How do I contact California EDD about my debit card not working?
I've been going absolutely crazy trying to figure out who I'm even supposed to call about my EDD debit card situation. My card got declined twice this week and I have no idea if the problem is with California EDD or with the Money Network side of things. I checked my UI Online account and it shows my payments were processed and supposedly deposited, but my debit card keeps getting rejected at stores. I tried calling the EDD general line and sat on hold for over an hour before getting disconnected. Then I found a separate number for Money Network but that just led me to an automated system that said my balance was fine. If my balance is fine why is the card being declined?? Has anyone dealt with this before and figured out who the right contact is to actually fix the debit card problem?

ugh the EDD debit card situation is such a mess. there are actually TWO different entities you might need to contact depending on whats wrong. if the money shows deposited in UI Online then its a Money Network card issue not an EDD issue. call the number on the back of your card which connects to Money Network customer service directly

•ok so I did call the number on the back and it just gives me the automated balance info and then hangs up. I cant figure out how to get a real person

•You need to press 0 or say 'representative' repeatedly to break out of the automated menu. Money Network's system is designed to push you toward self-service but there are real agents available

Same exact thing happened to me last month! My payments were showing processed on UI Online but the card wasn't working. Turns out my card had been flagged for fraud protection because I used it in a different city. Money Network locked it without telling me.

•oh wow that might actually be it because I did use it at a gas station out of my normal area. how did you get it unlocked?

•Had to call Money Network and go through identity verification. took about 20 minutes but they unlocked it on the spot

•this happens SO often with these EDD debit cards. the fraud detection is super aggressive which I guess is good but they should at least send a text or email when they freeze it

When I was dealing with my own EDD debit card issues a few months back I was struggling to get through to anyone. A friend told me about Claimyr (claimyr.com) which helped me actually get connected to a California EDD agent by phone without the endless hold times. They have a video showing how it works at https://youtu.be/JmuwXR7HA10 - might be worth checking out if you need to escalate beyond Money Network to get EDD involved in resolving the card issue

•wait this actually gets you through to EDD? I'll watch the video. at this point I've wasted like 3+ hours trying to reach someone

•I was skeptical too honestly but it actually worked. got connected to a real EDD rep who could see my account and everything

Here's the breakdown of who handles what with California EDD debit cards: - Money Network (1-800-684-7051): Card activation, PIN issues, fraud holds, declined transactions, balance inquiries - California EDD: Payment amounts, claim status, whether a payment was actually issued If your UI Online shows payment issued AND Money Network shows funds available, the problem is almost certainly a card-level issue that Money Network needs to fix. If UI Online shows payment issued but Money Network shows zero balance, then there may be a deposit routing problem that EDD needs to investigate.

•this is really helpful thank you. so my UI Online shows payment deposited AND the automated Money Network line shows balance available, so you're saying Money Network is definitely who I need to get a human at?

Liam O'Sullivan
•Correct. If both systems agree money is there, the card itself or your account has a restriction. Money Network agents can see flags on your account that the automated system won't tell you about.

BEEN THERE. spent literally an entire day trying to sort out my EDD debit card last year. the system is designed to make you give up. keep pushing for a live person at Money Network, don't let the robot win

•the robot ALWAYS wins lol but seriously persistence is the only way

One thing worth knowing - if your card was recently reissued (expired card replaced with a new one) sometimes EDD sends payments to the old card number for a period before the system updates. If that's the case you'd see funds available on the old card account but the physical new card wouldn't work until the routing updates. This is an EDD-side issue not Money Network.

•I don't think I got a new card recently but I'll double check the expiration date on mine to rule this out

•this happened to my sister, took like 2 weeks for EDD to update the card number in their system and she couldn't access her money the whole time. was a nightmare

did you check if your card is expired? I know it sounds obvious but that got me once lol

•checked, not expired. good thought though

Another common reason EDD debit cards get declined is if you haven't activated the new card properly. Even if it looks active in the system sometimes the activation didn't fully process. Try calling the activation line on the sticker on the card (separate from the regular customer service number) and going through the full activation steps again even if you think it's already done.

•I can try reactivating it, wouldn't hurt. Is there any risk that doing this again could cause issues?

