CalFresh benefits stolen from EBT card before I received it - how to report theft and get benefits replaced?

I'm freaking out right now! I just moved to California and applied for benefits. I've been waiting FOREVER for my EBT card to arrive. Mailman kept saying nothing came for weeks. Finally called customer service on 9/21 and they said my card was returned to them?! So I requested a new card to be sent that day. Just logged into BenefitsCal to check my balance and ALL of my CalFresh AND cash benefits were used at Stater Bros in Moreno Valley! I've NEVER even been to that store! Someone clearly stole my card before I even got it and spent everything. I have ZERO food or money now. Does anyone know what steps I need to take? Will they replace stolen benefits? Who do I report this to? The county office, EBT customer service, or the police? I'm completely new to California's system and don't know what to do. My family literally has nothing to eat right now.

You need to report this EBT theft immediately. Call the EBT customer service line (877-328-9677) right now and report the card as stolen. Thank you! I just called the EBT customer service number and they deactivated the card. The lady told me I have to contact the county office for the claim form for stolen benefits. I'm calling them next. Do you know if they typically replace the full amount? It was over $800 of combined CalFresh and cash aid that was stolen.

omg this happened to me when i first moved here too!!! someone used all my benefits at a Food 4 Less in San Bernardino before i even got my card. so frustrating!!! i had to file a police report and everything. took like 6 weeks to get my money back tbh

This is EXACTLY why I always tell people to check their BenefitsCal account every single day when waiting for a new card!!! The system is completely BROKEN. When they say a card was "returned" it usually means it was never delivered or someone intercepted it. This happens ALL THE TIME and the counties do NOTHING to fix the security issues! I had $1200 stolen last year and the county worker had the nerve to imply I might have spent it myself. Took MONTHS of fighting to get it replaced.

Did you just move from another state? If so, make sure your old benefits from your previous state are properly closed out. Sometimes when you move states, there can be confusion in the system. Also, after you report the theft, ask for "expedited" replacement benefits due to immediate need - they should be able to help get you at least some emergency food benefits within 3 days. Been through the system many times unfortunately.

Yes, I just moved from Nevada a couple months ago. My benefits there were closed, but I'll mention that when I talk to the county. I definitely need expedited help - my kids are asking for dinner and I literally have nothing to give them. This is a nightmare.

have u tryed calling the county? they never pick up when i call lol. always on hold for like 2 hours and then it hangs up on me. so annoying. maybe u can go in person to report it? thats what i had to do when somebody stole my card from my mailbox last yr

I had the same problem trying to reach the county! I literally couldn't get through for days when my benefits were stolen. She also said they can issue emergency CalFresh benefits within 3 days because I have children in the household, which is a huge relief.

just wondering but does ur mailbox lock?? when i moved to my new apt i made sure to get a place with locked mailboxes cuz EBT card theft is soooo common here. maybe ask neighbors if theyve had mail stolen too? could be someone in ur building/neighborhood

No, it doesn't lock! It's just one of those group mailbox areas in my apartment complex. That's probably exactly what happened - someone just took it from there. I'm going to talk to the apartment manager about this too.

You're right - I'll keep checking daily to make sure no more transactions show up. The CSR said the card is deactivated now, but I'm not taking any chances. The county worker is processing my emergency benefits request today, and I should have some benefits within 3 days. She said the full replacement claim will take longer to investigate though.

When you get your new card, I recommend having it sent to the actual county office for pickup instead of mailed to your home. Most counties offer this option for security reasons.
