coins

I was skeptical too but it worked for me. It's just a tool to help you get through the phone queue. Given how impossible it is to reach EDD otherwise I'd rather use something that actually works

0 coins

I've heard of this from a few people now. Might be worth trying if you've been trying to get through for days with no luck

0 coins

wait are you filing your weekly certifications correctly? sometimes if you report part time work or any earnings during your certification period it reduces your payment for that week. that's not a calculation error that's just how it works

0 coins

I haven't worked at all since being laid off so no earnings to report. My certifications should be clean

0 coins

ok then yeah it's a base period issue like others are saying. definitely worth getting corrected

0 coins

One more thing to check - did EDD send you an award notice letter when your claim was approved? It should show your weekly benefit amount, your base period, and the wages they have on file for each quarter. If you never got that letter or it got lost you can request a copy through UI Online. That document is key to understanding whether the calculation was done correctly.

0 coins

I got something in the mail but honestly didn't read it super carefully. Let me go find it because now I'm thinking that's where the answers are

0 coins

Yes that's exactly right. Look for the quarterly wage breakdown and compare it to your actual pay stubs for those periods. Any discrepancy is what you'd report to EDD to get corrected.

0 coins

The award notice also has a deadline for disputing the wage calculation so don't sit on it too long once you find it. I believe you have a limited window to contest the base period wages without having to go through a full formal appeal.

0 coins

honestly even the max $450 a week is a joke in california. thats like $1800 a month. you cant even rent a room in most parts of the state for that. they need to update the benefit levels so badly

0 coins

absolutely ridiculous. Cost of living here is insane and the max benefit has barely moved while rents have like doubled

0 coins

There's been legislation proposed to raise it but it never seems to get through. Meanwhile people are supposed to survive on $450 a week in Los Angeles or San Francisco

0 coins

Yeah the systemic issue is real but my more immediate problem is making sure I'm at least getting what I'm supposed to get. Even $450 is better than whatever low amount I'm getting now

0 coins

To summarize the steps you should take based on this thread: First, find your award notice and check the quarterly wages listed. Second, compare those figures to your actual W2 or pay stubs. Third, if there's a discrepancy contact EDD and request a wage audit - have your documentation ready. Fourth, if the wages match but the calculation still seems off ask specifically about the alternate base period option which might produce a higher benefit amount. The whole process can take a few weeks but it's absolutely worth it if you're being underpaid.

0 coins

Thank you this is the clearest explanation I've gotten. Going to dig out my award notice tonight and start from there.

0 coins

This is great advice. I'd add that when you do contact EDD be super specific - say you want to dispute your base period wages and request a wage audit. Using that specific language helps them route you to the right department faster

0 coins

And if you're struggling to get through on the phone remember claimyr.com as an option. Getting a live agent on the line is really the fastest way to resolve a wage dispute rather than waiting for a callback that may never come.

0 coins

I think I had the same issue but went a different direction - I requested my employment records from my old job and compared them to what EDD had. Found out my employer had made an error in what they reported one quarter. HR department fixed it and notified EDD and my payment got adjusted. So it might not even be EDD's mistake - could be your employer's records that are off

0 coins

That's a really good point. I hadn't even considered it might be my employer's reporting that was wrong. I'll check with HR too.

0 coins

yeah it's worth covering all your bases. Former employers don't always report everything accurately especially if there were any payroll system changes or you had any bonuses or irregular pay

0 coins

another thing that can lower your WBA that nobody mentioned - if you voluntarily quit your previous job or there was any question about how you became unemployed, EDD might have reduced your benefit period or imposed some kind of partial disqualification. do you know if your separation was clean like a layoff or was there anything complicated about it?

0 coins

It was a straight up layoff, my whole department got eliminated. So there shouldn't be any issue with my separation

0 coins

good, then you should be getting your full WBA. Separation issues cause a whole different set of problems but sounds like that's not your situation

0 coins

Worth confirming there's no disqualification notice on your UI Online account. Sometimes these get generated automatically and claimants don't realize it. Check your inbox and documents section in the portal.

0 coins

I just want to say to anyone reading this - ALWAYS check your award notice and ALWAYS verify that EDD has your correct wages on file. Never assume they got it right. I found out the hard way that errors are way more common than you'd think and EDD is not going to reach out to tell you they're underpaying you. You have to catch it yourself.

0 coins

100% this. Trust but verify with EDD. Actually just verify.

0 coins

the whole system is designed to be confusing so people give up. stay on it OP

0 coins

Definitely not giving up. Going to track down my award notice, compare the wages, and get on the phone with EDD even if I have to use that Claimyr service people mentioned to actually get through. Thanks everyone for the help.

0 coins

update us when you find out what the issue was! these posts are really helpful for other people searching for the same problem later

0 coins

Will do. Hopefully I'll have good news soon. Going to tackle this tomorrow morning.

0 coins

Good luck! The WBA dispute process can feel overwhelming but most people who push through it do get corrections made. Hang in there.
