CalFresh EBT Restaurant Meals Program eligibility confusion - do you need to qualify or is everyone eligible now?

I'm completely lost about the Restaurant Meals Program (RMP) with my CalFresh EBT card. For a while last year, I swear I remember hearing that ALL CalFresh recipients could use their benefits at approved restaurants because of some economic hardship declaration. But I've never tried it myself since I usually spend all my benefits at grocery stores. My confusion started because my parents (who are both over 60) regularly use their EBT at El Pollo Loco without any issues. So I thought maybe my fiancé could use his CalFresh benefits when we were out last weekend. We tried at both El Pollo Loco and a Frosty's, but his card was declined both times. Does anyone know the current rules? Is the RMP still only for elderly, disabled, and homeless folks? Or was there actually a time when everyone could use it? My fiancé is 32 and not disabled, so maybe that's why it didn't work? The whole thing is really confusing and the cashiers didn't know either.

The Restaurant Meals Program (RMP) has always been limited to specific groups - people who are age 60+, disabled, or homeless. There was never a time when all CalFresh recipients could use it statewide, though some counties might have had special temporary arrangements during emergencies like wildfires or COVID. For your fiancé to use his EBT at restaurants, he would need to qualify under one of those categories AND live in a county that participates in the program. Also, both the restaurant and the individual need to be qualified for the program. That's why your parents can use it (60+ qualifies them) but your fiancé can't.

Thank you for clarifying! That makes sense why my parents can use it but my fiancé can't. I was so confused because I really thought I heard something about it being expanded. Do you know if there's any way for him to apply for the program or is it really just limited to those specific groups?

my grandpa uses his ebt at restaurants all the time but my sister cant. its only for old people, homeless people, and disabled peeps. they dont let everyone do it cuz they figure if ur able bodied u can cook ur own food at home or something like that. its kinda dumb if u ask me cuz sometimes ppl are working and dont have time to cook but whatever thats just how the system works lol

Thanks for confirming! Yeah, I guess that makes sense about the cooking thing, but you're right - sometimes people are working all day and just need a quick meal. Appreciate the info!

I HATE how confusing CalFresh makes all this!!! I got so excited when I heard about the restaurant program but then found out I don't qualify either. The county workers act like everyone should just KNOW these rules. And each county has different restaurants that participate too! My cousin in Alameda County can use his card at different places than my aunt in Sacramento County. The whole system is such a mess!!!

RIGHT?! I spent 45 minutes on hold with my county office last month trying to ask this exact question and then got disconnected before anyone answered. So frustrating.

If you're having trouble getting through to your county office about CalFresh questions, you might want to try using Claimyr. It's this service that calls the county for you and gets you connected to a real person without the ridiculous wait times. Saved me hours last time I had questions about my benefits. You can see how it works at claimyr.com or check out their demo video at https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8. They connected me to someone in less than 20 minutes when I'd been trying for days on my own.

To clarify some confusion here: The Restaurant Meals Program (RMP) is specifically designed for CalFresh recipients who might have difficulty preparing meals at home. This includes: 1. Adults aged 60 and older 2. People with disabilities 3. Homeless individuals 4. Spouses of eligible members (when purchasing together) During the COVID-19 pandemic, there were some temporary emergency allotments and rule adjustments, but the RMP eligibility criteria remained the same. What might have happened is that some counties expanded their participating restaurant lists during that time. To use RMP, both conditions must be met: - You must qualify under one of the categories above - You must live in a county that participates in the program Your EBT card must also be specifically coded to allow restaurant purchases. If your fiancé doesn't meet the eligibility requirements, his card will decline at restaurant terminals even if they accept EBT from qualified individuals. You can find the current list of participating counties and restaurants on the CDSS website or by calling your county office.

This is so helpful, thank you! I think I was getting confused between the emergency allotments (which everyone got) and the Restaurant Meals Program (which is limited). It makes sense that my parents' cards work since they're over 60. Do you know if the county office has to code your card specially to work at restaurants? Maybe that's another reason it didn't work?

0 coins

Yes, that's exactly right! Your EBT card needs to be specifically coded to work with RMP, which happens when you're identified as eligible (60+, disabled, or homeless) during your application or recertification. It's not automatic - the county worker needs to flag your case with the right code. Your parents' cards would have been coded this way due to their age qualification.

wait ur parents can use ebt at el pollo loco????? mine never told me about this! my mom is 67 and on calfresh too. which locations accept it? i need to tell her asap

Not all El Pollo Loco locations participate in the Restaurant Meals Program. It depends on the county and the specific location. Your mom should check with her county office to get a list of participating restaurants in her area. She would also need to make sure her EBT card is coded for the Restaurant Meals Program, which usually happens during application or recertification when they identify her as eligible due to age.

oh ok thx! ill tell her to call her worker tmrw

There was definitely a temporary expansion during COVID. I remember specifically because my caseworker told me about it in 2021. But it was temporary and went back to normal rules after the emergency period ended. It's so confusing because they never clearly communicate when these things change!! Did your fiancé try swiping as CREDIT or EBT? Sometimes that matters. And sometimes the restaurant employees don't even know how to process the payments correctly.

He definitely tried as EBT, but you might be right about the temporary expansion during COVID. That's probably what I was remembering! And yes, the cashiers seemed really confused too - one of them told us it should work for everyone with CalFresh which added to our confusion.

