EBT card compromised during county transfer - need emergency replacement before rent due

Just discovered all my CalFresh benefits were drained from my EBT card yesterday! I'm currently in the middle of a county transfer (moving from Sacramento to Alameda) and I'm completely panicking. Do I report the theft to my previous county or new one? Can I handle this over the phone or will they make me come in person? With rent due next week ($2,100) plus my son's birthday on the 15th and holiday expenses, I'm beyond stressed. Had over $750 in benefits that I was counting on for the month. Has anyone dealt with EBT theft during a county transfer? How quickly can they replace the stolen benefits? I'm a single parent and literally don't know how I'll feed my family this month.

Omg this EXACT thing happened to me last spring when I moved from LA to San Bernardino!! You need to call BOTH counties AND the EBT card customer service line (877-328-9677) RIGHT NOW. Don't wait!!! The number is on the back of your card. Tell them ur benefits were stolen and they'll cancel that card immediately and send u a new one. 🚨 But here's the tricky part - the COUNTY is who handles the actual benefit replacement not the EBT customer service. Since you're between counties its gonna be a nightmare. Took me 6 weeks to get my $$ back 😡

6 WEEKS?? I can't wait that long! Did you have to physically go into either county office? I don't have transportation right now and taking off work costs me money I don't have.

I work with CalFresh clients regularly. You need to report the theft to the county currently managing your case (your previous county) until your transfer is complete. California now has an expedited process for replacing stolen benefits under certain conditions: 1. File a police report (can be done online in most counties) 2. Does that service actually work? The county NEVER picks up when I call and I've been trying to update my address for 3 weeks. Also @original poster - file a police report ASAP! That's step 1 and they won't even start the replacement process without it.

just to add - they gonna ask you how you think the theft happened. they very suspicious thesedays with all the card skimmers & fraud. if you have ANY idea how it couldve happened tell them. if ur card is still in ur possession make sure to mention that. they replaced mine with just a police report # but my friend had to submit bank statements and all kinds of proof. depends on the worker u get tbh

Sorry this happened but why did u have $750 just sitting on ur card? That's way too much to keep on EBT, I always spend mine right when I get it each month because of all the theft happening. Not blaming you just saying for future reference dont let benefits pile up on the card

I was saving up for a big grocery trip after our move. I didn't realize it was risky to keep benefits on the card. No one ever told me that during orientation or anything. Lesson learned the hard way I guess 😞

That's not helpful AT ALL. Many of us save benefits for good sales or bulk shopping. We shouldn't have to worry about our BENEFITS being STOLEN! Don't victim blame!

While you're waiting for replacement, call 211 immediately to get connected with emergency food resources. Most counties have emergency food banks that can help right away. Also ask your worker about emergency/expedited CalFresh which you might qualify for due to this hardship situation. They can sometimes issue a partial emergency replacement while the full claim is being processed. Make sure to document EVERYTHING - names of workers you speak with, dates/times, what was said. You'll need this if your claim gets delayed.

Just request it directly from your worker - tell them you have no food and no money to buy food due to the theft. They should be able to process an emergency allotment. If they say no, ask to speak to a supervisor and mention 'expedited services due to theft hardship' specifically.

Thank you so much! I called EBT Customer Service and they froze my card and are sending a new one. Filed police report online and got a case number. My old county worker is supposed to call me back tomorrow to process the EBT-28. Fingers crossed this gets resolved quickly.

Anyone else notice how these EBT thefts keep happening right before holidays and rent due dates??? My cousin works for the county and she says they see TONS of "theft" reports at the end of every month. I'm not saying the OP is lying but they investigate these claims REALLY carefully now. If they think ur being dishonest they can terminate ur benefits completely so be 100% truthful about everything

I completely understand they need to investigate. I have nothing to hide - my benefits were legitimately stolen and I'm freaking out about how to feed my family. I still have my physical card, never shared my PIN, and have no idea how this happened.

OMG are u srsly suggesting OP is making this up?? That's so rude! EBT skimming is EVERYWHERE now. There were actual news reports about organized crime rings targeting EBT cards. Not cool to make someone feel worse when they're already stressed!

Quick update on the current replacement process: I just confirmed with our local CalFresh office that the rules changed in mid-2025. Now when benefits are stolen electronically (not from a lost/stolen physical card), they can replace up to two months of benefits per federal fiscal year. The process requires: - Police report (required) - EBT-28 form completed in full - Proof of identity - Statement explaining how you believe the theft occurred If your case is still with your previous county, they handle the replacement. If the transfer completed, then your new county handles it. The 10-day processing requirement only starts once ALL documentation is received, so submit everything as quickly as possible.

Thank you for this updated information! My old county worker finally called me back. They're sending me the EBT-28 form by email to complete. I explained my hardship situation and they said they'll try to process it within 5 business days once they receive everything. Keeping my fingers crossed.
