Washington ESD doesn't count me as unemployed but I can't find work - what is hidden unemployment?
I've been out of work for 8 months now but my unemployment benefits ran out 3 months ago. I'm still actively looking for jobs every day but Washington ESD doesn't consider me 'unemployed' anymore since I'm not getting benefits. I keep hearing about something called 'hidden unemployment' - is this what's happening to me? It feels like the system just pretends people like me don't exist once our benefits end. Anyone else dealing with this situation? I'm wondering if there's any way to get back into the system or if I'm just stuck in this limbo.

Yes, you're experiencing what economists call 'hidden unemployment' or 'discouraged workers.' Washington ESD only counts people actively receiving UI benefits in their official unemployment statistics. Once your benefits exhaust, you're no longer counted even if you're still job searching. It's a real problem that makes the unemployment rate look better than it actually is.

•That's exactly what I thought! It's so frustrating that they just stop counting us. Makes me wonder how many people are in the same boat.

•this is why the unemployment numbers never made sense to me, they dont count half the people who need jobs

I went through the same thing last year. After my benefits ended I felt completely invisible to the system. You might want to check if you're eligible for any extended benefits or if there are new programs available. Sometimes Washington ESD adds emergency extensions but doesn't publicize them well. Have you tried calling to see if anything new is available?

•I've tried calling Washington ESD so many times but can never get through. The phone system just hangs up on me after being on hold forever.

•I had the same problem with their phone system. I actually found this service called Claimyr that helped me get through to an actual agent. You can check it out at claimyr.com - they have a demo video at https://youtu.be/7DieNd3C7zQ showing how it works. Might be worth trying to see if there are any programs you missed.

Hidden unemployment is a huge issue that affects millions of people nationwide. It includes not just exhausted claimants like yourself, but also people who gave up looking, those working part-time who want full-time work, and people who want to work but aren't actively searching due to personal circumstances. The 'real' unemployment rate is much higher than what gets reported.

•EXACTLY! The government likes to keep the numbers low to make the economy look better than it is. Meanwhile real people are struggling and can't even get help.

•I never knew there were so many categories of hidden unemployment. I thought I was just unlucky but it sounds like this is a systemic problem.

•Exactly! It's like we become invisible once our claim closes. Have you found any resources that help people in our situation?

•not really, just keep applying to jobs and hope something sticks. food bank helps with groceries at least

You should definitely check with WorkSource Washington to see if they have any retraining programs or other assistance available. They sometimes have resources for long-term unemployed individuals that aren't tied to active UI claims. Also worth checking if you qualify for any state assistance programs.

•I'll look into WorkSource programs. Do you know if they have anything specific for people who've been out of work this long?

•They have various programs depending on your situation - some for career changes, some for skills training. Best to go in person if you can, their online info isn't always up to date.

This whole system is so messed up. They count you when it's convenient for their statistics but abandon you when you actually need help. I've been dealing with this for over a year now and it's mentally exhausting.

•The mental health aspect is something nobody talks about. Feeling invisible and forgotten by the system is really hard to deal with.

Just remembered - there's also something called Trade Adjustment Assistance (TAA) if your job loss was related to trade/imports. And Workforce Innovation and Opportunity Act (WIOA) programs might be available through WorkSource. These aren't tied to regular unemployment benefits.

Zoe Alexopoulos
•I don't think my job loss was trade-related but I'll look into WIOA. Thanks for the specific program names, that helps a lot.

•WIOA helped me get training for a new field when I was in a similar situation. Definitely worth checking out.

The whole unemployment system is designed to push people off the rolls as quickly as possible. They don't care about actually helping people find sustainable employment, just getting them off the government books. Hidden unemployment is a feature, not a bug.

•That's a pretty cynical view but I'm starting to think you might be right. The system definitely doesn't seem designed to help long-term.

•I wish I was wrong but after dealing with Washington ESD for years I've seen how they operate. They want you gone ASAP.

I was in hidden unemployment for almost a year after my benefits ended. What finally helped was getting connected with a job counselor through a local nonprofit. They had resources and connections that the regular system doesn't offer. Don't give up - there are people and organizations that still care even if Washington ESD doesn't.

•That gives me hope. Do you remember the name of the nonprofit or how you found them?

•It was through my local United Way chapter. They connected me with several different programs I didn't even know existed.

You might want to reach out to your state representatives about this issue. Hidden unemployment is a real policy problem and the more people who speak up about it, the more likely something might change. At minimum they should be aware of how many people are falling through the cracks.

Zoe Alexopoulos
•That's actually a really good idea. I never thought about contacting my representatives but you're right that they should know about this.

•I doubt they care but it's worth a shot. At least it would make me feel like I was doing something proactive.

I remember reading that the Bureau of Labor Statistics has something called the U-6 unemployment rate that includes discouraged workers and people working part-time who want full-time work. It's always much higher than the regular unemployment rate they report on the news.
0 coins
Jamal Anderson
•Yes, the U-6 rate gives a much more accurate picture of real unemployment. It's usually about double the official rate.

Zoe Alexopoulos
•I wish they reported that number more prominently. Would help people understand that what we're experiencing is actually pretty common.

Have you considered gig work or temporary employment while you're searching? I know it's not ideal but it might help with income and could potentially lead to permanent opportunities. Plus you'd still be able to continue your job search.

•I've done some gig work here and there but it's not enough to live on consistently. Better than nothing though.

This thread has been really eye-opening. I had no idea hidden unemployment was such a widespread issue. Makes me grateful I'm still within my benefit period but also worried about what happens when it ends.

•Start preparing now if you can. Look into all the programs people have mentioned here while you still have benefits as backup.

•Definitely get connected with WorkSource and other resources before your benefits end. Much easier to navigate when you're not in crisis mode.

I actually got back into the Washington ESD system after my benefits had been exhausted for 6 months. Turns out there was a small program I qualified for that I didn't know about. Had to call multiple times to find an agent who knew about it though. Using Claimyr really helped me get through to someone knowledgeable at Washington ESD.

Zoe Alexopoulos
•Really? What kind of program was it? I'm willing to try anything at this point.

•It was related to retraining benefits but had different eligibility requirements than the regular programs. The agent I spoke to through Claimyr was able to look up all the different programs I might qualify for.

my cousin went through this exact same thing last year. took him almost 6 months after benefits ended to find work and he said those 6 months were the hardest part of the whole unemployment experience

Zoe Alexopoulos
•Did he find anything that helped during that period? Any resources or programs that made a difference?

•mainly just community organizations and food banks, plus family help. he said the isolation was the worst part

The fact that this thread exists and so many people are relating to it just proves how big of a problem hidden unemployment really is. We need better tracking and support for people who fall through the cracks of the system.

•Policy-wise, there really should be better safety nets for long-term unemployed individuals. Other countries handle this much better than we do.

I work in workforce development and can confirm that hidden unemployment is a massive issue. Our official statistics significantly undercount the real number of people who want and need work. Keep advocating for yourselves and don't let the system forget you exist.

Update: I tried the Claimyr service someone mentioned earlier and was actually able to get through to a Washington ESD agent for the first time in months. They told me about a program I didn't know existed that I might qualify for. Still working through the application but at least I feel like I have some options now.

•It's called the Self-Employment Assistance Program. Apparently it's for people who want to start their own business while receiving unemployment benefits. Had no idea it existed.
