Someone stole $1,000 from my CalFresh EBT card! How do I report and get my benefits back?

I just checked my EBT balance to buy groceries and someone took $1,000 in benefits from my card!!! I had just received my monthly deposit 3 days ago and was saving it for a big shopping trip this weekend. Now my balance is almost zero! I NEVER gave my card to anyone and always keep it in my wallet. How did this happen?? Has this happened to anyone else? Do I need to call the county office or is there a special number for stolen benefits? Will I get my money back or am I just out $1,000 of food for my family??? Please I'm desperate and don't know what to do!!!

I'm so sorry this happened to you. EBT theft has unfortunately become more common in 2025. You need to do these things immediately: 1. Call the EBT customer service line (1-877-328-9677) to report the theft and request a new card 2. File a police report - this is required for benefit replacement 3. Contact your county CalFresh office to report the theft and begin the benefit replacement process The good news is that California has a process to replace stolen benefits, but you need to act quickly. The sooner you report it, the better chance you have of getting your benefits back.

Thank you!! I'll call EBT right now. Do you know how long it usually takes to get the benefits back? My kids need to eat and I'm panicking!!

3 WEEKS?? Omg I can't wait that long! Did you have to keep calling them or did they handle it after the first report?

This is happening everywhere in California right now. Thieves are using skimmers at stores and ATMs to copy card information. When you call, make sure you request a "theft replacement benefit" specifically. They might try to tell you it's not possible, but under California law SB-160 and AB-1614, they MUST replace stolen benefits. Also, for the future - never use your EBT card at ATMs if possible, and always check for skimmers (wiggle the card reader before inserting). And spend your benefits within the first week of getting them - thieves tend to strike right after benefits are loaded.

Is this actually working tho? I heard from my neighbor they denied her claim saying she probably gave her card to someone. Said they need "proof" it was stolen.

That's why the police report is critical - it serves as your proof. Also, if you check your EBT transaction history and can show purchases in places you've never been, that helps your case. The county workers sometimes try to deny claims initially, but if you specifically mention the state laws I referenced and have your police report, they typically approve the replacement.

I work at a community org that helps with these cases. You need to file a form called CF 303E "EBT Benefits Theft Report" with your county office. But the frustrating part is just getting through to someone on the phone. Most people give up after being on hold for hours. I've been recommending Claimyr to my clients recently - it's a service that calls the county office for you and gets you connected to a real person without the wait. Check out their site at claimyr.com or see how it works at https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8. One of my clients got through in 15 minutes after waiting 3 days trying to call herself. Once you get through, be sure to ask for an expedited replacement since this is an emergency food situation.

Thank you for the specific form name! I've been on hold for 45 minutes already and it says the wait is over 2 hours... I'll check out that service because I can't wait days for this to be resolved. Did your clients actually get their benefits back or just promises that they would?

Most of my clients do get their benefits back, but the timeframe varies. If they can prove it was theft (unusual purchase locations, times you wouldn't shop, etc.), replacement is usually approved within 5-10 business days. In true emergency situations, the county can issue emergency benefits in as little as 3 days, but you MUST emphasize that you have no other food resources. The key is getting to an actual case worker who can flag your case as urgent.

I'm so sick of this system! They make it nearly IMPOSSIBLE to talk to anyone when there's a problem, then they act like it's OUR fault our benefits get stolen! My cousin had $1,200 stolen and they tried to say she was trafficking her benefits!!!! Had to get a lawyer involved before they finally replaced them after TWO MONTHS!!! The whole system is BROKEN and they don't care because we're poor. Rich people get their credit cards refunded same day when fraud happens, but we have to jump through 500 hoops and starve while waiting. It's disgusting!!!!

While I understand your frustration, the situation has actually improved significantly since the California legislature passed those bills I mentioned. Prior to 2024, there was no requirement to replace stolen benefits at all. Now they're required by law to replace them once. The process isn't perfect, but it does work if you follow all the steps correctly.

It's actually because thieves know the deposit schedule. Benefits are loaded on the same days each month based on your case number. They target busy stores on those high-deposit days to install skimmers or watch for cards. That's why it's safer to shop a few days before or after the main deposit days if possible.

UPDATE: I want to thank everyone for the advice. I followed the steps and: 1. Called EBT customer service and reported the theft - they deactivated my card 2. Filed a police report online (got a case #) 3. Used that Claimyr service someone suggested and actually got through to my county worker in 20 minutes! The county worker was actually really helpful once I got through. She confirmed that California DOES replace stolen benefits now and helped me submit the CF 303E form. She said I should get emergency replacement benefits in 3-5 business days and a new EBT card in the mail within a week. She also told me how to set up a PIN on the EBT app that's required for each purchase? Apparently that's new and helps prevent theft. I'm still stressed but feeling much better knowing this should get resolved!

That's great news! Yes, the PIN verification feature is new for 2025 and it's one of the best protections. Each purchase requires you to approve it through the app. Glad you're on track to get your benefits replaced!

how much was the claimyr thing? was it worth it?

It was totally worth it for me. I was on hold for almost an hour before I gave up and tried it. Had a caseworker on the phone within 20 mins after that. In this emergency situation I couldn't afford to wait days trying to get through.
