CalWORKs 48-month time limit hit - why did they cancel my sister's CalFresh too?
My sister just got a notice that she hit her 48-month lifetime limit for CalWORKs. She's a full-time student at community college and works 20 hours weekly as a caregiver making about $17/hr. I completely understand them stopping her Cash Aid because of the time limit, but they also terminated her CalFresh benefits at the same time! I thought CalFresh doesn't have the same time limits as CalWORKs? She's still low income and needs the food assistance. Her worker wasn't helpful at all when she called. Has anyone else had their CalFresh cut off when they timed out on CalWORKs? What should she do? She has two kids to feed and can barely cover rent with her part-time job.

They definitely shouldn't have cut her CalFresh just because she hit her CalWORKs time limit! Those are completely separate programs with different eligibility requirements. The 48-month time limit ONLY applies to the Cash Aid portion of CalWORKs, not CalFresh benefits. She needs to contact her caseworker immediately and request they reinstate her CalFresh. They likely made an error during the transition off Cash Aid. Also, since she's a student working 20 hours a week AND has children, she should absolutely still qualify for CalFresh under the student eligibility rules.

•Thank you! They sent her a Notice of Action for both programs at the same time. Should she file an appeal? The letter had some confusing language about 'household composition change' that we didn't understand.

same thing happened to my cousin! they cut everything at once and she was like ??? turns out they messed up on their end and had to fix it. tell ur sister to call and be super clear shes asking about calfresh specifically not calworks

•YES THIS ⬆️ The same worker usually handles both programs and sometimes they do everything in one action without thinking. When I got cut from CalWORKs they tried cutting my Medi-Cal too even though I was still eligible!

•You're right, but the extension paperwork is a NIGHTMARE!! My sister tried for an extension for her medical assistant program and they kept "losing" her paperwork. Took her 3 months of fighting with them before they finally approved it. The system is designed to make you give up. 😡

tell her too apply for calfresh seperate now. sometimes u have to do new application when calworks ends its dum but thats how the system works. they dont automatically keep u on calfresh when calworks stops u gotta reapply. thats what my worker told me

•This isn't quite accurate. When CalWORKs ends, the county is supposed to automatically evaluate continued eligibility for CalFresh separately. It's called a transitional benefit review. Your sister shouldn't need to reapply unless they specifically told her to. But if it's been more than a week since her benefits were cut, a new application might be faster than waiting for them to fix their error.

Just wondering, did they reduce her CalFresh amount before completely cutting it off? When I was on CalWORKs, my CalFresh benefit was higher because they count them together somehow. Then when my Cash Aid ended, my CalFresh went down but didn't stop completely. Maybe they just calculated her new amount wrong based on her income?

•That's interesting - the NOA just said "discontinued" for both programs. It didn't mention a recalculation. But you bring up a good point, maybe they were trying to adjust the amount and something got messed up in their system?

The county offices are TERRIBLE about following their own rules. They just want to kick as many people off as possible to save money! Your sister should absolutely file for a fair hearing IMMEDIATELY. Don't wait! And document EVERYTHING. Take screenshots, save emails, write down names and times when she talks to workers. The system is designed to frustrate you until you give up. I was wrongfully denied CalFresh TWICE before I finally got a fair hearing and won. The judge was shocked at how badly they messed up my case.

One more important thing: if your sister gets her CalFresh reinstated (which she should!), she might qualify for a higher amount than before. When someone receives both CalWORKs and CalFresh, their CalFresh amount is typically lower because Cash Aid counts as income. Now that she's not getting Cash Aid, her CalFresh should actually INCREASE to help compensate for that lost income, assuming her other income and expenses remain the same.
