CalWORKs stopped after missing call - confused about newborn verification and child support refusal

So frustrated right now! My CalWORKs got cut off this month because I missed their phone appointment. I just had a baby and didn't want to put her father on child support (personal reasons). I decided to apply for CalFresh only for both my kids, and had my phone interview Monday. The worker surprised me saying they'd give me Cash Aid only for this month but next month it stops? Here's my problem - they asked for my newborn's birth certificate but I don't have the official one yet. I went to the county office and scanned that white hospital paper with her name, mine and her father's names, and birth time. It clearly says at the bottom it's NOT the birth certificate. Two different workers at the office told me this paper would work temporarily until I get the real one. I also signed some child support papers but checked the box refusing to pursue child support. Now I'm stressing because I don't know if they'll approve my benefits. How long does it take for them to process what I scanned? Will they accept that hospital paper? Will they stop my benefits because I refused child support? This all happened Monday (May 6) and I'm anxious waiting.

You should be fine with the hospital verification for now. That white paper (called a proof of birth letter) works as TEMPORARY verification - they'll probably give you a deadline to submit the actual birth certificate once you get it. Usually they give you like 30 days. About the child support thing - refusing cooperation WILL affect your Cash Aid. When you refuse child support cooperation, they reduce your grant by 25% (just YOUR portion, not the kids'). So you'll still get Cash Aid, but it will be reduced. Your CalFresh shouldn't be affected by the child support refusal though. It usually takes 3-5 business days for them to process documents you submit in person, but it can take up to 10 days. You can call them Friday if you haven't heard anything.

Thank u for explaining! So they will still give me some cash aid even with refusing child support? The worker made it sound like I'd get nothing next month. Do you know if I can change my mind later about the child support thing without losing benefits in between? I'm so confused bcuz he told me one thing then the office workers told me different things

Just to clarify what the previous person said - when you refuse child support cooperation, only YOUR portion gets reduced by 25%, not your children's portion. For example, if your family grant is $800, and your portion is $300, they'd reduce it by $75 (25% of $300), so you'd get $725 total. They can't remove the kids from the grant just because you refused cooperation. And yes, you can change your mind later about cooperation - just tell your worker and they'll have you fill out new forms and restore the full grant amount going forward.

when ur baby is on med-cal n CalWORKs they MAKE u sign child support papers its mandatory but u can check exempt for good cause like domestic violence or something. your aid will be less if u refuse without good cause reason

The worker didn't really explain the good cause options to me... just had me sign stuff real quick. Is it too late to go back and say I have good cause? Can domestic violence from years ago still count?

I had this SAME exact issue with my newest baby last year. The hospital paperwork is enough for them to add your baby temporarily, but you'll get a Notice of Action saying you need to provide the actual birth certificate within 30 days (sometimes they give you longer). For the child support thing - be careful. When you check that box refusing cooperation without a good cause reason, they'll cut your portion of the grant by 25%. But if you have ANY safety concerns about the father, you should request a "good cause" exemption. You'll need to fill out a CW 51 form explaining why pursuing child support would put you or your children at risk. Also, processing time varies A LOT by county. Some counties take 2-3 days to process documents, others take 2 weeks. If you need to check on the status, I'd recommend using Claimyr (claimyr.com) to get through to a live person quickly. They have a service that gets you past the horrible phone wait times. I used their video demo (https://youtu.be/jzISHxCPLwE) to figure it out and got through in 5 minutes instead of waiting all day.

This is misleading. The hospital paper IS a legal document and should be accepted permanently NOT just temporarily! I've had 3 kids and never once had to provide the "actual" birth certificate for CalWORKs. The hospital verification paper has all the info they need legally to verify the child.

Actually, the verification requirements depend on the county. Some counties will accept the hospital document permanently, but most require the official birth certificate eventually. The hospital document technically only verifies birth, not citizenship (which is why most counties want the actual birth certificate). The California Department of Social Services Eligibility and Assistance Standards Manual specifically states that while hospital records are acceptable to verify birth, a birth certificate is preferred for permanent verification.

I don't mean to freak you out, but when I was in your situation, my benefits got messed up for 3 MONTHS! The document verification went through fine, but they kept sending me conflicting notices about the child support part. One letter said my case was approved, another said it was pending verification, then another said reduced benefits... it was a nightmare!!!! Have you checked BenefitsCal to see if there are any messages or tasks there? Sometimes they update that before they actually call you. Also double-check that they have your current phone number because they might try to call you again. And honestly, I'd go BACK to the office in person and talk to someone. Don't just wait and hope it works out. Their system loses documents ALL THE TIME.

omg that sounds awful!!! I checked BenefitsCal but there's nothing new there. I think I will go back to the office tomorrow just to make sure. Did you ever get things sorted out with your case?

they just want ANY proof baby exists n is urs. hospital paper works fine. they gave me 45 days to get real birth cert when i had my last kid. child support is different thing, ur benefits will just be lower if u dont cooperate without good cause. the real issue is that missed phone appointment - that can TOTALLY cause discontinuance and they might make u reapply from scratch depending on how long its been. did they send u a discontinuance notice in the mail before u went in?

Yes I got a notice saying I was discontinued for not completing the phone interview requirement. But when I went in Monday and talked to the worker, he said they'd give me cash aid for May but then it would stop in June. I'm so confused about whether I'm actually approved now or not

Based on what you've shared, it sounds like your case is in a partial reinstatement status. When you missed your original phone appointment, they issued the discontinuance, but when you completed the interview on Monday, they reinstated benefits for the current month (May). The worker's comment about June benefits ending likely relates to the child support cooperation issue. Here's what's probably happening: 1. Your May benefits are being processed now that you've had the interview 2. The hospital verification document should be sufficient for now (they'll note in your case that you need to provide the birth certificate later) 3. Your decision to refuse child support cooperation will result in a 25% reduction to YOUR portion of the grant, not the children's portion I recommend calling your county office to specifically ask about the status of your June benefits. There's a chance the worker was incorrectly assuming your case would close completely rather than just being reduced. According to CalWORKs regulations, refusing child support cooperation without good cause should only result in a 25% reduction to the parent's portion, not complete case closure. If you're having trouble getting through on the phone, follow up in person at the office. Make sure to get any answers in writing so you have documentation.

Thank you so much for explaining everything! This makes way more sense than what the worker told me. I'll call tomorrow to check on my June benefits status.

I went through something similar when I had my second child. The hospital verification document (that white paper) is totally acceptable - I used mine for months before getting the official birth certificate. Don't stress about that part. For the child support refusal, the worker probably didn't explain it clearly. You WON'T lose all your benefits - they'll just reduce YOUR portion by 25%. So if your total grant would be $600 and your adult portion is $200, they'd reduce it by $50 (25% of $200), leaving you with $550 total. Your kids' portions stay the same. The confusing part about "stopping next month" might be because your case needs to go through the child support cooperation review process. Sometimes there's a delay while they process the refusal and calculate the new grant amount. I'd definitely call or go back in person to clarify exactly what's happening with June benefits. Also, if you have ANY safety concerns about the father (even from years ago), definitely ask about filing for "good cause" exemption from child support cooperation. This could prevent the 25% reduction entirely.