ThunderBolt7
•No risk at all, reactivation just confirms your identity and links the PIN. Shouldn't cause any problems

I work in banking (not EDD or Money Network but still) and debit card declines even with available balance are almost always one of these things: 1) fraud hold 2) daily transaction limit exceeded 3) merchant type restriction 4) card not activated properly. The fraud hold is by far the most common with prepaid government benefit cards
0 coins
Yuki Watanabe
•daily transaction limit - I hadn't even thought about that. I did make a couple purchases earlier in the day before the declines. what is the limit for EDD Money Network cards?
0 coins
Dylan Hughes
•I believe EDD Money Network cards have a $2500 daily purchase limit but don't quote me on that, call to confirm. If you hit the limit earlier in the day that would explain why later purchases failed

Liam O'Sullivan
•The daily limits as of 2025: $2,500 for purchases, $1,000 for ATM withdrawals. These reset at midnight Pacific time.

honestly the whole EDD debit card system needs an overhaul. why cant we just get direct deposit automatically without jumping through hoops. i know you can set it up but half the people on EDD don't even know that's an option
0 coins
Carmen Sanchez
•YES. every new claimant should be pushed toward direct deposit setup from day one. the debit card just creates so many problems

Andre Dupont
•You can set up direct deposit through UI Online under the Payment Preferences section. Highly recommend it to avoid all these card issues going forward

switching to direct deposit was the best thing I did during my whole unemployment period. zero issues after I switched from the Money Network card

Coming back to add - if it turns out you DO need to reach California EDD directly and not just Money Network, Claimyr (claimyr.com) was genuinely useful for me when I had a payment issue that wasn't resolvable at the Money Network level. The demo video at https://youtu.be/JmuwXR7HA10 explains how it gets you to an actual EDD phone agent. Saved me days of redialing

To summarize everything in this thread for anyone finding it later: If your California EDD debit card is declined but UI Online shows payment issued, your first call should be to Money Network at the number on the back of your card. Ask specifically whether there is a fraud hold or any restriction on the account - the automated system will NOT tell you this. If Money Network says everything is fine on their end but card still doesn't work, then contact California EDD directly about the payment routing.

•UPDATE: called Money Network, pressed 0 repeatedly like someone suggested, finally got a person. Sure enough there was a fraud hold because of that out-of-area transaction. They removed it and my card works now!! Thank you everyone

•Great outcome! And yes, switching to direct deposit will prevent this type of thing entirely. You can set it up in UI Online anytime.

wait so theres a difference between EDD and Money Network?? I always thought they were the same thing and contacted EDD for everything card related. no wonder I had such a hard time last time lol
0 coins
Carmen Sanchez
•very common misconception. EDD manages your claim and issues the payments. Money Network is a separate company that manages the actual debit card. two totally different customer service lines

NightOwl42
•omg this explains SO much. I spent like 2 hours on hold with EDD once for a card problem and they kept saying it wasn't their department but never told me who to call instead

Andre Dupont
•EDD really should do a better job communicating this distinction upfront. It causes a lot of confusion for claimants.

one more thing - if you're having recurring issues with the EDD debit card it might be worth requesting a replacement card from Money Network. Sometimes cards just develop technical problems after heavy use and a fresh card fixes everything

•good to know for future reference. right now my card is working again but I'll keep this in mind

•yeah keep it in your back pocket. replacement cards usually arrive within 5-7 business days

I'm still salty about the time EDD said my payment was issued and Money Network said they never received it and neither would take responsibility for the missing money. took me THREE WEEKS to get that sorted. the system seriously needs work

•this is my nightmare scenario. how did you finally get it resolved?

•had to basically conference call both of them and get them to talk to each other, which they hated doing. and I found Claimyr helped me actually get EDD on the line fast enough to make this work. claimyr.com - without that I don't think I could have reached EDD quickly enough to coordinate

does anyone know if you can use the EDD debit card internationally or does that cause automatic fraud flags
0 coins
Liam O'Sullivan
•International use is technically possible but Money Network recommends notifying them before traveling abroad, similar to a regular bank. Using it internationally without notice is one of the fastest ways to trigger a fraud hold.

for anyone still struggling to get through to Money Network - their hold times tend to be shorter earlier in the week (Monday/Tuesday morning) vs end of week. same principle as calling EDD honestly, avoid Mondays after weekends when everyone is calling at once... wait no Monday mornings are actually decent, it's the afternoon that gets slammed

•I've found Wednesday mid-morning to be the sweet spot for Money Network personally