Just to clarify - there was never a statewide blanket expansion of RMP eligibility during COVID. What happened was: 1. All CalFresh recipients received maximum benefits (emergency allotments) 2. Some counties may have added more restaurants to their approved lists 3. Some verification requirements were temporarily relaxed But the basic eligibility categories (60+, disabled, homeless) remained the same throughout. The confusion is understandable because there were so many temporary changes happening at once!

my friend works at a place that accepts ebt for restaurant meals and she says they have to run the card differently for people in the program. sounds like your fiance just isn't eligible - my boyfriend isn't either and he's 29. kinda stinks but i guess those are the rules... btw the calfresh website does have a list of all the restaurants that participate if you're curious. it depends on what county you're in though

Thanks! I'll check the website to find out which restaurants around us participate, at least for my parents. Good to know about them running the card differently too.

This thread has been super helpful! I'm new here and was wondering about the same thing. My grandmother is 65 and has CalFresh, but she's never tried using it at restaurants because she didn't know it was allowed. Does anyone know if there's a way to check if her EBT card is already coded for the Restaurant Meals Program, or does she need to contact her caseworker first? I don't want her to be embarrassed trying to use it at a restaurant if it's not set up properly. Also, are there any good resources that show which specific locations participate in each county? The main website seems pretty general.

Welcome to the community! Your grandmother should be automatically eligible for the Restaurant Meals Program since she's over 60, but you're smart to check first. The easiest way to find out if her card is coded properly is to call her county CalFresh office - they can tell you right away. Some counties automatically code cards for people 60+ during application/recertification, but others might need to be asked specifically. For finding participating locations, try searching "[your county name] CalFresh Restaurant Meals Program" - most counties have their own list. You can also call restaurants directly to ask if they participate before going. Better to check ahead than deal with the embarrassment at the counter! Hope this helps your grandma get access to this benefit.

I went through this exact same confusion with my uncle last year! He's 68 and kept getting declined at restaurants even though he qualified by age. Turns out his EBT card wasn't coded for RMP even though he'd been on CalFresh for years. We had to call his county office and specifically request that they add the restaurant meals coding to his account. They said it's not automatic - you have to ask for it during your application or recertification, or call to request it separately. Once they updated his account, it worked perfectly at all the approved locations. So definitely worth having your fiancé's parents check with their caseworker to make sure their cards are properly coded, even if they're already using it successfully!

That's really interesting about your uncle having to specifically request the RMP coding! I wonder if that's what happened with my parents - maybe they asked for it when they first applied, or their caseworker just automatically added it because of their age. It's kind of confusing that it's not just automatic for people who clearly qualify. Thanks for sharing that experience - it's helpful to know that even if someone qualifies, they might still need to take that extra step to get their card coded properly. I'll definitely mention this to anyone else I know who might be eligible!

This whole thread has been so eye-opening! I had no idea the Restaurant Meals Program even existed until I saw this post. My dad is 63 and has been on CalFresh for about two years now, but I don't think anyone ever mentioned this option to him. He lives alone and sometimes struggles with cooking due to arthritis in his hands, so being able to get prepared meals with his EBT benefits would be amazing for him. Based on what everyone's saying here, it sounds like I should have him call his county office to check if his card is coded for RMP and get a list of participating restaurants in our area. It's frustrating that this isn't more widely publicized - seems like a lot of eligible people don't even know this benefit exists! Has anyone had success getting their county to add the coding over the phone, or did you have to go in person?

0 coins

Your dad should definitely look into this! Most counties can add the RMP coding over the phone - you don't usually need to go in person. When you call, just explain that he's over 60 and would like to use the Restaurant Meals Program. They should be able to update his account within a few days. You're absolutely right that this benefit isn't well publicized. I think a lot of caseworkers either forget to mention it or assume people will ask if they're interested. For someone with arthritis, this could be a real game-changer on days when cooking is difficult. Make sure to ask for a list of participating restaurants in your county too - some places you might not expect (like certain Subways or pizza places) participate in the program.

I'm dealing with something similar right now! My mom is 62 and has CalFresh, but when I called her county office last week to ask about getting RMP coding added to her card, they told me she'd need to wait until her next recertification appointment to get it activated. This was really frustrating because other people here are saying they got it added over the phone right away. I'm wondering if different counties have different policies about this? Has anyone else run into a situation where they were told to wait for recertification instead of getting it added immediately? My mom's next appointment isn't for another 4 months and it would really help her to have this option sooner, especially during the winter months when it's harder for her to get to the grocery store.

0 coins

That's really frustrating that they're making your mom wait 4 months! From what I've seen in this thread, it does seem like different counties handle this differently. Some people got it added right away over the phone, while others had to wait or jump through more hoops. You might want to try calling back and speaking to a different caseworker - sometimes you get someone who's more helpful or knows the process better. You could also try escalating to a supervisor and explaining that your mom is clearly eligible (she's over 60) and that waiting 4 months for something she already qualifies for seems unreasonable, especially given her mobility challenges in winter. If that doesn't work, you might want to contact your local legal aid organization or food assistance advocacy group - they sometimes know the ins and outs of county policies and can help push things along. Your mom shouldn't have to wait months for a benefit she's already entitled to!
