Stolen P-EBT card benefits used by someone at my old address - can I report theft and get benefits replaced?
So frustrated and worried right now! I just found out my P-EBT card was sent to my old apartment address (I moved about 4 months ago, but forgot to update my address with the school district). When I finally called to check on the status, they told me the card was already activated and all the benefits ($1,465) have been used! The customer service rep said it looks like someone at my old address activated it in February. I asked if I can report this as theft and if my kids' benefits can be replaced, but they just transferred me around and nobody gave me a clear answer. Has anyone dealt with this situation before? Can I press charges against whoever took my kids' food money? And most importantly, can I get those benefits reissued? My kids really need this food assistance right now.

•Thank you for responding! Did your cousin actually get the benefits replaced? I tried calling the regular P-EBT number again today but was on hold for 1.5 hours and then got disconnected. 😡 I'm not sure if I should go to the police station first or keep trying the P-EBT line?

You absolutely need to report this as benefit theft. Here's the process: 1. File a police report first (take ID and any P-EBT correspondence showing you were the intended recipient) 2. Call the CA P-EBT customer service (877-328-9677) and report the theft 3. They'll give you a form to complete - include the police report number 4. Submit the completed form with documentation of your move/address change They should replace the benefits after investigation, but it can take 60-90 days. Make sure to update your address with both the school district AND in the P-EBT portal for any future issuances.

•Thank you for the detailed steps! I didn't realize there was a specific form. Do you know if they'll mail the replacement card automatically to my new address once approved? And is there any way to expedite this process since my kids are going without those benefits right now?

•This is incorrect information. P-EBT benefits CAN be replaced if stolen through no fault of the recipient. The Families First Coronavirus Response Act and subsequent legislation specifically permits replacement of stolen P-EBT benefits. I've helped several clients through this process successfully in 2025.

I had such a hard time getting through to anyone on the P-EBT hotline when my kids' cards had issues. Spent days trying and getting disconnected. Finally used this service called Claimyr (claimyr.com) that holds your place in the phone queue and calls you back when a real person is about to answer. Saved me hours of frustration! They have a video showing how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 Definitely report the theft though - P-EBT benefits CAN be replaced if stolen, but you need that police report number when you talk to them.

•Thank you for this tip! I just spent another hour on hold today before getting disconnected again. I'll check out that service - at this point I just need to talk to a real person. I'm going to file the police report tomorrow morning.

P-EBT benefit specialist here. This situation is handled under the "benefits theft/misappropriation" protocol. Here's what you need to know: 1. P-EBT and CalFresh are different programs with different replacement procedures 2. For P-EBT specifically, you MUST file a police report first 3. Then submit Form PEBT-10 (Benefit Replacement Request) along with: - Police report number - Proof of your current address - Signed affidavit stating you did not receive/use the benefits Unlike regular CalFresh, P-EBT replacements can take 60-90 days to process. Document everything and follow up every 2 weeks. Benefits are usually restored to a new card sent to your verified address. Also, immediately update your address in the P-EBT portal for any future benefit issuances.

•This is incredibly helpful, thank you! I didn't know about Form PEBT-10. Is that something I can download online or do I need to request it? And should I send it to my county office or to the state P-EBT program?

•You can download PEBT-10 from the benefits.ca.gov website under Forms & Publications. Send it directly to the STATE P-EBT office (not county) - the address is on the form. I recommend certified mail so you have proof of submission. Keep copies of everything you send. The form includes a space for your current mailing address where they'll send the replacement card if approved.

Just to clarify what others have said - this is DEFINITELY theft and absolutely reportable. The P-EBT program has specific protocols for benefit theft. In my experience as a benefits advocate, these cases are best handled by: 1. File police report 2. Submit Form PEBT-10 with supporting documentation 3. ALSO contact your school district to update your address and have them note the theft issue in their system Be aware that the first-level customer service reps often give incorrect information about benefit replacement. If they tell you benefits can't be replaced, ask to speak with a supervisor or escalation specialist immediately. The 60-90 day timeline mentioned is unfortunately accurate, but in hardship cases, you can request expedited review.

•Thank you for the detailed information! I called my kids' school today and updated our address, and the secretary said she'd make a note about the theft in their system. I have an appointment at the police station tomorrow morning. Really hoping this all works out - my kids are counting on this food assistance.

This happened to my sister too!!! She never got her benefits back tho cuz she waited too long to report it!! Make sure u do the police report ASAP!! There's like a 30 day window or something

•The reporting window for P-EBT theft is actually 90 days from discovery, not 30. The important distinction is that the clock starts when you discover the theft, not when it occurred. So the original poster should still be well within the reporting window.

UPDATE: I filed the police report this morning (they gave me a case number) and finally got through to P-EBT customer service using that Claimyr service someone suggested. The rep confirmed I need to submit Form PEBT-10 with the police report number and proof of my current address. She said processing takes around 2-3 months but the full benefit amount ($1,465) should be replaced if my claim is approved. Thanks everyone for the guidance - will update again when I hear something!

•so glad u got thru to them!! did they say anything about if the person who stole ur benefits will get in trouble??

•The P-EBT rep said they don't handle the legal side of things directly, but the police report gets forwarded to a benefits fraud investigation unit. The officer I talked to at the police station said these cases are prosecuted when they have clear evidence of who did it (like if it was a specific person at my old address). Fingers crossed they figure it out AND I get the benefits replaced!
