Will my frozen EBT card still receive CalFresh deposits after reporting theft?

I'm freaking out a little bit because my CalFresh EBT card was stolen last weekend and someone took almost $800 of my benefits!! I spent literally 2 hours at the county office today filing a theft claim (why is there always such a long wait??). They issued me a new card, I changed my PIN number right away, and I also used the EBT app to freeze my card for extra security. But now I'm worried - if my card is frozen, will my next month's CalFresh benefits still be deposited on time? My issuance date is in 3 days and I REALLY can't afford any more delays after losing so much. Has anyone dealt with this before? Do I need to unfreeze before deposit day?

Yes, your benefits will still be deposited on your regular issuance date even if your card is frozen. The freeze only blocks purchases and withdrawals - it doesn't affect deposits. Just remember to unfreeze it when you actually need to use the card, otherwise your transaction will be declined at the store. Sorry to hear about your benefits being stolen. Make sure you follow up on that theft claim because they should be able to replace those stolen benefits under the new federal regulations for EBT theft.

Omg thank you so much! That's a huge relief. I was so worried I'd have to choose between security and getting my benefits. Do you know roughly how long the theft claim takes to process? The worker wasn't very specific.

This is smart actually. I never thought about just keeping it frozen most of the time. Does unfreezing it happen instantly when you need to use it? Or is there a delay?

yea its instant! i just unfreeze right b4 checkout then freeze again when im done. easy peasy

DID YOU REPORT THE THEFT TO POLICE TOO?? My sister just had her benefits stolen and the county told her she needs a police report number or they won't replace anything! The whole system is rigged against us I swear.

They didn't tell me I needed a police report? The worker just had me fill out a form and sign an affidavit about when I last had the card and when I noticed the theft. Now I'm worried I missed something important...

The requirements for EBT theft claims changed in 2023. Police reports are no longer mandatory for all counties in California, though some workers might still incorrectly ask for them. The important thing is that you filed the claim with the county office and signed the affidavit. That's the current procedure.

Just want to add something I learned - make sure to check your balance frequently! I had benefits stolen last year and didn't notice for weeks because I only check when I shop. By then it was harder to prove when the theft happened.

That's good advice. I've definitely been lazy about checking my balance regularly. After this scary experience I'll be checking it every few days for sure.

When my benefits were stolen last year, I spent WEEKS trying to get through to the county office by phone. Just constant busy signals and disconnects. I finally used a service called Claimyr (claimyr.com) that got me through to a real person at the EBT theft department in less than 30 minutes. They have a video showing how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8. Honestly saved me from losing my mind with those automated phone systems. My replacement benefits were approved within 10 days after that call.

Thank you for this! I'm bookmarking it just in case. The county office phones are IMPOSSIBLE. It took me three days of calling before I gave up and just went in person.

I work with CalFresh clients and here's what you need to know about your situation: 1) Freezing your card has NO effect on deposits - benefits will arrive on schedule 2) EBT theft claims typically take 10-15 business days to process in California 3) You can track your claim status through the BenefitsCal portal or EBT app 4) Make sure you update your address if you moved recently, as replacement cards might be mailed 5) Set up text/email alerts for any future transactions Also, the $800 theft should be recoverable - federal regulations now mandate replacement of stolen benefits as long as you reported within 90 days.

This is incredibly helpful, thank you! I didn't know about setting up alerts - definitely doing that ASAP. And it's a relief to hear that the $800 should be recoverable. That's a huge amount of money for my family to lose.

I had my CalWorks benefits stolen last month and I'm still fighting with the county about it. They keep saying they need more verification that it was actually theft. So frustrating!

CalWorks (cash aid) and CalFresh have different theft replacement procedures. For CalWorks, you often need additional verification since it involves direct cash benefits. For CalFresh, the process is generally simpler with the recent federal changes. Make sure you're speaking specifically with the CalWorks unit about your situation.

Just curious, how did you know your card was stolen? Did you physically lose it or was it skimmed? I'm always paranoid about carrying mine.

I actually still had my physical card! That's what was so scary - I think someone skimmed it at a store. I got a notification from the EBT app about unusual activity at a grocery store 30 miles from where I live. When I checked, there were 3 huge transactions I never made. Now I inspect card readers carefully before I swipe.

To directly answer your original question again: Your monthly CalFresh benefits will definitely still be deposited even with a frozen card. The freeze only affects your ability to use the card, not the county's ability to load benefits onto your account. As others have mentioned, keeping your card frozen when not in use is actually a good security practice moving forward.

Thank you for confirming! I'll definitely keep it frozen whenever I'm not actively shopping. Really appreciate everyone's help here - feeling much better about the whole situation now.

I'm so sorry this happened to you! $800 is devastating to lose. I went through something similar about 6 months ago - my card got skimmed at a gas station and I lost $400 before I caught it. The good news is that your benefits will absolutely still deposit on time even with the card frozen. I actually learned to love keeping my card frozen between uses after my theft. One tip that really helped me: take photos of your card transactions right after you make them, especially the receipt showing your remaining balance. It makes it easier to spot unauthorized activity quickly when you check your balance later. Also, if you haven't already, download the ebtEDGE mobile app - the transaction alerts are a lifesaver for catching theft early. Stay strong - the system has gotten much better about replacing stolen benefits since the federal changes. You should see that $800 back within a couple weeks!

Thank you so much for the encouragement and practical tips! Taking photos of receipts is such a smart idea - I never thought of that but it makes perfect sense for tracking. I just downloaded the ebtEDGE app and set up all the alerts. It's crazy how much better the security features are now compared to even a year ago. Really appreciate you sharing your experience - it helps to know I'm not alone in dealing with this and that there's light at the end of the tunnel!
