Walmart delivery never arrived but shows 'signed for' - how to dispute Cash Aid EBT transaction?

Feeling really frustrated right now. I used my Cash Aid EBT card to order some essential household stuff from Walmart (cleaning supplies, diapers for my toddler, etc) and selected home delivery. Got a notification yesterday saying it was delivered and signed for, but NOTHING was at my door. I checked with neighbors, checked around my building, nothing! Called Walmart customer service and they basically said 'too bad, it shows signed for' and that I need to 'dispute the transaction.' They wouldn't tell me WHO supposedly signed for it or show me the signature. I've never had to dispute a Cash Aid transaction before - do I just call the number on the back of my EBT card? Will they even help with this since technically the payment went through? I'm stressed because that was almost $180 of my benefits for the month and I really needed those supplies. Has anyone successfully disputed a transaction like this before? What info will I need to provide?

omg same thing happened to me last month with target!!! said delivered but wasn't there. i called the ebt customer service number and they said they couldn't do anything bc it wasnt stolen from my account, it was just fraud by the delivery person. had to file police report

You definitely need to call the EBT Customer Service number on the back of your card, but you should know that this isn't a simple dispute like with a credit card. With Cash Aid on EBT, once the transaction is processed and the money leaves your account, it's much harder to get back. What you're dealing with is actually two separate issues: 1. The EBT transaction itself (which was technically completed correctly) 2. The missing delivery (which is Walmart's responsibility) When you call the EBT number, explain exactly what happened. They'll likely tell you that you need to work with Walmart since the payment processed correctly. Ask specifically for a "transaction dispute form" - they may be able to send one to you even if they say they can't help. With Walmart, you need to escalate beyond the first customer service person. Ask to speak with a supervisor and specifically mention that you'll be filing a police report for theft if they can't resolve this. Request the GPS delivery confirmation data and the name of who signed. Don't give up after one call!

you can also try contacting your county CalWORKs office. they might be able to help with disputed transactions, or at least give you emergency aid if u cant get the money back right away. good luck!!!

This is actually a good point, but they'll almost certainly tell you to file a theft/fraud report first before they can consider any kind of emergency replacement. The county won't replace funds that were technically "delivered" unless you have documentation that you've reported it as theft/fraud. Make sure you keep copies of ALL communication with Walmart - screenshots, emails, reference numbers for phone calls, names of representatives. You'll need this paper trail.

Been there with Amazon! What a nightmare! The EBT customer service is pretty useless for this specific problem because technically the transaction went through fine - your card worked, the payment processed. The issue is with Walmart's delivery service. I spent DAYS trying to get someone at the county office to help me when this happened. Keep detailed notes of everyone you talk to including date/time and what they said. File a police report for theft. Take screenshots of EVERYTHING. Also if you used the BenefitsCal app or website to manage your benefits, you can submit a compliant through there too. The system is rigged against us honestly 😡

Yeah I'm starting to feel like it's a lost cause. I've been on hold with the EBT customer service for 45 minutes now 😫 I'll definitely file a police report like everyone is suggesting. It's just so frustrating because I really needed those things for my kids!

Thank you so much for this information. I've been trying to call the county office all afternoon with no luck. I'll check out that Claimyr service - at this point I just need to talk to an actual person who can help. I did call the EBT customer service and they basically said it's Walmart's problem, but Walmart says it's not their problem since it shows delivered. So frustrating!

Hey just wondering did you check your mailbox and around the back of your place? Sometimes these delivery people put packages in weird spots and don't tell you. My walmart order once ended up in my apartment complex's laundry room!

Yes, I checked EVERYWHERE! I even asked my apartment manager if they accepted any packages (they didn't). It's definitely not here. And what makes it worse is that Walmart won't even tell me who supposedly signed for it!

also maybe check if any of ur neighbors have cameras??? might have caught the delivery person taking your stuff after marking it delivered

btw how did u even order from walmart with ebt cash? i thoughtu could only use it at atm or in store with the card? can u explain how to do online ordering with cash aid? might be useful for me since i dont drive

You can use your EBT card for Cash Aid purchases online just like a debit card! When you checkout on Walmart's website or app, just select debit card as your payment method and enter your EBT card number. It won't work for the food benefits part of EBT (that's limited to certain food items), but the Cash Aid portion works for anything. It's been super helpful for me since I don't have a car either.

Small update - I finally got through to my county office after using that Claimyr service someone recommended above. My worker said I need to submit the CW 2218 form AND a police report before they can consider any kind of emergency replacement. I filed the police report online last night and I'm working on the form now. Walmart still won't budge though - they keep saying it was delivered and signed for. So frustrating! I'll update when I know more in case it helps someone else.

Just wanted to add that when you're dealing with Walmart, make sure to ask for the "proof of delivery" document - not just them telling you it was delivered. They should be able to provide GPS coordinates, a photo of where it was left, and the signature if someone actually signed. If they can't provide these things, that's evidence that their delivery process failed. Also, keep calling back and getting different customer service reps - sometimes you get someone who's more willing to help. Don't let them brush you off! That's such a smart idea about the timestamp camera app! I never would have thought of that but it makes total sense to have proof of what your delivery area looks like before and after. I'm definitely downloading one of those apps right now. And thanks for mentioning the legal clinics - I didn't know those existed. I might look into that if Walmart keeps giving me the runaround. It's really encouraging to know other people are going through this too and fighting back. We shouldn't have to just accept losing our benefits because of delivery companies being sketchy!
